NAICS 334310 Audio and Video Equipment Manufacturing. The solution we are proposing is only sold through a seller network and not direct from the manufacturer.
Can the NAICS be changed to 541519 Other Computer Related Services?
No For this procurement, the NAICS code does not require the contractor to be the manufacturer.

Page 5 (1.3 Period of Performance)
Page 20 (Period of Acceptance of Offers)
Period of performance and pricing model is 5 years but pricing is only valid for 90 days.
Will the contractor be able to adjust pricing post award annually?
No.
"Period for Acceptance of Offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation."
Once an award is made (i.e., the Government accepts the offer) within those 90 calendar days, the pricing is firm-fixed priced based on the Price Schedule.

Price Schedule Tab
There are two varients of VR listed in Section 1.1.2 of Attachment 1 Technical Specifications but only one line for each CLIN to price
Should there be a a total of two tabs, one for the 4 channel VR and one for the 12 channel VR?
No; the USCG only requires one type of VR. Section 1.1.2 in Attactment 1 provides background on the current DVRs used on the 87' WPB patrol boat platform and the Medium Endurance Cutter (MEC) platforms.
See Sections 2.0 - 3.3 for the requirements for the VR the USCG seeks to procure.

Page 2 (Section 2.1.1.2)
This requirement (2.4.6) indicates USB and DVD drive are required wheras in Section 2.1.1.2 it indicates that the DVD drive is optional/nice to have.
Is the DVD drive required? Will a USB powered external DVD drive be acceptable?
Section 2.1.1.2 has been updated to state "2.1.1.2 Objective: The VR shall include an archival and export capability and shall have a front facing USB port to connect portable hard drive and internally installed DVD (Digital Versatile Disc) drive."
Section 2.4.6 has been updated to state "2.4.6 Shall be capable of exporting video data to an external portable hard drive via USB port and internally installed DVD drive (if provided as an objective) in an MPEG-4 part 12, MP4 digital multimedia file container with video data compressed and formatted according to the H.264 Advanced Video Coding or the H.265 High Efficiency Video Coding standards. The exported video shall be capable of playback on Windows Media Player without the need of Original Equipment Manufacturer (OEM) proprietary or other software or application."

To provide this footprint, 2 1U servers with GPU capability should be provided, virtualized for HA, but the storage is the choke point as there will not be redundancy in hardware. This takes up 100% of the foot print with out including multi channel analog video encoders.
What is the maximum space available?
Since the USCG only wants one type of VR, the VR must fit in a 4 RU space, with a 19" rack. Open height in rack for VR is 6" and the open depth is 19".

The VR shall be capable of operating and functioning normally within a shipboard environment corresponding to “protected from the weather” as defined in paragraph 4.4 of Compliance Document listed at 1.3.1.2.
Does USCG require a ruggedized server?
No. The VR shall be capable of operating in shipboard environment as defined in Reference 1.3.1.2 (IEC 60945 Maritime navigation and radio communication equipment and systems - General requirements - Methods of testing and required test results.)

Page 4 (Sections 2.4.4, 2.4.5.1, and 2.4.5.2)
There are multiple conflicting statements about the number and type of inputs/outputs required.
What is the number and type of inputs and outputs required? If there are multiple varients, can USCG list out all of the varients and the associated inputs/outputs per varient? The pricing model does not allow for more than one type of varient so please update model to reflect answer.
Section 2.4.4 has been revised to state "2.4.4 Capable of simultaneously recording video with a minimal of 5 input channels (1 HDMI and 4 analog sources). Each analog video input will have an associated analog video output loop so the recorded video can be also displayed on an external video monitor and the same time. "
Sections 2.4.5, 2.4.5.1 and 2.4.5.2 have been removed.

HDMI, DVI and Analog BNC are listed but no quantities are provided.
How many HDMI, DVI, and Analog BNC does USCG want? Keep in mind that it appears there are multiple varients of the VR so please provide number per varient.
Section 2.3.3.2 is an objective requirement.

Requirement states: If internet protocol (IP) Video is utilized for any segment of proposed solution the VR shall be Open Network Video Interface Forum (ONVIF) Profile S or Profile T compliant as a client.
Does USCG want a proposal for a VR for IP cameras? If so, can USCG provide the varients and associated number of inputs per varient?
No. The current cameras are analog. If an IP VR is provided, the government requires it meets ONVIF Profiles S or T.

RFP states: "The VR shall have capability to interface with external keyboard and mouse via PS2 or USB interface."

3.2 SECTION 508 COMPLIANCE
What is the expectation behind 508 compliance on these devices?
The VR is exempt from meeting Section 508 requirements, but Section 508 has to be addressed in each requirement document.
12 N/A N/A Given the number of varients and potential options, there may be variance in the space needed to accommodate the equipment.
Can USCG provide the total space available for the VR by ship/varient? Can you include the depth of the rack?
Since the USCG only wants one type of VR, the VR must fit in a 4U space, with a 19" rack. Open height in rack for VR is 6" and the open depth is 19".
For the WMEC-270 and WMEC-210 cutters, the VR fits in a 4U space, with a 19" rack. Open height in rack for VR is 6" and the open depth is 19".
For the WPB-87 cutters, the VR fits in a 4U space, with a 19" rack. Open height in rack for VR is 8" and open depth in rack is 23".
13 N/A N/A Functional requirements not fully defined What are your Recovery Point Objectives (RPO), Recovery Time Objectives (RTO), and availability requirements?
These parameters have not been considered. The base quantity for 5 VRs will be purchased for shipboard testing during a 60 day prototype period. Prototype testing will include retrieving video up to 30 days which is the minimum number of days before video files are overwritten as outlined in Section 2.1.3. In reality when a mishap or law enforcement boarding occurs, the video will likely be exported within 1 week as evidence for a MISHAP Board or Law Enforcement Boarding. The 30 day requirement is based upon other standards (e.g.
NAVAIR standard for Flight Deck Operations & CG Information & Life Cycle Managment manual).

“The VR shall have the capability to be rack mounted in a 19” wide equipment rack and shall be a maximum of 4 Rack Unit (RU) in height. Each VR shall be provided with a rack mount kit.”
If the NVR is smaller than the provided dimensions, would it be a problem?
As long as the VR can be rack mounted on either a shelf that is installed in the rack or with angle brackets then it is not a problem as long as the overall dimensions (DVR & shelf) do not exceed the dimensions in para 2.2.1.
