About this file

This is a Questions and Answers document for the North Breton Island Plant Inspection contract opportunity (Solicitation 140FNR26Q0008) issued by the Department of the Interior Fish and Wildlife Service. The document clarifies key contractual terms and requirements for offerors responding to this inspection services solicitation.

The period of performance is October 1, 2026 through February 29, 2028, with potential modification over a two-year period to align with planting timelines. On-site inspections at an average rate of one per week are required only during active Phase III planting and sand fence installation activities, not continuously throughout the contract period. Offerors must provide their own marine transportation to and from North Breton Island for all inspection activities. The Planting Contractor's approved Work Plan and schedule will be provided 30 days after the Planting Contract award and before field activities commence. Pre-installation inspections will include a minimum of two visits—one during nursery grow-out and one at the staging site—with the nursery location to be determined by the Phase III Planting Contractor. Post-installation requirements include two inspections: initial acceptance and final acceptance following a minimum 30-day establishment period. Pricing should be submitted on the Price Schedule as line items 00010 through 00040, with quantities dependent on the Planting Contractor's Work Plan. The document confirms this is a repeat of previous project award number 140FNR23P0012, and any additional inspection services required due to Phase III schedule modifications will be addressed through contract modifications negotiated between the offeror and the Government Contracting Officer.

North Breton Island Plant Inspection Questions and Answers

Can you confirm the applicable period of performance? The SF1449 identifies October 15, 2026 through June 1, 2028, while Section 1.4 of the Planting Inspection Services PWS identifies October 1, 2026 through February 29, 2028.

Answer: The period of performance is October 1, 2026 – February 29, 2028. The end of the period of performance may be modified as needed over a two year period to match the planting timeline.

Do “once per week” inspections apply during the nesting season shutdown? I see that the inspections can still happen during this period, but would we be expected to inspect the planting areas throughout the nesting season, while the planting contractors are not actively planting?

No, once per week inspections only apply when planting is being actively carried out on the island. During plant grow-out at the nursery, periodic inspections may be carried out at that site.

The inspection PWS says inspections average once per week throughout the planting/sand-fence contract. Is the Government able to provide the anticipated number of on site inspection visits expected during the contract period of performance?

Weekly on-site inspections will only be required when planting is actively occurring during the permitted window. The anticipated number of on-site inspection visits depends on the Phase II Planting Contractor’s future Work Plan, but should take a couple months.

Are the line items 00010 through 00040 on the SF1449 expected to be one lump sum price for the entire period of performance, or are you expecting a unit price per individual inspection, coordination, or oversight event and estimated quantities?

Answer: No, you should complete the Price Schedule.

Can you clarify when the Planting Inspection Contractor will be provided the approved Planting/Sand Fencing Contractor Work Plan? I'm specifically looking for how we would receive any possible schedule updates and anticipated mobilization dates from the Planting Contractor.

The planting Work Plan will be provided to the Government and the Planting Inspection Contractor 30 days after Planting Contract kick-off.

In regards to the Relevant Experience Questionnaire section of the 140FNR26Q0008 Plant Inspection Opportunity, I wanted to verify - is the GSA contract referenced meant to be the GSA Master Award Schedule (aka MAS or Schedule), or any GSA contract?

Answer: Any GSA schedule

Would an offeror still be eligible to compete for the inspection contract if the offeror, or a related company, may also supply plant material to the Phase 3 planting contractor? If so, would the Government require any additional disclosure as part of the quote?

Answer: No

Anticipated Inspection Schedule: The PWS requires on-site inspections averaging one per week. For pricing purposes, can the Government provide the anticipated duration of active Phase III planting and sand fence installation activities and/or the anticipated number of on-site inspection visits?

The full duration of the Phase III Planting Contract is estimated to be two calendar years. Weekly on-site inspections will only be required when planting is actively occurring during the permitted window. The anticipated number of on-site inspection visits depends on the Phase II Planting Contractor’s future Work Plan, but should take a couple months.

Weekly Inspection Requirement: Please confirm whether the requirement for an average of one on-site inspection per week applies during periods of active Phase III planting and sand fence installation, rather than continuously throughout the full inspection contract period of performance.

Yes, the weekly on-site inspections will only be required when planting is being actively carried out, not throughout the whole period of performance.

Phase III Contractor Schedule: Has an anticipated duration or schedule been established for the Phase III planting and sand fence installation contract? If not, will the successful inspection contractor be provided the planting contractor's approved Work Plan and schedule prior to commencement of field activities?

No, the Planting Contractor will develop a Work Plan and schedule 30 days after the Planting Contract award is issued. The Plan will be provided to the Planting Inspection Contractor at this time, before field activities begin.

Pre-Installation/Nursery Inspections: The PWS indicates that pre-installation inspections may occur at the nursery/nurseries, off-site storage location, or dock. Has the nursery or anticipated geographic location of the nursery been identified? For pricing purposes, can the Government provide the anticipated number of pre-installation inspection visits?

The specific nursery location cannot be specified at this time as it will be chosen by the Phase III Planting Contractor. A minimum of two pre-installation inspection visits will be required, one at the nursery during grow-out, and another at the staging site.

Post-Installation Inspections: Can the Government clarify the anticipated number of separate post-installation/acceptance inspection events under CLIN 00020, including initial acceptance, final acceptance following the minimum 30-day establishment period, and any anticipated reinspection of deficient areas?

As described in the Planting Contract PWS, there will be two inspections required post-installation – the initial and final inspections.

Marine Transportation: Please confirm that Offerors should develop pricing assuming all required marine transportation to and from North Breton Island will be contractor-furnished and that Government transportation referenced in the PWS should not be relied upon for pricing purposes.

Correct. Offerors should develop a price estimate assuming that they will need to provide all their own transportation.

Changes to Phase III Schedule: If the Phase III planting contractor's schedule is extended or modified after award such that the required level or duration of inspection services materially exceeds the anticipated level used to establish the inspection contractor's firm-fixed price, please clarify how additional inspection services would be addressed.

Any additional inspection services that may be required after an initial award will be added through a contract modification, negotiated between the offeror, Government Contracting Officer, and the Government Contracting Officer’s Representative.

Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Yes, this is a repeat of a previous project, award number 140FNR23P0012.
