Solicitation (Request for Quote) no. 140P8322Q0055 – Attachment 1, READ ME FIRST
Paint Interior of Two Office Suites, OLYM
1. This document reiterates and emphasizes information in the Request for Quotes (RFQ) package and is provided solely for the convenience of prospective offerors. Refer to the complete solicitation package for detailed requirements, which consists of the following documents:
• This document “READ ME FIRST” as Attachment 1
• Terms/Provisions/Clauses (Sections B – M) including provisions and clauses, as Attachment 2
• Forms to Return With Quote (fill in all sections and return with quote) as Attachment 3
• Department of Labor (DOL) Davis-Bacon (DB) Wage Rates as Attachment 4
• Statement of Work as Attachment 5
2. Who can participate in this procurement?
This project is being solicited and will be awarded as a 100% Small Business Set-Aside in accordance with
Federal Acquisition Regulation (FAR) Subpart 19.502-2. The NAICS code is 238320, “Painting and Wall
Covering Contractors” with an associated small business size standard of $16.5 million average annual gross receipts for the past three years.
3. What is the estimated value?
In accordance with Federal Acquisition Regulation (FAR) Subpart 36.204, the estimated magnitude of this construction project is less than $25,000.
4. What type of contract will be issued?
All work will be performed under a single firm-fixed-price construction contract subject to the Construction
Wage Rate Requirements in FAR Part 22.4.
5. Will there be a pre-proposal site visit?
An organized pre-quote site is scheduled for all interested parties on Thursday, August 4, 2022 at 1:00 pm
(PDT). Interested parties shall RSVP by email to quinn_rankin@nps.gov and cc: phaedra_fuller@nps.gov.
When you RSVP, please include your company name and provide a point of contact name with mobile phone number. Please RSVP by August 3, 2022.
• Attendees shall meet at the Olympic National Park Headquarters Administration Building at 600 East
Park Avenue, Port Angeles, WA 98362. Park in front of the building in the U-shaped parking lot. Meet at entrance steps to the building. The site visit will require walking a short distance to the buildings that need interior painting within the headquarters campus.
• Point of contact should you need to call someone the day-of, is Phaedra Fuller at mobile number (360)
461-1827.
• Driving directions can be obtained from any map app on smart phones or you’ll find a map of Fort
Vancouver National Park at this website: https://www.nps.gov/olym/planyourvisit/maps.htm.
• Quinn and Phaedra will be leading the site visit, noting, and answering any questions. However, if answers cannot be provided during the site visit, then they will be noted, and answered in the site visit notes that will be posted as a separate attachment to the solicitation, as an amendment to the solicitation within a few days of the site visit.
• If questions arise immediately after the site visit, please send them in writing by email to quinn_rankin@nps.gov and cc: phaedra_fuller@nps.gov.
• It is strongly encouraged that anyone interested in potentially submitting a quote for this project, attend the site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
• Face masks may be required for attending the site visit so please be prepared.

6. Project Period of Performance.
Painting is anticipated to occur late August or early September 2022 (if starting in September start date will be after the Labor Day holiday), as coordinated/scheduled with NPS. The two office suites (Cultural Resources and
Animal House) will also be receiving new flooring under a separate solicitation/contract, and the work sequence will be painting first, then flooring. Coordination between the Contractor and NPS will be critical to time when
NPS will remove all freestanding furniture from the offices prior to painting, and to minimize disruption of the employee work environment during painting and leaving the office ready for receiving flooring after painting.
The pre-construction meeting will be scheduled within a few weeks from award. Onsite work can begin once the pre-construction meeting has occurred, all submittals have been approved and products ordered and delivered, Contractor’s liability insurance certificate is received, and the Contracting Officer has issued the
Notice to Proceed letter. The Notice to Proceed letter will state the actual agreed upon period of performance start and end dates which will be a 30-day period.
7. What types of bonds and insurance will be required?
• NOT REQUIRED - Bid bond (FAR clause 52.228-1): 20% of offered price
• NOT REQUIRED - Performance bond (FAR clause 52.228-15)
• NOT REQUIRED - Payment bond (FAR clause 52.228-15) NOTE: If award price exceeds $35,000 then a Payment Bond will be required.
• REQUIRED - Certificate of Liability Insurance (FAR clause 52.228-5)
8. System for Award Management (SAM) Registration Requirements
The System for Award Management (SAM) is an official U.S. Government database of entities wishing to do business with the federal government. There is NO fee to register at this site. Prior to the solicitation closing date, all quoters must establish and/or maintain an active registration and complete the online representations and certifications at https://SAM.gov. Quoter shall have a SAM.gov registration status of “active” upon submission of quote in order to be considered eligible for award. Small business may obtain assistance with SAM by contacting the Washington Procurement Technical Assistance Center (PTAC) at https://washingtonptac.org.
9. Where and how do I submit my quote?
Quotes shall be submitted by email to phaedra_fuller@nps.gov. QUOTES SHALL BE EMAILED to be considered. It is the Quoter’s responsibility to ensure quote submitted is fully received.
10. When is my quote due?
Unless changed by amendment, your quote is due by the date and time specified in Item 13 of the Standard
Form 1442, Solicitation, Offer, and Award. Refer to FAR clause 52.215-1. If the quote due date is extended, the new due date and time will be stated in the associated amendment.
11. How will I know if the solicitation has changed?
Prospective Quoters will be required to visit the SAM.gov website periodically to check for amendments and other changes to the solicitation documents; no other notifications will be sent. No hard copies of the solicitation will be mailed or issued. It is the responsibility of the quoters to monitor the SAM website to download all amendments and attachments which may also be issued against the solicitation prior to the solicitation’s closing date. 12. How can I get more information?
• Read the full Request for Quotes package first. If you have questions, send an e-mail message to the
Contracting Officer at phaedra_fuller@nps.gov.
• To ensure Quoters' questions are adequately addressed and appropriate action taken prior to submission of quote, questions must be received no later than 2:00 pm (PDT) on , August 9, 2022.
Questions and/or comments received after this time may or may not be addressed prior to the solicitation closing date. Amendment(s) to the solicitation answering any questions relative to these documents will be timely posted in SAM.gov (https://sam.gov/content/opportunities).
