About this file

This is a Quality Assurance Surveillance Plan (QASP) for planting inspection services associated with Phase 3 Planting efforts at North Breton Island under the AL Deep Horizon NRDA & Restoration program administered by the Department of the Interior Fish and Wildlife Service. The QASP outlines inspection and quality assurance requirements that the contractor must fulfill in coordination with the Phase 3 Planting effort, with oversight conducted by designated inspectors Kara Barcomb and Sophie Williams.

The QASP establishes five primary inspection and oversight functions referenced in Part 5 of the Performance Work Statement: pre-installation plant material inspection to verify compliance with specifications; random seedling counts on packaged seedlings to ensure adequate quantities per species; post-installation plant inspections within specified timeframes using defined methodology; coordination with the Phase 3 Planting Contractor team and Government to ensure all requirements are met; and ongoing oversight and quality assurance with documented advice to the Government on work accuracy and quality. For each function, the plan specifies the desired outcome, performance standard, acceptable quality level, and monitoring method, with all monitoring conducted through inspector observation and written documentation. The contractor is responsible for ensuring all activities comply with Section 1.6 and Part 5 of the Phase 3 Planting and Sand Fence Installation Performance Work Statement referenced as Appendix A.
