The Price factor will be evaluated based on total price and reasonableness, with reasonableness determined according to FAR 15.404-1 standards. The Government will conduct Performance Confidence Assessments for both Past Performance and Response Time factors to establish Confidence Assessment Ratings for each offeror.

Evaluation Criteria

There are three evaluation factors:

a. Past Performance

b. Response time for Emergency Repairs

c. Price

The relative order of importance of these three factors is as follows: Past Performance is more important than Response time for Emergency Repairs. Response time for Emergency Repairs is more important than price. The non-price factors, when combined, are more important than the Price Factor.

Factor 1: Past Performance

The Government will conduct a Performance Confidence Assessment to establish a Confidence Assessment Rating for each offeror. The Confidence Assessment Rating assigned will be based on the offeror’s Recent and Relevant performance record and the expectation that the offeror will successfully perform the requirements of the contract SOW.

Instructions - The Offeror shall submit at least 3 and no more than 5 past performance questionnaires which demonstrate recent and relevant past performance.

Relevant contracts are those that demonstrate experience in purchasing and installing fall protections systems on multiple buildings.

Recent contracts are those performed within 5 years of the date of issuance of the RFP.

Factor 2: Response time for Emergency Repairs

The contractor must submit a plan outlining their ability to comply with the response times outlined in section 3.0 of the SOW. The Government will conduct a Confidence Assessment to establish a Confidence Assessment Rating for each offeror. The Confidence Assessment Rating assigned will be based on the offeror’s submitted plan the expectation that the offeror will successfully perform the requirements of the contract SOW.

Factor 3: Price

The Price Factor evaluation will result in a determination of the Total Evaluated Price to the Government. The Government will also evaluate the offeror’s price proposal for price reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The Government may make a determination of reasonableness by any means allowable under FAR 15.404-1.
