The following questions and answers are being provided for informational or clarification purposes only.
1. On Sheet D-01 / Pipe Detail, the trench bedding detail appears to be missing some dimensional information. Please provide the complete trench detail dimensions, including trench width, bedding depth, pipe cover, warning tape/tracer wire location, and backfill requirements.
Page D-01 has been updated to better show the dimensions. The layer text was set on the wrong plot style.
Tracer wire shall be 6” minimum from the surface and 12” minimum from the top of the pipe. The bedding shall be a minimum of 4” with 1/6 the pipe diameter set in the bedding. Please see attached drawing.

2. Please confirm whether construction staking/layout is to be performed by the Contractor or provided by the Government.
Staking and Layout is the responsibility of the contractor, the waterline shall follow the existing path, the drawings of the assumed existing path are provided. The government will not be responsible for contraction staking and layout, this is incidental to the items that it may be needed for. Please refer to FP-24 and the references to Section 152 Construction Survey and Staking
3. Please provide the depth of the existing pipeline and the required depth/minimum cover for the proposed pipeline at the different project areas, including road sections, creek crossing approaches, tank areas, and well/valve box locations.
The existing pipeline depth varies. The pipeline depth detail is provided above in RFI#1, the depth for the new pipeline shall be consistent throughout the project. Page D-02 shows the depth requirements for the creek crossing. The pipe shall be enclosed in the well/valve box locations, and not exposed outside of the valve box.
4. For the ALPS well rehabilitation, please clarify the major work required at each well location. Is the work limited to redoing above-ground piping and appurtenances, or does it also include below-ground piping, excavation, replacement of buried connections, or other subsurface work?
Please see Sheet D-05, the updated drawings indicate the current valve configuration and piping. The proposed ALPS Well schematic is included. The wells will need to be piped through a gate valve, with a sample tap, check valve and flow meter. This configuration is needed for ALPS Wells #1,2,4,5. The combined ALPS Well box is for reference only, no work is required in this valve box. Please see sheet C-06 Notes to see additional work needed as it relates to the Well boxes (lids, top reattached, etc…)
5. Please clarify whether the existing pipeline is to be removed, abandoned in place, capped, grouted, or otherwise treated after installation of the new pipeline.
The existing pipeline is to be abandoned in place.
6. For the PRV location, please clarify whether the scope includes replacement of only the valve box, or whether the PRV, internal piping, valves, fittings, gauges, strainer, and related appurtenances are also to be replaced.
Line Item 0002AD requires the contractor to replace the internal valves, piping, fittings and all other associated items located within the Valve Box.
7. Please provide the dimensions/capacities of the Station Tank and Manzanita Tanks. Also, for tank rehabilitation, please clarify whether the work includes only coating/crack repair, float valves, ladders, level indicators, or also replacement/rehabilitation of exterior piping, interior piping, and other tank appurtenances.
The Chilao station tank is a 10,000 gal circular tank, the Manzanita Tanks are 25,000 gal (each) rectangular tanks, 50,000 gal capacity combined, contractors should proceed with collecting any other relevant information that they need to prepare the bid for the tank size.

8. Valve details are not fully specified in the plans. Please provide a valve schedule or additional details identifying valve sizes, types, locations, box sizes, lid requirements, and whether existing valves are to remain, be replaced, or be reconfigured.
Valves are to be replaced as noted above in previous RFI answers. Drawings have been updated to indicate the valve types that are needed. Please refer to Attachment 5 CSI Specifications for relevant valve type specifications. Specifications include requirements for different size valves as needed and the relevant standards the materials must comply with. For example page 52 of attachment 5 has the requirements for the pressure reducing valve K and L for sizes under 2” or over 2”.
9. On Sheet C-02 / Station Connection, Item No. 016 appears to be for standpipe rehabilitation. Please clarify the complete scope of this item, including whether it includes only standpipe box rehabilitation or also replacement/rehabilitation of the standpipe, valve, internal piping, fittings, hose connection, cover/lid, concrete/block structure, signage, painting, and any associated firebox components.
For Line Item 002AF the contractor will replace the pipe, valves, fittings and all apparatuses within the fire boxes.
The contractor will need to determine if the removal of the wood structure, cinder block structure is required for the work to be completed. The contractors may reuse the box materials if the removal is need to accommodate the work called out. Contractor should ensure that the boxes are resealed/enclosed when the required work is completed. For the new standpipe installation, the contractor shall provide and install a minimum 2” Freezeless Yard Hydrant or other Free-Standing Hydrant as called out in the specifications. Installation of new standpipe must be based on the manufacturer’s recommendations.
10. Please confirm whether an existing grading plan or existing topographic/site grading information is available for the project areas, including the tank sites, valve box locations, firebox/standpipe areas, road crossings, and pipeline alignments. If available, please provide the existing grading plan or survey information.
Upon award the contractor will be given the Civil 3D/Autocad file with the contract drawing files. This file does not contain topo but does include the assumed road and waterline alignment. The current waterline alignment is assumed as the original waterline install dates back to the 1940’s/1950’s. The government has overlaid the waterline into Civil 3D utilizing known feature locations. Road grading is included in the drawings on page D-03 and D-04.
11. Please confirm whether potholing is required to be performed by the Contractor prior to excavation/trenching.
The contractor shall comply with all applicable laws and regulations, utility mark out is required in the state of California and per FAR 52.236-7 the contractor is responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The existing waterline is to be abandoned in place.
12. Section 02800 – Tank Cleaning describes cleaning potable water tanks while in service, including diver cleaning requirements. However, the plans appear to indicate that the Contractor will drain the Station Tank and Manzanita Tanks and apply coating/rehabilitation work. Please confirm whether Section 02800 applies to the Station Tank and Manzanita Tanks, or whether tank work is limited to draining, rehabilitation, coating, disinfection, testing, and related work under Sections 03400, 09960, and 15010.
Contractor is not required to clean the tanks while they are full and in service, tanks may be drained.

13. Please confirm the full scope of Item 0001AI – Repaint Existing Pavement Striping and Directional Arrows.
Does this item include only the two 18-inch stop bars with 72-inch STOP text, directional arrows, and HELISPOT text shown in the plans, or does it also include any centerline, edge line, parking, lane, or other roadway striping?
The contractor is responsible for repainting the identified stop bars on Sheet C-01. Additionally, the Helispot shall be marked as “CHILAO ELEV.5384’” as well as the helipads numbered 1 and 2. Additionally the contractor will repaint the H symbols. No centerline, edge, lane or roadway striping is required. Contractor shall remark the parking stalls located in and around the Fire Station and Barracks, approximately 8-10 spaces. Text at the Helispot shall be 96” FHWA/DOT Text.
14. Please provide the exact scope of work for the existing firebox rehabilitation, standpipe rehabilitation, and valve work shown in the plans. Specifically, please clarify whether each item includes replacement or rehabilitation of boxes, lids/covers, valves, internal piping, fittings, hose connections, risers/standpipes, concrete/block structures, signage, painting, and related appurtenances.
Please refer to answers above in RFI Question #9.
15. Please provide a valve schedule or additional valve details identifying valve types, sizes, locations, box sizes, and whether each valve exists to remain, existing to be replaced, or new. The plans appear to show several valve locations, but the specific valve replacement/reconfiguration scope is not fully clear.
Please refer to answers above in RFI Question #8.
16. Will you please clarify the material of the current lining of the tanks? Do you have product information and/or specifications?
The tanks are currently not lined. The tanks are constructed with concrete.
17. How are schedule delays to be priced for delays due to El Nino? Given the short temperature window, would extensions and remobilization in the following late spring/summer allow for change and additional mobilization compensation if caused by rain delay? How many rain days should we add into our schedule this fall?
It is the Contractor’s responsibility to determine the number of days that rain may delay operations and/or to account for additional mobilization. Contractors may use historical weather information and/or forecasts for the project area for the time-of-year work is to be performed in order to make that determination.
18. For nesting season, what accommodations are required if a nest is found?
A buffer will be placed on the tree if it is inhabited. Work will be accommodated to continue under supervision by
USFS personnel.
19. What are the restrictions for the non-availability of one or more water tanks during repair? Can the Manzanita tanks be repaired and therefore unavailable simultaneously?
Contractor is available to have all tanks out of service during this project. The USFS plans to close the Chilao Complex entirely. There may be a limited fire station presence at times or when their presence does not impact the project schedule and timing of the project.
