About this file

This is an attachment to a Request for Proposal (RFP) that requires offerors to submit a plan for continuation of essential contractor services during crisis periods. The submission addresses DFARS 252.237-7024 requirements and must not exceed 5 pages, with failure to complete the document resulting in offeror ineligibility for award. Proposals will be rated as either acceptable or unacceptable based on whether they clearly meet the solicitation's minimum requirements.

The plan must specifically address how the contractor will continue performing essential stevedoring and related terminal services (S&RTS) at Indonesian ports—including Banyuwangi, Tanjung Priok, Surabaya, Panjang, and Semarang—for up to 30 days during crisis situations. Offerors must describe provisions for acquiring essential personnel and resources, identify challenges associated with extended events such as pandemics occurring in waves, address time lapses for personnel and resource availability, detail components for identifying and training personnel capable of remote work or relocation, establish alert and notification procedures for mobilizing essential personnel, and explain how contractor employees will be informed of their roles and responsibilities during crises. The plan must be tailored to the specific ports involved in the contract to ensure operational continuity.
