About this file
This is a detailed specifications document for the Chilao Campground Complex Water System Rehabilitation project on the Angeles National Forest, issued by the U.S. Forest Service Pacific Southwest Region in February 2025.
The specifications establish comprehensive technical requirements for water system rehabilitation work including excavation and backfill for utilities, water distribution system installation, tank cleaning, disinfection, and ancillary construction activities. Key deliverables include installation of High Density Polyethylene (HDPE) pipe (PE-3408, SDR11, 160 psig minimum rating), galvanized steel pipe, ductile-iron pipe, and PVC pipe in various configurations; installation of valves, meters, backflow preventers, fire hydrants, and appurtenances; excavation and trenching with specified bedding and compaction requirements (minimum 90-95 percent density per AASHTO T180); pressure testing at 125 psig minimum with no discernible leakage; and disinfection using chlorination methods per AWWA C-601 standards. The project requires compliance with California Building Standards Code, California Plumbing Code, AWWA standards, ASTM specifications, NSF 61 certification for potable water components, and local County Environmental Health Services requirements. Contractor responsibilities include submitting shop drawings (three copies, reviewed within 15 calendar days), samples, catalog data, mix designs, and as-built drawings in ACAD format; developing a quality control plan with specified testing frequencies for compaction, materials, and system performance; implementing a waste management program with minimum 75 percent diversion from landfill; and providing manufacturer's warranties assigned to the Facilities Manager at Angeles National Forest. Environmental mitigation requirements mandate mandatory awareness training, prohibition of work after sunset or before sunrise, daily worksite cleanup, and equipment cleaning before entering the National Forest. Payment is structured by contract line items using various measurement methods (Contract Quantities, Staked Quantities, Actual Quantities, or Lump Sum), with mobilization paid in phases as other pay items progress.
