MEMORANDUM FOR ALL VISITORS, CONTRACTORS AND PUBLIC UTILITIES
PERSONNEL
FROM: 911 SFS/Police Services
SUBJECT: Access and Conduct While on Pittsburgh Air Reserve Station (ARS)
1. General. All contractors, subcontractors and their employees are responsible for complying with the following instructions.
2. Visitor access to Pittsburgh ARS. This applies to all personnel including construction contractors, delivery drivers, utility maintenance personnel, state and local government employees, who do not have a valid DoD-component issued Common Access Card (CAC).
a. All personnel without a DoD-component issued Common Access Card (CAC) must first report to the Visitor Center (or main gate after duty hours) where the individual must be identity-proofed and receive a favorable criminal background check. The individual will then be issued a visitor’s pass or DBIDS (Defense Biometric Identification System) card and be permitted entry. Those individuals that require access for more than 60 consecutive days will receive a DBIDS card from the Visitor Center.
(1) Entry will be limited only to non-restricted areas at Pittsburgh ARS. There are restricted areas where you must be escorted by personnel with a DoD-component issued Common Access Card (CAC) and a Restricted Area Badge. (e.g. the flightline).
(2) Note that visitor screening will take additional time, so plan accordingly. We require that the individual have a sponsor with a valid DoD-component issued Common Access Card (CAC) to assist with proper notifications of Security personnel prior to the visit.
(3) Hours of operation of the Visitor Center, Bldg 107 are between 6:30 AM and
3:00 PM, Monday - Friday.
b. In order to be in compliance with many levels of regulations for installation access requirements - - contractors/workers whose driver’s licenses contain the phrase “Not for REAL ID purposes,” “Not for Federal Facilities,” “Federal Limits Apply” (or similar language) will need to provide a valid US Passport, Passport card, a valid TWIC (Transportation Workers Identification Card), Veterans Identification card, Veterans Health Identification card or a Social Security card and a birth certificate with a raised seal as a secondary form of identification. (Note: Of the latter two documents, plus the drivers license, all three documents must bear the same name or a former name as documented on acceptable name change documentation such as a court order, marriage certificate or divorce decree.) In the absence of that additional documentation, that person will be denied access. Unmarked “legacy” ID cards (i.e., older driver’s licenses that do not have the gold star, but do not contain the previously mentioned adverse language) will still be acceptable forms of ID until October 1, 2021. Beyond this date, all contractors’ drivers licenses must be “REAL ID” compliant or else he/she must be in possession of additional identification as described above.
c. All commercial and/or contractor-owned vehicles transporting construction equipment or are equipped with bulk tool storage containers, auxiliary fuel tanks, compressors, welding machines and/or vehicles used for bulk material transport (such as dump trucks), to include supervisory personnel that have the company name or logo on the door of the vehicle (magnetic signs are inclusive) must be searched at the Commercial Vehicle Inspection (CVI) area each time they enter the installation. CVI hours are between 6:00 AM and 4:00 PM Monday- Friday. Extended hours are available at the CVI, but the individual must work through their Pittsburgh ARS (COR/CS) sponsor to request extended hours.
3. All personnel who are issued a visitor’s pass or DBIDS card must heed to the following paragraphs for conduct and rules while on Pittsburgh ARS.
4. Searches.
a. All military/civilian personnel and contractors are subject to "on-the-spot" search by the 911th Security Forces Squadron (SFS) while on the installation. The searching of vehicles or persons should not be considered as a personal affront or indication of suspicion.
b. No government property will be removed from the installation without specific authorization. The COR/CS has the necessary forms for any property to be removed from the base.
c. Only those tools and equipment normally furnished with a vehicle at the time of purchase will be kept in a privately owned vehicle (POV). POVs may contain a spare tire, vehicle jack, lug wrench, screwdriver, pliers, tow cable, jumper cables, tire pump, adjustable wrench, emergency roadside warning kit (no flame-producing flares), and a fire extinguisher.
d. Sporting equipment (e.g., golf clubs, bowling balls, baseball gear, fishing rod, etc., with necessary bags) is also permitted.
e. Contraband. Prohibited property is subject to confiscation and/or administrative action. Items forbidden on the installation include "strike anywhere" matches, alcoholic beverages, narcotics, photographic equipment unless previously approved by the 911th Public Affairs, unauthorized tools, firearms, explosives, and illegal knives (i.e., stiletto, switchblades, hook blades, and blades over three and one-half inches in length).
5. Privately Owned Vehicle (POV) Operation. Operation of all motor vehicles within the confines of the installation is a privilege extended to each individual operator by the Installation Commander.
a. POV owners must have on their person and/or vehicle the following items:
i. A valid state license plate.
ii. A valid driver's license.
iii. A valid safety inspection sticker affixed as required by that state's law.
iv. Current registration receipt or other proof of ownership.
v. A certification of liability insurance.
b. Pennsylvania State motor vehicle laws apply on base unless otherwise noted.
c. Operators of private vehicles will use the most direct route in going to, or from their place of work.
d. Contractor personnel will not be allowed to drive POVs into a restricted area or restricted flightline area. Contractors will provide company owned vehicles for transportation of employees in and out of the restricted area.
e. Speed limit on base is 25 MPH unless otherwise posted. Notwithstanding the posted speed limits, the driver of a vehicle is required to slow down to a safe speed when a hazard (i.e., pedestrians, traffic, weather or road conditions) exists.
f. When warned by siren, whistle, bell, or red/blue lights of the approach of an emergency vehicle, the driver of any other vehicle will yield the right-of-way.
g. "U" Turns are not permitted at intersections.
h. All operators of motor vehicles will comply with officially placed traffic control devices and/or authorized traffic control personnel.
i. All personnel riding in vehicles will have his/her seat belt fastened while on the installation.
j. Cell phone use (e.g., talking, texting, or "web-surfing") is prohibited while operating a motor vehicle on the installation.
6. General Parking Rules. Parking is defined as the stopping of a vehicle, whether occupied or not, except in compliance with a traffic order, or signal device.
a. Vehicles may park at curbs when the vehicle is parallel to the curb or shoulder, headed in the direction of traffic, with curbside wheels within 18 inches of the curb or shoulder except when angle parking is authorized by posted signs or markings.
b. The parking of a vehicle on the right shoulder of a roadway without curbs is prohibited except for emergency and/or mechanical failure. In the event of an emergency or mechanical failure, the vehicle will be parked in the direction of travel not less than two feet beyond the outer edge of the pavement. A vehicle parked unattended in excess of 24 hours shall constitute abandonment.
If a vehicle is stopped along the roadway, Base Defense Operations Center (BDOC/Law Enforcement Desk) should be notified at (412) 474-8250, and informed as to the cause of the stoppage and the expected time of removal.
c. Stopping or parking, except to avoid traffic congestion, or in compliance with a traffic order or device, in any of the places listed below is prohibited:
1. On a sidewalk
2. Blocking a driveway
3. Within 15 feet of a fire hydrant
4. Within a marked crosswalk
5. Within 20 feet of a driveway entrance to any emergency facility
6. Within 20 feet of an intersection
7. Alongside any vehicle (double parking) except in angle parking where permitted.
8. Where prohibited by official signs
9. On lawns or in grassy areas
10. Within 30 feet of buildings, except in officially designated parking areas
11. In service driveways
12. Within 20 feet of refuse or loading areas
13. Along curbing painted yellow
14. In designated handicapped parking areas without proper permit. If your vehicle is a designated "handicapped" vehicle, there will be NO parking at the "handicapped" sign with a designated number affixed, unless the owner/operator is assigned that specific parking slot.
15. Along curbing or within zones marked red or designated dockage points except in the performance of cargo transfer.
16. At places other than " wheel stops" inside a bona fide parking area
7. Traffic Accidents.
a. The operator or owner of a vehicle involved in an accident will stop immediately as close to the scene as possible without obstructing traffic. He/she will:
1. Render or secure first aid as is necessary.
2. Report the accident to the BDOC (412-474-8250), giving his/her name, location, company name, employer name, and badge number.
3. Remain at the scene until released by the military police.
b. Driver or owner of a vehicle involved in an accident will provide his/her name, address and vehicle license number; and exhibit his/her operator license upon request to any person injured, to any occupant in a vehicle involved in accident or to any person acting for such persons. He/she will provide reasonable assistance to any injured person.
c. The driver of a vehicle that has damaged an unattended vehicle will stop immediately and leave in a conspicuous place in or on the other vehicle a written notice containing his/her name, address, and a statement of the circumstances and report the incident to the BDOC as soon as possible by calling (412) 474-8250.
8. Pedestrians.
a. Pedestrians will obey all traffic control signals. Pedestrians have the right-of-way at all marked crosswalks. Any pedestrian attempting to cross a roadway other than at a marked crosswalk will yield the right-of-way to approaching vehicles. Pedestrians will use sidewalks when available, and when not available, will walk on the left side of the road, facing oncoming traffic. Hitchhiking on the installation is prohibited.
9. Report of Traffic Violations.
a. All personnel operating motor vehicles on the installation who violate traffic laws are subject to appropriate administrative, and/or a citation by Moon Township Police.
b. All personnel charged with moving traffic offenses or parking violations on the installation will be issued an AF Form 1408, Armed Forces Traffic Ticket. These tickets will be processed through the Installation Commander and reported to the COR/CS. Violations could result in the suspension of base driving privileges and potential termination of the contract.
10. In addition to the items in paragraphs above, individuals who will be at Pittsburgh ARS for longer than one day will need to follow the procedures listed below through paragraph 15.
These paragraphs typically apply to construction and other contractor personnel.
a. Contractor employees will be provided with a Contractor Antiterrorism Brief and acknowledge receipt of briefing, understanding of its contents and willingness to comply with antiterrorism and physical security requirements while on the installation.
b. All contractors must be properly sponsored through their Contracting Office Representative (COR) or Contractor Specialist (CS), or a representative from the Base Civil Engineering Office. Any contractor requesting access for over 60 days will be issued a Defense Biometric Identification System (DBIDS) ID card in accordance with AFMAN 31-101_vol 3. Prior to being issued a visitor pass or DBIDS credential, the names of all personnel associated with the project must be provided to the COR/CS NLT 14 days prior to the start of the contract, or as soon as practical in short-notice situations.
c. All non-US citizen contractor employees will require prior special coordination and approval. Contractors employing foreign nationals will ensure that their foreign employees provide a Department of Homeland Security (DHS) "Permanent Resident Card" or an "Employment Authorization Card" when applying for a DBIDS ID at the Visitor Center, Bldg 107, (412) 474-8567, and prior to admittance to the installation.
d. Contractor personnel will be made aware that while on the installation, Federal jurisdiction prevails. Government buildings and/or areas that are not designated work sites are off limits to contractor personnel except for Bldg 210 (Contracting Office) and Bldg 333 (Civil Engineering).
e. All deliveries and expected visitors must be coordinated through the COR/CS. The COR/CS should be notified prior to deliveries in order to prevent unnecessary delays in processing. Unannounced deliveries without proper sponsorship may be turned away if a proper sponsor cannot be confirmed. The
911th Airlift Wing will be not be responsible for construction delays caused by a failure to comply with these instructions.
11. DBIDS ID/Visitor Passes.
a. Contractor personnel will be issued identification DBIDS ID cards (DBIDS IDs or Visitor Passes) while working at this installation. DBIDS ID/Passes must be carried on your person and available upon demand at all times.
b. All holders are responsible for the proper care and maintenance of their ID. These ID cards/passes are issued for official use of the holder only. Use or possession by any person, other than to whom issued, is unlawful and is a felony violation of Title 18 USC §499 and §701. The ID is government property and shall be returned to the Visitor Center upon termination of the contract, termination of a contract employee, or upon demand for any reason such as misconduct while on the installation.
c. DBIDS ID cardholders who are charged with or convicted of a criminal offense at any time prior to the expiration of their access credential must report the matter to the Police Services manager on the next business day.
d. If DBIDS ID cards are lost, replacements will be issued by the Visitor Center.
e. DBIDS ID cards of "off-duty" employees should not be kept in vehicles.
f. It is the responsibility of the contractor to renew all expired DBIDS ID cards through their COR/CS, or Base Civil Engineering Office representative.
12. Security Issues.
a. The contractor is responsible for complying with all base security requirements. If a problem should arise concerning law enforcement or security, the 24-hour operational Base Defense Operations Center (BDOC) will be contacted at 412-474-8250.
b. If the contractor is required to work beyond normal duty hours (i.e., weekends and/or federal holidays) the COR/CS will notify the Police Services Manager no later than Wednesday by noon of the preceding weekend or holiday. Failure to do so may cause delays and/or installation entry denial.
c. As a general rule, no contractor work will be permitted on UTA (Unit Drill Assembly) weekends.
d. In the event of emergency repairs, the site foreman has the responsibility for coordinating with the COR/CS in order to obtain installation access for contract employees during non-duty hours. If the Police Services manager is unable to be contacted, the COR/CS shall notify BDOC.
e. In the event material is required to be removed from the installation, the COR/CS has the responsibility of providing the contractor with the required release documents.
13. Commercial Deliveries. All commercial deliveries will enter the installation through the CVI (Commercial Vehicle Inspection) station. Unless arrangements are made at least 24 hours in advance, no deliveries will be made prior to 6:00 AM or later than 4:00 PM Monday through Friday, excluding federal holidays. Special hours for deliveries must be coordinated in advance through the COR/CS.
14. Flightline Area work.
a. When the red alert beacon on the aerial tower attached to the NE corner of building 418 has been activated, outdoor work will cease until the beacon is deactivated. The red beacon means that there have been lightning strikes detected within five (5) nautical miles.
15. Photography anywhere on the installation is strictly prohibited without express permission from and prior coordination with the Base Public Affairs Office.
16. Call Police Services at (412) 474-7131 if you have any questions about the information pertaining to gaining entry onto Pittsburgh ARS.
