Interior Painting of two office suites, OLYM

Statement of Work Paint Interior of two office suites, OLYM

1.0 Background and Purpose

This contract is to paint throughout two Olympic National Park office suites located in Port

Angeles, WA. We are in the process of reassigning folks to difference offices, but prior to the new occupants taking up residence we would like to have the walls painted. Below are diagrams listing the offices to painted.

Painting: All the walls in these office suites need a fresh coat of paint for a total of 4193 ft2 of fresh paint.

Field Measurements: Measurements provided above are rough estimates. It is the Contractor’s responsibility to survey the existing conditions to determine room dimensions. It’s strongly encouraged that interested parties attend the scheduled site visit during the solicitation phase, prior to submitting a quote. The awarded contractor will have the opportunity to conduct a site visit after award prior to start of work, as part of the pre-construction meeting that will be scheduled by the Contracting Officer. Also refer to the Federal Acquisition Regulation (FAR) clauses52.236-2-Differing Site Conditions, and 52.236-3-Site Investigation and Conditions

Affecting the Work, both incorporated by full text in Section L of Solicitation Attachment no. 2, Terms/Provisions/Clauses.

2.0 Location

This work is located in the Cultural Resource office suite and the Animal House office suite located at 600 East Park Avenue, Port Angeles Washington 98362.

3.0 Schedule

Painting is anticipated to occur late August or early September 2022 (if starting in September start date will be after the Labor Day holiday), as coordinated/scheduled with NPS. Coordination between the Contractor and NPS will be critical to time when NPS will remove all freestanding furniture from the offices prior to painting, and to minimize disruption of the employee work environment during painting.

The pre-construction meeting will be scheduled within a few weeks from award. Onsite work can begin once the pre-construction meeting has occurred, all submittals have been approved and products ordered and delivered, Contractor’s liability insurance certificate is received, Contractor’s Safety and Accident Prevention Plan has been received/reviewed/approved, and the

Contracting Officer has issued the Notice to Proceed letter.

The Notice to Proceed letter will state the actual agreed upon period of performance start and end dates which will be a 30 day period.

The Contracting Officer will appoint a Contracting Officer’s Representative (COR) to be the primary point of contact onsite and monitoring progress of the work, reviewing invoices, etc. A copy of the appointment letter outlining duties will be provided to the contractor after award.

4.0 Products

Interior Paint such as Sherwin Williams Interior Latex Paint and Primer in One (“SuperPaint”).

Quoter may provide product information in quote for another brand, so long as the following brand-name-or-equal features can be met:

• Interior Acrylic Latex paint and primer (paint and primer combo is what we looked at in

Sherwin Williams but that will be up to contractor how best to prepare surface to receive paint, if better to prime separately than using a combo product)

• Finish/Sheen: Satin

• Washable

• Stain Resistant

• Mildew Resistant

• Color: Greek Villa SW 7551 or similar

5.0 Contractor Tasks

A. Paint in accordance with PCA industry Standards:

B. Wall preparation and Painting:

1) Wall surfaces should be prepared to accept new paint. Holes, dents and other blemishes should be filled. Excess grime removed and the painting surface should be taped off to avoid bleeding onto molding and other surfaces.

6.0 Contractor’s use of premises

A. Contractor shall at all times conduct their operations to ensure the least inconvenience to the public and to NPS employees.

B. Prevent damage to adjacent interior walls and wood work. Restore surfaces that are damaged due to the work of this contract to original condition, by repairing, https://www.pcapainted.org/industry-standards/ replacing and or refinishing damaged areas at no additional cost to the government.

C. Contractors may work Mondays through Fridays from 8:00 AM to 4:30 PM, except that no work is allowed on federal holidays.

D. Keep project neat, orderly, and in a safe condition at all times. On a daily basis and at the end of the contract, Contractor shall ensure all trash and debris has been removed and all carpets have been thoroughly vacuumed.

7.0 Delivery

Products must be delivered to the site in manufacturer’s original packaging listing manufacturer’s name, product name, identification number and related information.

8.0 Warranty

Provide manufacturer’s warranty information with quote and in post-award submittal.

9.0 Safety

A. Contractor is responsible for ensuring safety of the public and their employees at all times during this contract in accordance with all applicable regulations.

B. Should any unforeseen hazards become evident during the performance of work, the contractor shall bring such hazard to the attention of the COR for resolution as soon as possible. In the interim, take necessary action to re-establish and maintain safe working conditions in order to safeguard on-site personnel, visitors, the public, and the environment.

C. Work performed under this contract shall comply with applicable federal, state, and local safety and occupational health laws and regulations. This includes, but is not limited to, Occupational Safety and Health Administration (OSHA) standards, 29 CFR.

10.0 Submittals

A. Allow 5 business days for NPS review and approval.

B. All submittals shall be transmitted by email to COR using the NPS submittal form “DSC-

1(CS)” that will be provided after award as one of the pre-construction meeting hand-outs. No action will be taken on a submittal item unless accompanied by the transmittal form.

C. The following submittals will require government approval prior to contractor purchasing the products or performing the work:

1) Technical data such as product cut sheets that describe the physical characteristics, performance, available colors and product warranties.
