About this file
This document is an Additional Instructions to Offerors attachment for a federal solicitation (Solicitation Number FA8601-26-R-0001) issued by the Air Force on 9 Dec 2025 for a custodial services contract at NMUSAF (National Museum of the United States Air Force). The solicitation requires offerors to submit two volumes: a 50-page Technical Capability Proposal and a 75-page Price & Offer Documentation Volume, both to be submitted electronically as PDF documents. Key submission requirements include providing detailed technical capabilities demonstrating understanding of the Performance Work Statement, a comprehensive price proposal with financial documentation, and compliance with specific formatting guidelines such as 8.5 x 11 inch pages, Times New Roman 10-point font, and 1-inch margins.
The document mandates extensive financial documentation for potential contractors, including three years of financial statements, current sales backlog, monthly sales forecasts, cash flow schedules, bank statements, accounts payable/receivable reports, and information on lines of credit. Offerors must explicitly detail their technical approach, avoiding generic statements about understanding requirements. The offer must be valid for 90 days, and pricing information must be contained solely in Volume II. Notably, funds are not currently available for this effort, and the government reserves the right to cancel the solicitation at any time without reimbursing offeror costs. The Point of Contact is SrA Ladaia Lumpkin, and the Contracting Officer is Alyssa Williams, both affiliated with the Air Force.

Performance Work Statement (PWS) and elsewhere in the solicitation to be eligible for award.
The offeror should provide documentation which supports all the technical capabilities. The information provided should be adequate and sufficient to allow the Government to evaluate an offeror’s technical capability.
ii. As the technical approach will primarily describe and demonstrate the capability of the offeror to fulfill all requirements stated in the PWS, the technical capability proposal should be specific and complete in every detail. The proposal shall not merely offer to meet the requirements of the PWS, it shall outline the actual method proposed as specifically as possible.
iii. It is the offeror’s responsibility to ensure the completeness of the technical capability proposal; therefore, the technical evaluation panel for the Government has been instructed to evaluate on the basis of the information provided. The Government shall not assume an offeror possesses any capability unless specified in its proposal. Understanding of the requirements of the PWS must be demonstrated by more than a reiteration of the PWS.
Repeating the PWS without sufficient elaboration will not be acceptable. Statements such as “the offeror understands,” “can or will comply with all the requirements of the PWS,” “standard procedures will be employed,” etc., are insufficient.
b. PART II – PRICE PROPOSAL: In the Price and Offer Documentation Volume, the offeror shall:

NOTE: It is the offeror’s responsibility to submit with its offer all required representations, certifications, acknowledgements, and statements required by the solicitation even if they are not reiterated in this paragraph. The Government’s preference is that representations and certifications, required by the solicitation, are completed online on SAM.gov. If representations and certification are completed online only, please state so in Volume II.
iv. Submit any issues the offeror may have with the terms and conditions of the solicitation or exceptions thereto not previously brought to the attention of the CO per paragraph 2.b. of these instructions. Offers must conform to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements.
Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. Provide rationale in support of the exception and fully explain its impact, if any, on the performance, schedule, price, and specific requirements of the solicitation.
