About this file
This document provides the technical specifications for a solicitation seeking a video recorder to replace end-of-life units currently used in the Coast Guard Cutter Video Recording System. The solicitation seeks a hybrid video recorder that can natively record both analog and HDMI video. It must be able to interface with existing electro-optic and flight deck cameras, record and store a minimum of 30 days of video from five input channels, and export recorded video and freeze frames via USB to an encrypted external hard drive in standard digital formats. The recorder must meet physical, environmental, and interface requirements to operate reliably in a shipboard environment, including rack mounting, 115VAC power, and PS/2 or USB keyboard and mouse connectivity. Proposed solutions must comply with various technical standards and the video recorder and documentation must meet Section 508 accessibility requirements with the exception granted. Attachment 1-Techncial Specification for Video Recorder
TECHNICAL SPECIFICATION FOR
Video Recorder (VR) for the Cutter Video Recording System (CVRS)
1.0 GENERAL
1.1 BACKGROUND
1.1.1 The U.S. Coast Guard (USCG) Cutter Video Recording System (CVRS) is currently installed on 87’ WPB Patrol Boats Cutters, 270’, 282’, and 210’ WMEC Medium Endurance
Cutters and 420’ WAGB Icebreaker. The primary function of the CVRS is to record video from existing various Electro-Optic/InfraRed (EO/IR) video cameras and from Flight Deck video cameras. The video from the EO/IR cameras is used to support numerous USCG operational missions (e.g. Search and Rescue, Law Enforcement etc.) and is For Official Use Only (FOUO).
The Flight Deck Video recording is used to support Mishap Analysis Board investigations in the event of mishap related to shipboard helicopter operations.
1.1.2 The primary component of the CVRS is the Digital Video Recorder (DVR). The current
DVR model has reached its end of life and utilizes a non-compliant embedded Operating System.
The current DVRs consists of two variants: a) 4 channel variant Open Eye Model E1200-T utilized on 87’ WPB cutters which records video from one camera sensor and b) 12 channel variant Open Eye Model R36012-500 used on other cutter classes listed above which records video from five different camera sensors. The video output from all of the camera sensors is currently analog/coax, but Coast Guard is in process of migrating vessel cameras to high-definition (HD) video. The recorded video is exported from the video recorder (VR) to an encrypted portable hard drive (meeting FIPS 140-2) via a forward-facing Universal Serial Bus
(USB) port on the VR.
1.1.3 The video from the EO/IR sensor cameras include character overlay that indicate heading, GPS latitude/longitude, and time, which is included with the recorded video. For the Flight Deck video cameras, the date time stamp overlay is generated by the Open Eye DVR and included with the recorded video.
1.1.4 The DVR is not certified for recording or storage of classified video files. Hard drives used in the DVR are designated For Official Use Only (FOUO). The DVR is supplied input power
(115VAC 60Hz) via currently installed shipboard Uninterrupted Power Supply (UPS). The DVR currently interfaces with other components of the CVRS which include Keyboard, Video, and
Mouse (KVM) components.
1.2 OBJECTIVE
The objective of this specification is to identify a suitable commercial solution VR to replace all end-of-life, end-of-service and non-compliant DVRs. The VR(s) chosen will undergo testing and evaluations that will last 60 days in a shipboard environment. The VR(s) must pass testing to ensure full compatibility with existing EO/IR and Flight Deck Video Cameras and the specifications outlined in Section 2. Internal Coast Guard personnel will perform the installation of the replacement VRs. This specification is written as if a single, hybrid VR capable of natively recording both analog and High-Definition Multimedia Interface (HDMI) video is used to meet the requirements.
1.3 APPLICABLE DOCUMENTS
1.3.1 Compliance Documents
The VR, associated accessories, documentation, and software shall conform to applicable standards identified in this section. The Contractor shall adhere to all policies and procedures established by the Government, Safety Code, or Industry Standard. This is not a complete list of all references; therefore, the Contractor is required to meet all standard requirements/specifications, whether or not the reference document is listed. The documents listed below provide specifications, standards, or guidelines that must be complied with in order to meet the requirements:
1.3.1.1 MIL-STD-810 Department of Defense Test Method Standard for Environmental
Engineering Considerations and Laboratory Tests -

2.1.1.1 If only rear facing USB ports are available, the DVR shall have the ability to extend the USB connection via an USB extension cable and USB Panel Mount
Feed Through Adapter. The USB Panel Mount Feed Through Adapter will be installed on a 19” wide rack blank panel installed in the equipment rack adjacent to the VR. The contractor shall provide the USB Panel Mount Feed Through
Adapter installed on 19” wide blank panel and USB extension cable if only rear facing USB ports are available.
2.1.1.2 Objective: The VR shall include an archival and export capability and shall have a front facing USB port to connect portable hard drive and internally installed DVD (Digital Versatile Disc) drive.
2.1.2 Archived video shall employ tamper verification such as watermarking, digital file verification, or digital file signature for security.
2.1.3 The VR shall retain a minimum of 30 days of continuous recording capacity based upon 95% motion utilization environment at max resolution on all channels before the video file begins to overwrite. Network throughput calculations shall be provided.
2.1.4 The VR shall support simultaneous triplex operation to record, playback and monitor via a Graphical User Interface. Real time monitoring and Pan Tilt Zoom control of live camera video is not a necessary capability of the VR, as it accomplished external from the CVRS. The embedded operating system shall be a supported version of
Microsoft Windows ® 10 and 11 or LINUX. If the proposed VR has a Video
Management System (VMS) it shall be compatible with supported versions of Microsoft
Windows ® 10 and 11 or Linux.
