About this file

This document includes a technical compliance crosswalk for a solicitation seeking video recorders for the US Coast Guard's cutter video recording system. The solicitation requires video recorders that can be rack mounted, operate in a shipboard environment, and simultaneously record from a combination of HDMI and analog video sources. The recorders must support recording resolutions up to 1080p at 30 frames per second, retain at least 30 days of continuous recording, and include perpetual activated licenses for all channels. Exported video files must be playable in Windows Media Player without proprietary software. The solicitation also specifies warranty, technical manual, and delivery schedule requirements. Interested vendors must complete the crosswalk and provide any additional information to demonstrate their proposed solutions meet the stated minimum requirements.

Requirements for Video Recorder (VR)
The Video Recorder (VR) shall meet all of the following Threshold (minimum) requirements/specifications. In addition, there are requirements identified as “Objective.” An “Objective” is a preferred system capability, not a threshold/minimum requirement.Specify below if your proposed solution meets or does not meet each requirement/specification in the left hand column.

Please provide additional information if your proposed solution does not meet a specific requirement. You may provide datasheets to supplement this form.

2.1 End User functions:
2.1.1 The VR shall include an archival and export capability and shall use a format and media commonly via front facing Universal Serial Bus (USB) port to connect portable encrypted FIPS 140-2 compliant hard external drives to transfer video files.

2.1.1.1 If only rear facing USB ports are available, the DVR shall have the ability to extend the USB connection via an USB extension cable and USB Panel Mount Feed Through Adapter. The USB Panel Mount Feed Through Adapter will be installed on a 19” wide rack blank panel installed in the equipment rack adjacent to the VR. The contractor shall provide the USB Panel Mount Feed Through Adapter installed on 19” wide blank panel and USB extension cable if only rear facing USB ports are available.

If the proposed VR has a Video Management System (VMS) it shall be compatible with supported versions of Microsoft Windows ® 10 and 11 or Linux.
2.1.5 The VR shall be able to freeze frame the video during playback. The VR shall be able to capture freeze frame images in .jpg and .png file format and be exportable via portable encrypted FIPS 140-2 compliant external hard drive.
2.1.6 Video recorded on the VR is designated FOUO. To ensure the FOUO information is properly handled and stored, Coast Guard field technicians shall be able to remove and retain the hard drive in the event a VR unit is returned for repair. Any proprietary or non-standard tools required for hard drive removal shall be included as part of the VR solution.
2.2 Physical/Environmental:
