About this file

This is a Statement of Work (SOW) for removal of legacy plaster ceilings, structural anchorage upgrades, and reinstallation of drop ceilings at the U.S. Embassy Madrid's 1950s Chancery building. The project encompasses complete demolition and replacement of deteriorated ceiling systems across three clinics spanning multiple levels and areas totaling approximately 900 square meters, including basement facilities, ground floor spaces, first and second floors, and a telecom server room.

The contractor must execute four primary phases: (1) Demolition Phase—removing existing AC units, ceiling grids, lights, tiles, ~11 cm plaster ceilings with bamboo reinforcement, and original timber formwork while implementing dust control and temporary structural support; (2) Structural and Support Work—verifying concrete slab integrity, installing anchoring hardware using Fischer EA M8 N impact anchors, M8 threaded rods, and Fischer FUS 21/2.0 rails, and re-anchoring all mechanical, electrical, plumbing, and IT systems directly to the concrete slab; (3) Reinstallation Phase—restoring drop ceiling systems to original height and alignment with Armstrong Sahara or similar tiles, installing access panels, and restoring AC units; and (4) Installation/Finishing Phase (if required)—supplying 60x60 cm false ceiling tiles, LED screens, partition formation, electrical lighting adaptation, baseboard removal, wall smoothing, and application of two coats of washable plastic paint in embassy-specified RAL colors. All work must comply with IBC, NFPA 70/101, Eurocodes, OSHA, and Spanish building codes with emphasis on fire safety, dust control, and noise mitigation in an occupied facility. The project shall commence within fifteen calendar days of Notice-to-Proceed and be completed within 173 calendar days, with work limited to Monday–Friday, 8:30 AM–5:30 PM. Contractor deliverables include site survey confirmation, product data sheets, detailed work plan with Critical Path Method schedule, demolition and anchoring layout drawings, MEP/IT coordination drawings, Activity Hazard Analysis, as-built drawings, and testing/commissioning reports prior to completion.

STATEMENT OF WORK (SOW)

Removal of Legacy Plaster Ceilings, Structural Anchorage Upgrades, and Reinstallation of Drop Ceilings

U.S. Embassy Madrid – 1950s Chancery Building

1. PROJECT BACKGROUND

The U.S. Embassy Madrid requires the complete demolition and replacement of deteriorated legacy ceiling systems throughout designated portions of the 1950s-era Chancery building. The structure consists of cast-in-place concrete floor slabs originally poured with timber formwork left in place, and a suspended plaster ceiling reinforced with bamboo strips (~11 cm thick). The existing plaster ceiling no longer meets fire/life safety requirements and presents significant structural, operational, and maintenance hazards.

Under this SOW, the contractor shall remove the plaster ceiling and wooden formwork, inspect and prepare the structural concrete slab, re-anchor all mechanical, electrical, plumbing, and communication & TSS systems to the slab using approved anchoring systems (Fischer EA M8 N, M8 threaded rods, FUS 21/2.0 rails), or approved equal and reinstall the existing drop ceiling system.
