About this file
This document is a technical compliance crosswalk for a solicitation seeking video recorders to support the United States Coast Guard Cutter Video Recording System. The solicitation requires video recorders that can simultaneously record from five video inputs at 1080p resolution and 30 frames per second, with one HDMI input and four analog inputs. The recorders must have the capability to archive video to an encrypted external hard drive via USB port and internally installed DVD drive in H.264 or H.265 format. Recorded video must include an overlay with date, time, heading, GPS coordinates and be exportable for playback on Windows Media Player without proprietary software. The recorders must have a minimum one year warranty and be capable of rack mounting. Bidders must provide their response within 45 calendar days of award.

| The Video Recorder (VR) shall meet all of the following Threshold (minimum) requirements/specifications. In addition, there are requirements identified as “Objective.” An “Objective” is a preferred system capability, not a threshold/minimum requirement. | Specify below if your proposed solution meets or does not meet each requirement/specification in the left hand column. |
Please provide additional information if your proposed solution does not meet a specific requirement. You may provide datasheets to supplement this form.
| 2.1 End User functions: |
| 2.1.1 The VR shall include an archival and export capability and shall use a format and media commonly via front facing Universal Serial Bus (USB) port to connect portable encrypted FIPS 140-2 compliant hard external drives to transfer video files. |
2.1.1.1 If only rear facing USB ports are available, the DVR shall have the ability to extend the USB connection via an USB extension cable and USB Panel Mount Feed Through Adapter. The USB Panel Mount Feed Through Adapter will be installed on a 19” wide rack blank panel installed in the equipment rack adjacent to the VR. The contractor shall provide the USB Panel Mount Feed Through Adapter installed on 19” wide blank panel and USB extension cable if only rear facing USB ports are available.
2.1.1.2 Objective: The VR shall include an archival and export capability and shall have a front facing USB port to connect portable hard drive and internally installed DVD (Digital Versatile Disc) drive. 2.1.1 :

| 2.1.3 The VR shall retain a minimum of 30 days of continuous recording capacity based upon 95% motion utilization environment at max resolution on all channels before the video file begins to overwrite. Network throughput calculations shall be provided. | |
| 2.1.4 The VR shall support simultaneous triplex operation to record, playback and monitor via a Graphical User Interface. Real time monitoring and Pan Tilt Zoom control of live camera video is not a necessary capability of the VR, as it accomplished external from the CVRS. The embedded operating system shall be a supported version of Microsoft Windows ® 10 and 11 or LINUX. If the proposed VR has a Video Management System (VMS) it shall be compatible with supported versions of Microsoft Windows ® 10 and 11 or Linux. | |
| 2.1.5 The VR shall be able to freeze frame the video during playback. The VR shall be able to capture freeze frame images in .jpg and .png file format and be exportable via portable encrypted FIPS 140-2 compliant external hard drive and internally installed DVD (if provided as an objective). | |
| 2.1.6 Video recorded on the VR is designated FOUO. To ensure the FOUO information is properly handled and stored, Coast Guard field technicians shall be able to remove and retain the hard drive in the event a VR unit is returned for repair. Any proprietary or non-standard tools required for hard drive removal shall be included as part of the VR solution. | |
| 2.2 Physical/Environmental: | |
| 2.2.1 The VR shall have the capability to be rack mounted in a 19” wide and 19” inch deep equipment rack and shall be a maximum of 4 Rack Unit (RU) in height. Each VR shall be provided with a rack mount kit. | |
| 2.2.2 The VR shall be capable of operating and functioning normally within a shipboard environment corresponding to “protected from the weather” as defined in paragraph 4.4 of Compliance Document listed at 1.3.1.2. | |
| 2.3 Interface: | |
| 2.3.1 The VR shall have capability to interface with external keyboard and mouse via PS2 or USB interface. | (Please specify which one PS2 or USB) |
| 2.3.2 Input Power shall be 115 VAC 60 Hz. |
