SECTION 01 32 00
CONSTRUCTION PROGRESS DOCUMENTATION
PART 1 - GENERAL
1.1 SUMMARY
A. This Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work, including the following:
1. Preliminary Construction Schedule.
2. Contractor's Construction Schedule.
3. Submittals Schedule.
4. Daily construction reports.
5. Field condition reports.
6. Special reports.
1.2 DEFINITIONS
A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources.
1. Critical activities are activities on the critical path. They must start and finish on the planned early start and finish times.
2. Predecessor Activity: An activity that precedes another activity in the network.
3. Successor Activity: An activity that follows another activity in the network.
B. Cost Loading: The allocation of the Schedule of Values for the completion of an activity as scheduled. The sum of costs for all activities must equal the total Contract Sum, unless otherwise approved by Contracting Officer.
C. CPM: Critical path method, which is a method of planning and scheduling a construction project where activities are arranged based on activity relationships.
Network calculations determine when activities can be performed and the critical path of the Project.
D. Critical Path: The longest connected chain of interdependent activities through the network schedule that establishes the minimum overall Project duration and contains no float.
E. Event: The starting or ending point of an activity.
F. Float: The measure of leeway in starting and completing an activity.
1. Float time is not for the exclusive use or benefit of either Government or Contractor, but is a jointly owned, expiring Project resource available to both parties as needed to meet schedule milestones and Contract completion date.
2. Free float is the amount of time an activity can be delayed without adversely affecting the early start of the successor activity.

3. Total float is the measure of leeway in starting or completing an activity without adversely affecting the planned Project completion date.
G. Fragnet: A partial or fragmentary network that breaks down activities into smaller activities for greater detail.
H. Major Area: A story of construction, a separate building, or a similar significant construction element.
I. Milestone: A key or critical point in time for reference or measurement.
J. Network Diagram: A graphic diagram of a network schedule, showing activities and activity relationships.
K. Resource Loading: The allocation of manpower and equipment necessary for the completion of an activity as scheduled.
1.3 SUBMITTALS
A. Submittals Schedule: Submit (4) four copies of schedule. Arrange the following information in a tabular format:
1. Scheduled date for first submittal.
2. Specification Section number and title.
3. Submittal category (action or informational).
4. Name of subcontractor.
5. Description of the Work covered.
6. Scheduled date for Contracting Officer’s final release or approval.
B. Preliminary Construction Schedule: Submit (4) four printed copies.
C. Contractor's Construction Schedule: Submit (4) four printed copies.
D. Daily Construction Reports: Submit (2) two copies at weekly intervals.
E. Field Condition Reports: Submit (2) two copies at time of discovery of differing conditions.
F. Special Reports: Submit (2) two copies at time of unusual event.
1.4 COORDINATION
A. Coordinate preparation and processing of schedules and reports with performance of construction activities and with scheduling and reporting of separate contractors.
B. Coordinate Contractor's Construction Schedule with the Schedule of Values, list of subcontracts, Submittals Schedule, progress reports, payment requests, and other required schedules and reports.
1. Secure time commitments for performing critical elements of the Work from parties involved.

2. Coordinate each construction activity in the network with other activities and schedule them in proper sequence.
PART 2 - PRODUCTS
2.1 SUBMITTALS SCHEDULE
A. Preparation: Submit a schedule of submittals, arranged in chronological order by dates required by construction schedule. Include time required for review, resubmittal, ordering, manufacturing, fabrication, and delivery when establishing dates.
1. Coordinate Submittals Schedule with list of subcontracts, the Schedule of Values, and Contractor's Construction Schedule.
2. Initial Submittal: Submit concurrently with preliminary bar-chart schedule.
Include submittals required during the first 60 days of construction. List those required to maintain orderly progress of the Work and those required early because of long lead time for manufacture or fabrication.
3. Final Submittal: Submit concurrently with the first complete submittal of Contractor's Construction Schedule.
2.2 CONTRACTOR'S CONSTRUCTION SCHEDULE, GENERAL
A. Procedures: Comply with procedures contained in The Associated General Contractor’s Construction Planning and Scheduling-1994."
B. Time Frame: Extend schedule from date established for the Notice of Award to date of Final Completion.
1. Contract completion date shall not be changed by submission of a schedule that shows an early completion date, unless specifically authorized by Change Order.
C. Activities: Treat each story or separate area as a separate numbered activity for each principal element of the Work. Comply with the following:
1. Activity Duration: Define activities so no activity is longer than (20) twenty calendar days, unless specifically allowed by Contracting Officer.
2. Procurement Activities: Include procurement process activities for long lead items and major items, requiring a cycle of more than 60 days, as separate activities in schedule. Procurement cycle activities include, but are not limited to, submittals, approvals, purchasing, fabrication, and delivery.
3. Submittal Review Time: Include review and resubmittal times indicated in Division 1 Section "Submittal Procedures" in schedule. Coordinate submittal review times in Contractor's Construction Schedule with Submittals Schedule.
4. Startup and Testing Time: Include not less than (10) ten days for startup and testing.
5. Substantial Completion: Indicate completion in advance of date established for Substantial Completion, and allow time for Contracting Officer’s administrative procedures necessary for certification of Substantial Completion.

D. Constraints: Include constraints and work restrictions indicated in the Contract Documents and as follows in schedule, and show how the sequence of the Work is affected.
1. Phasing: Arrange list of activities on schedule by phase.
2. Products Ordered in Advance: Include a separate activity for each product.
Include delivery date indicated in Division 1 Section "Summary." Delivery dates indicated stipulate the earliest possible delivery date.
3. Work Restrictions: Show the effect of the following items on the schedule:
a. Coordination with existing construction.
b. Limitations of continued occupancies.
c. Uninterruptible services.
d. Partial occupancy before Substantial Completion.
e. Use of premises restrictions.
f. Seasonal variations.
g. Environmental control.
E. Contract Modifications: For each proposed contract modification and concurrent with its submission, prepare a time-impact analysis using fragnets to demonstrate the effect of the proposed change on the overall project schedule.
2.3 PRELIMINARY CONSTRUCTION SCHEDULE
A. Bar-Chart Schedule: Submit preliminary horizontal bar-chart-type construction schedule within (7) seven calendar days of date established for the Notice to Proceed.
B. Preparation: Indicate each significant construction activity separately. Identify first workday of each week with a continuous vertical line. Outline significant construction activities for first (60) sixty calendar days of construction. Include skeleton diagram for the remainder of the Work.
2.4 CONTRACTOR'S CONSTRUCTION SCHEDULE (GANTT CHART)
A. Gantt-Chart Schedule: Submit a comprehensive, fully developed, horizontal Gantt-chart-type, Contractor's Construction Schedule within (10) ten calendar days after Contract Award. Base schedule on the Preliminary Construction Schedule and whatever updating and feedback was received since the start of Project.
B. Preparation: Indicate each significant construction activity separately. Identify first workday of each week with a continuous vertical line.
1. For construction activities that require 3 months or longer to complete, indicate an estimated completion percentage in (10) ten percent increments within time bar.
2.5 SPECIAL REPORTS
A. General: Submit special reports directly to Contracting Officer within one day of an occurrence. Distribute copies of report to parties affected by the occurrence.

B. Reporting Unusual Events: When an event of an unusual and significant nature occurs at Project site, whether or not related directly to the Work, prepare and submit a special report. List chain of events, persons participating, and response by Contractor's personnel, evaluation of results or effects, and similar pertinent information. Advise Contracting Officer in advance when these events are known or predictable.
PART 3 - EXECUTION
3.1 CONTRACTOR'S CONSTRUCTION SCHEDULE
A. Contractor's Construction Schedule Updating: At monthly intervals, update schedule to reflect actual construction progress and activities. Issue schedule one week before each regularly scheduled progress meeting.
1. Revise schedule immediately after each meeting or other activity where revisions have been recognized or made. Issue updated schedule concurrently with the report of each such meeting.
2. Include a report with updated schedule that indicates every change, including, but not limited to, changes in logic, durations, actual starts and finishes, and activity durations.
3. As the Work progresses, indicate Actual Completion percentage for each activity.
B. Distribution: Distribute copies of approved schedule to Contracting Officer, separate contractors, testing and inspecting agencies, and other parties identified by Contractor with a need-to-know schedule responsibility.
1. Post copies in Project meeting rooms and temporary field offices.
2. When revisions are made, distribute updated schedules to the same parties and post in the same locations. Delete parties from distribution when they have completed their assigned portion of the Work and are no longer involved in performance of construction activities.

SECTION 01 34 00
SUBMITTAL PROCEDURES
PART 1 - GENERAL
1.1 SUMMARY
A. This Section includes administrative and procedural requirements for submitting Shop Drawings, Product Data, Samples, and other submittals.
1.2 DEFINITIONS
A. Action Submittals: Written and graphic information that requires Contracting Officer's responsive action.
B. Informational Submittals: Written information that does not require Contracting Officer's responsive action. Submittals may be rejected for not complying with requirements.
1.3 SUBMITTAL PROCEDURES
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
2. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.
a. Contracting Officer reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.
B. Processing Time: Allow enough time for submittal review, including time for resubmittals, as follows. Time for review shall commence on Government's receipt of submittal. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals.
1. Initial Review: Allow 14 calendar days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required.
Contracting Officer will advise Contractor when a submittal being processed must be delayed for coordination.
2. Resubmittal Review: Allow 10 calendar days for review of each resubmittal.
C. Identification: Place a permanent label or title block on each submittal for identification.
1. Indicate name of firm or entity that prepared each submittal on label or title block.

2. Provide a space approximately 6 by 8 inches on label or beside title block to record Contractor's review and approval markings and action taken by Contracting Officer.
3. Include the following information on label for processing and recording action taken:
a. Project name.
b. Date.
c. Name and address of Government.
d. Name and address of Contractor.
e. Name and address of subcontractor.
f. Name and address of supplier.
g. Name of manufacturer.
h. Submittal number or other unique identifier, including revision identifier.
1) Submittal number shall use Specification Section number followed by a decimal point and then a sequential number (e.g., 06100.01).
Resubmittals shall include an alphabetic suffix after another decimal point (e.g., 06100.01.A).
i. Number and title of appropriate Specification Section.
j. Drawing number and detail references, as appropriate.
k. Location(s) where product is to be installed, as appropriate.
l. Other necessary identification.
D. Deviations: Highlight, encircle, or otherwise specifically identify deviations from the Contract Documents on submittals.
E. Transmittal: Package each submittal individually and appropriately for transmittal and handling. Transmit each submittal using a transmittal form. Contracting Officer will discard submittals received from sources other than Contractor.
F. Resubmittals: Make resubmittals in same form and number of copies as initial submittal.
1. Note date and content of previous submittal.
2. Note date and content of revision in label or title block and clearly indicate extent of revision.
G. Distribution: Furnish copies of final submittals to manufacturers, subcontractors, suppliers, fabricators, installers, authorities having jurisdiction, and others as necessary for performance of construction activities. Show distribution on transmittal forms.
PART 2 - PRODUCTS
2.1 ACTION SUBMITTALS
A. General: Prepare and submit Action Submittals required by individual Specification Sections.

B. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.
1. If information must be specially prepared for submittal because standard printed data are not suitable for use, submit as Shop Drawings, not as Product Data.
2. Mark each copy of each submittal to show which products and options are applicable.
3. Include the following information, as applicable:
a. Manufacturer's written recommendations.
b. Manufacturer's product specifications.
c. Manufacturer's installation instructions.
d. Manufacturer's catalog cuts.
e. Compliance with specified referenced standards.
f. Testing by recognized testing agency.
4. Number of Copies: Submit five copies of Product Data, unless otherwise indicated. Contracting Officer will return two copies. Mark up and retain one returned copy as a Project Record Document.
C. Samples: Submit Samples for review of kind, color, pattern, and texture for a check of these characteristics with other elements and for a comparison of these characteristics between submittal and actual component as delivered and installed.
1. Transmit Samples that contain multiple, related components such as accessories together in one submittal package.
2. Identification: Attach label on unexposed side of Samples that includes the following:
a. Generic description of Sample.
b. Product name and name of manufacturer.
c. Sample source.
d. Number and title of appropriate Specification Section.
3. Disposition: Maintain sets of approved Samples at Project site, available for quality-control comparisons throughout the course of construction activity.
Sample sets may be used to determine final acceptance of construction associated with each set.
4. Samples for Verification: Submit full-size units or Samples of size indicated, prepared from same material to be used for the Work, cured and finished in manner specified, and physically identical with material or product proposed for use, and that show full range of color and texture variations expected. Samples include, but are not limited to, the following: partial sections of manufactured or fabricated components; small cuts or containers of materials; complete units of repetitively used materials; swatches showing color, texture, and pattern; color range sets; and components used for independent testing and inspection.
a. Number of Samples: Submit three sets of Samples, unless noted otherwise. Contracting Officer will retain two Sample sets; remainder will be returned.

D. Submittals Schedule: A "Submittal Register" for use by the Contractor in developing the Schedule of Submittals is attached to this Specification.
2.2 INFORMATIONAL SUBMITTALS
A. General: Prepare and submit Informational Submittals required by other Specification Sections.
1. Number of Copies: Submit two copies of each submittal, unless otherwise indicated. Contracting Officer will not return copies.
2. Certificates and Certifications: Provide a notarized statement that includes signature of entity responsible for preparing certification. Certificates and certifications shall be signed by an officer or other individual authorized to sign documents on behalf of that entity.
3. Test and Inspection Reports: Comply with requirements specified in Division 01 Section "Quality Requirements."
B. Qualification Data: Prepare written information that demonstrates capabilities and experience of firm or person. Include lists of completed projects with project names and addresses, names and addresses of the Government and other information specified.
C. Welding Certificates: Prepare written certification that welding procedures and personnel comply with requirements in the Contract Documents. Submit record of Welding Procedure Specification (WPS) and Procedure Qualification Record (PQR) on AWS forms. Include names of firms and personnel certified.
D. Installer Certificates: Prepare written statements on manufacturer's letterhead certifying that Installer complies with requirements in the Contract Documents and, where required, is authorized by manufacturer for this specific Project.
E. Manufacturer Certificates: Prepare written statements on manufacturer's letterhead certifying that manufacturer complies with requirements in the Contract Documents.
Include evidence of manufacturing experience where required.
F. Product Certificates: Prepare written statements on manufacturer's letterhead certifying that product complies with requirements in the Contract Documents.
G. Material Certificates: Prepare written statements on manufacturer's letterhead certifying that material complies with requirements in the Contract Documents.
H. Material Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting test results of material for compliance with requirements in the Contract Documents.
I. Product Test Reports: Prepare written reports indicating current product produced by manufacturer complies with requirements in the Contract Documents. Base reports on evaluation of tests performed by manufacturer and witnessed by a qualified testing agency, or on comprehensive tests performed by a qualified testing agency.

J. Research/Evaluation Reports: Prepare written evidence, from a model code organization acceptable to authorities having jurisdiction, that product complies with building code in effect for Project.
K. Preconstruction Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting results of tests performed before installation of product, for compliance with performance requirements in the Contract Documents.
L. Compatibility Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting results of compatibility tests performed before installation of product. Include written recommendations for primers and substrate preparation needed for adhesion.
M. Field Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting results of field tests performed either during installation of product or after product is installed in its final location, for compliance with requirements in the Contract Documents.
N. Maintenance Data: Prepare written and graphic instructions and procedures for operation and normal maintenance of products and equipment. Comply with requirements specified in Division 01 Section "Project Record Documents."
O. Design Data: Prepare written and graphic information, including, but not limited to, performance and design criteria, list of applicable codes and regulations, and calculations. Include list of assumptions and other performance and design criteria and a summary of loads. Include load diagrams if applicable. Provide name and version of software, if any, used for calculations. Include page numbers.
P. Manufacturer's Instructions: Prepare written or published information that documents manufacturer's recommendations, guidelines, and procedures for installing or operating a product or equipment. Include name of product and name, address, and telephone number of manufacturer.
Q. Manufacturer's Field Reports: Prepare written information documenting factory-authorized service representative's tests and inspections. Include the following, as applicable:
1. Statement on condition of substrates and their acceptability for installation of product.
2. Summary of installation procedures being followed, whether they comply with requirements and, if not, what corrective action was taken.
3. Results of operational and other tests and a statement of whether observed performance complies with requirements.
R. Material Safety Data Sheets (MSDSs): Submit information directly to Contracting Officer.

PART 3 - EXECUTION
3.1 CONTRACTOR'S REVIEW
A. Review each submittal and check for coordination with other Work of the Contract and for compliance with the Contract Documents. Note corrections and field dimensions.
Mark with approval stamp before submitting to Contracting Officer.
B. Approval Stamp: Stamp each submittal with a uniform, approval stamp. Include Project name and location, submittal number, Specification Section title and number, name of reviewer, date of Contractor's approval, and statement certifying that submittal has been reviewed, checked, and approved for compliance with the Contract Documents.
3.2 CONTRACTING OFFICER'S ACTION
A. General: Contracting Officer will not review submittals that do not bear Contractor's approval stamp and will return them without action.
B. Action Submittals: Contracting Officer will review each submittal, make marks to indicate corrections or modifications required, and return it. Contracting Officer will stamp each submittal with an action stamp and will mark stamp appropriately to indicate action taken.
C. Informational Submittals: Contracting Officer will review each submittal and will not return it, or will return it if it does not comply with requirements. Contracting Officer will forward each submittal to appropriate party.
D. Partial submittals are not acceptable, will be considered nonresponsive, and will be returned without review.
E. Submittals not required by the Contract Documents will be discarded and not reviewed and may be discarded.

SECTION 01 41 00
ENVIRONMENTAL PROTECTION
Revision: 14 AUG 19
PART 1 - GENERAL
1.1 SUMMARY
A. The Contractor shall comply with all federal, state and local environmental rules and regulations and all Air Force (AF) and 911th Airlift Wing (AW) programs and policies. Failure to comply shall result in the Contractor reimbursing the 911th AW for any fines, fees, or additional costs incurred by the 911th AW as a result of Contractor non-compliance.
1.2 SUBMITTALS
A. The following shall be submitted in accordance with Section 01330
SUBMITTALS.
1. Environmental Protection Program:
a. Within 10 calendar days after Notice to Proceed and prior to com-mencement of the work, the Contractor shall submit in writing a detailed proposal for implementing requirements for applicable environmental controls specified herein.
2. Crystalline Silica Exposure Control Plan:
mencement of the work at the site, the Contractor shall provide a written crystalline silica exposure control plan. The plan shall ad-dress, as a minimum, the elements described in paragraph 3.5.B of this section.
B. Preconstruction Survey:
1. Prior to start of any onsite construction activities, the Contractor and the Contracting Officer shall make a joint condition survey, after which the Contractor shall prepare a brief report indicating on a layout plan the con-dition of the areas immediately adjacent to the site of the work and adja-cent to his assigned storage area and access routes(s) as applicable.
2. Both the Contracting Officer and Contractor will sign this report upon mu-tual agreement as to its accuracy and completeness.
C. Waste Disposal Scheme:
1. The Contractor shall submit a description of his scheme for disposing of waste material resulting from the work under this contract.

2. If any waste material is dumped in unauthorized areas, the Contractor shall remove the material and restore the area to the condition of the ad-jacent undisturbed areas.
3. Where directed, contaminated ground shall be excavated, disposed of properly, and replaced with suitable clean fill material at the expense of the Contractor.
D. Safety Data Sheets (SDS) & Hazardous Material (HAZMAT) Usage:
1. Prior to bringing any HAZMAT on base, submit for review and approval three (3) copies of the most current SDS for each HAZMAT to be used for performance of work under the contract. The Contractor shall note the contract number, project number, and project title on each SDS.
2. Provide pertinent information, including the container size for each item
(in units of weight / volume) and the quantities used, for all HAZMAT us-ing the attached HAZMAT Usage Log. As determined by the Contracting Officer, submit the HAZMAT Usage Log at a frequency (i.e. monthly or quarterly) determined by the Contracting Officer or upon completion of all project work.
E. Location of Contractor’s HAZMAT Storage:
1. Submit a drawing/sketch showing the location(s) designated for storage of HAZMAT for approval.
2. The location of the Contractor’s HAZMAT storage shall be in area(s) des-ignated by the Contracting Officer.
3. Storage areas for HAZMAT shall comply with Paragraph 3.13, Hazardous
Materials.
F. Pesticides (Including Herbicides)
1. Submit the Pesticide Application Business License.
2. Submit the Certified Commercial Pesticide Applicator license for all pesti-cide applicators.
3. Submit proposed pesticide SDS, copy of the label, intended quantity, and location of application for project. The base Pesticide Manager will re-view and provide recommendation for approval or disapproval to the Con-tracting Officer. Material must be approved before being brought on in-stallation and applied.
4. Submit the following information of pesticide used once application is complete:

a. Names of all certified applicators
b. Contractor business name
c. Date of application
d. Duration of each task in hours
e. Building, facility, or location treated
f. Room number or specific location
g. Target pest (pest to be controlled)
h. Pesticide applied and EPA Registration Number
i. Quantity applied (undiluted)
j. SDS and product labels for each material used
k. Reason for application
l. Total units treated (i.e. acres, cubic ft, each, linear ft, or sq. ft)
m. Describe if pesticide was applied indoors or outdoors
n. Business and applicator(s) certification numbers and expiration dates
5. For all pesticide applicators, submit the required User Account information required for the Integrated Pest Management Information System (IPMIS) Web site at https://web.ipmis-helpdesk.org/. Note: IPMIS Web is used by the AF for pesticide application data tracking and reporting. The pesticide applicator(s) will not be required to use this system. The IPMIS Web Us-er Account information is only used for data reporting purposes by the government.
G. Solid Waste
1. As proof of proper disposal, the Contractor shall provide Weight Receipts for every load of recycled or disposed materials. Weights may be ob-tained through use of the installation truck scales located near Building 320, certified weighing devices located at recycling and disposal facilities, or a commercial weigh station. The Contractor shall submit receipts with-in ten (10) days of the transaction date. The weight receipts shall be completely legible and include the date of the transaction, type of materi-al, and weight of the material in pounds/tons.
2. The Contractor shall submit a Construction and Demolition Debris Waste
Management Report, attached. The report shall be submitted on a quar-
01 41 00 - 4 Repair Siding B-418 terly basis in hard-copy or electronic format. The Contractor shall use weight receipts to generate the report.
1.3 PLAN FORMAT:
A. All plans required from the Contractor for approval shall be simple, legible docu-ments detailing the activities and operations the Contractor intends to perform under this contract, including drawings / sketches where applicable. Plans are not expected to be professionally produced manuscripts, but are expected to be free of numerical and grammatical errors.
B. Plans may be stapled or bound (e.g. 3-ring binder, folder, etc.). The project name and number shall be on the cover along with the name of the plan, as de-scribed in the submittal for which the plan is being provided.
PART 2 - PRODUCTS (NOT APPLICABLE)
PART 3 - EXECUTION
3.1 GENERAL
A. The Contractor shall perform all work in a manner to minimize pollution of air, wa-ter, and land, and shall take proper action to control all pollutants produced as a result of their work.
B. Notification of Non-Compliance and Corrective Action: Upon receipt of notifica-tion of noncompliance from the Contracting Officer, the Contractor shall immedi-ately take corrective action as directed by the Contracting Officer. If the Contrac-tor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken.
All costs associated with correction and suspension of work shall be the sole re-sponsibility of the Contractor. No part of the time lost due to any such stop order shall be subject to a claim for extension of time or for costs of damages by the Contractor unless it was later determined that the Contractor was in compliance.
C. Subcontractors: The requirements of these specifications shall be included in any subcontract written under this contract. Compliance with the provisions of these specifications by subcontractors shall be the responsibility of the Contractor.
D. Environmental Fines and Penalties: The Contractor shall be responsible for pay-ment of fines and penalties assessed along with all associated costs as the result of regulatory enforcement actions which are attributable to the actions of the Contractor and all subcontractors.

3.2 PROTECTION OF LAND AREAS
A. Except for work on sites, storage areas, or access routes specifically assigned for the use of the Contractor, the land areas outside the limits of permanent work performed under this contract shall be preserved in their present condition.
B. The Contracting Officer will designate storage-related areas and access routes required by the Contractor in the performance of the work.
C. The Contractor shall confine his construction activities to areas defined for work on the plans or specifically assigned for his use. No other areas on Government premises shall be used by the Contractor without written consent of the Contract-ing Officer.
3.3 PROTECTION OF WATER RESOURCES
A. The Contractor shall control the use of all HAZMAT (See Paragraph 3.13, Haz-ardous Materials, for definition and examples) on Government premises, and shall comply with applicable Federal, State, County and Municipal laws concern-ing storm water pollution prevention while performing work under this contract.
B. Special measures shall be taken to prevent any HAZMAT or other pollutants from entering public waters.
C. All storm water discharges from Contractor operations or activities will be in ac-cordance with the base National Pollutant Discharge Elimination System (NPDES) storm water permit, PAR806167, and the 911 Airlift Wing Storm Water Pollution Prevention Plan.
3.4 BURNING
A. No open burning of material or waste shall be performed on Government premis-es.
3.5 DUST AND SOIL CONTROL
A. GENERAL -- The Contractor shall maintain all excavations, stockpiles, access roads, waste areas, and all other work areas free from excess dust to avoid causing a hazard or nuisance. Dust control shall be performed as the work pro-ceeds and whenever a dust nuisance or hazard occurs. The Contracting Officer must approve all temporary methods of dust control. The roadways to and from the construction site shall be kept clear of any debris, mud, rock, and dirt that could be tracked or blown off site. The Contractor shall broom clean the area around the construction site daily.
B Crystalline Silica
1. The Contractor shall comply with the Code of Federal Regulations (C.F.R.)
pursuant to the control of respirable crystalline silica, specifically 29 C.F.R. § 1926.1153, Respirable Crystalline Silica in The Construction In-
01 41 00 - 6 Repair Siding B-418 dustry and to the extent that The Contractor performs work impacting Air Force and 911th AW personnel or property, 29 C.F.R. § 1910.1053, Res-pirable Crystalline Silica in General Industry.
2. Exposure Control Plan mencement of the work at the site, the Contractor shall provide a writ-ten exposure control plan addressing each task or equipment type identified in 29 C.F.R. § 1926.1153(c). The exposure control plan shall include the following:
i. A list of all equipment and tools to be used by manufacturer, model and serial number. For each item, the plan shall specify one or more of the engineering controls listed in 29 C.F.R. § 1926.1153(c) as the primary means of dust control;
ii. A statement of work for each task to be performed under the con-trol plan. For each task, a primary method of dust control shall be specified that complies with the practices identified in 29 C.F.R. § 1926.1153(c).
iii. A general narrative description of housekeeping measures that will be used to limit migration of dusts containing crystalline silica.
3. Regulated Area
a. The Contractor shall establish a regulated area, wherever their work creates airborne dusts that can reasonably be expected to contain crystalline silica, as follows:
i. The Contractor shall establish barriers or otherwise employ ac-cess controls that minimize the number of persons exposed to respirable crystalline silica
ii. The Contractor shall post signs at all entrances to regulated areas that bear the OSHA-specified warning legend, as follows:

b. The Contractor shall limit regulated area access to:
i. Contractor employees actively engaged in work pursuant to this contract;

ii. Designated representatives of contractor employees, for the pur-pose of exercising the right to observe monitoring procedures or work practices;
iii. Specific Air Force and 911th AW personnel, to include civil engi-neering, medical, bioenvironmental, safety or security staff, or any other staff authorized access by the 911th AW Wing Commander;
iv. Any person authorized by the Occupational Safety and Health Act or regulations issued under it to be in a regulated area.
4. Bioenvironmental Engineering Oversight
a. The 911 AW Bioenvironmental Engineering office may conduct site visits and/or air sampling for respirable crystalline silica as needed, to assess the effectiveness of the contractor established control proce-dures.
b. If it is determined that controls are inadequate to protect Air Force personnel from overexposure to respirable crystalline silica, the con-tractor will take immediate corrective action. Any fines, fees, or addi-tional costs incurred by the Contractor as a result of such corrective actions are non-reimbursable.
c. When both the contractor and Bioenvironmental Engineering have collected air sampling for the same task, the results obtained by the Bioenvironmental Engineering office will be considered authoritative.
3.6 EROSION AND SEDIMENT CONTROL
A. The Contractor will comply with PA Code 25 Chapter 102, Erosion and Sediment Control, including all plan and permitting requirements. Temporary erosion and sediment control measures shall be implemented and maintained until projects are completed and areas stabilized.
B. Erosion control measures and devices will be used to prevent storm water pollu-tion and control run-off. The Contractor shall use measures and/or other suitable means as required and acceptable to the Contracting Officer and as dictated by the project specific Erosion and Sediment Control Plan. Remove all sediment that builds up around the protection devices so that each of the devices is func-tioning at all times. Sediment resulting from construction soil disturbance shall be trapped and prevented from entering into the existing storm drainage system.
Trapped material shall be removed and properly disposed; all disturbed areas will be restored following work.
C. Remove material not placed in the excavations and dispose of properly and in a manner that will minimize erosion. Protect sites where material is stockpiled with the proper control devices. Protect erosion from run-off during construction op-erations with appropriate control devices.

D. Erosion and sediment control devices and measures will be in accordance with Pennsylvania Department of Environmental Protection (PADEP) Best Manage-ment Practices as outlined in the Pennsylvania Stormwater Best Management Practices Manual. The area of bare soil exposed at any one time by construction operations should be held to a minimum.
E. At a minimum, inspect all erosion and sediment control measures weekly and af-ter each rainfall event. Inspection of controls will be documented and maintained by the Contractor. Upon permanent stabilization of disturbed areas, the Contrac-tor shall remove and properly dispose of sediment control devices.
F. Stock piles of soil, gravel, and all loose material should be completely covered and the cover well secured when not in use and at the end of each work day.
G. Erosion control shall be performed in all areas of the project, including staging, storage, and adjacent areas, which shall be kept clear from mud and debris.
Muddy equipment should not exit the job site. It may be necessary to protect ad-jacent storm drains and inlets or provide additional erosion and sediment control devices in the vicinity or these areas.
H. The Erosion and Sediment Control Plan / Permit for each project shall be main-tained at the construction site at all times.
3.7 POST-CONSTRUCTION CLEANUP
A. The Contractor shall, unless otherwise instructed by the Contracting Officer, re-move or restore all signs of temporary construction facilities such as haul roads, work areas, structures, foundations of temporary structures, stockpiles of excess or waste materials, and other vestiges of construction prior to final acceptance of the work. All disturbed areas shall be returned to their original condition.
3.8 PAYMENT
A. No separate payment or direct payment will be made for the cost of the work covered under this section, and such work will be considered as a subsidiary ob-ligation of the Contractor.
3.9 RADIOACTIVE MATERIALS AND X-RAY PRODUCING DEVICES
A. Contractors using radioactive materials / sources or conducting operations using equipment containing radioactive materials on Air Force installations must re-quest and receive written approval from the 911 AW, Installation Radiation Safety Officer (IRSO). The Contractor shall comply with the requirements of Air Force Instruction (AFI) 40-201, Managing Radioactive Materials in the USAF, Section 3.4.4.10.1.
B. To receive approval, the Contractor must submit a written request to the Contracting
Officer at least thirty (30) calendar days in advance of bringing any device con-taining a radioactive material / source (e.x.: Radiography/Industrial X-Ray

Equipment, Troxler Density Gauge, XRF Lead Paint Analyzer, etc.) on to the in-stallation. Requests must include:
1. A brief description of the proposed activities.
2. A copy of the NRC or Agreement State license authorizing the use of the radioactive materials. The license must be current, as shown by the expi-ration date or include a “deemed timely filed notice” from the issuing agency and either specifically list the Base or grant approval for work at temporary job sites anywhere in the United States, where the NRC or Agreement State has jurisdiction.
3. The name, local address, and telephone number for the responsible local representative and the name, address, and telephone number of the Ra-diation Safety Officer (RSO) named on their license.
4. A copy of that part of the Air Force contract describing work to be done at the base and the inclusive dates of the work. The serial number of the equipment and the most recent swipe/leak tests of the equipment that will be used. The training certificate/records of the person(s) that will be op-erating the equipment on the base.
5. An acknowledgment that the IRSO can make periodic checks to ensure that Contractor personnel follow radiation safety practices to prevent ex-posure to Air Force Personnel and avoid contamination of government property. In addition, the Base IRSO must have authority to suspend Con-tractor operations believed to be IDLH/Unsafe.
C. Agreement State licensees using NRC regulated materials, must submit a copy of the NRC Form 241, approved by the Base’s NRC Region according to 10 C.F.R.
§ 150.20. State licensees may not work on Air Force installations, without first getting an NRC license.
D. Contractors that do not have an NRC or Agreement State License must contact
AFMOA/SGOR for guidance and approval to use radioactive materials on the Base.
E. Radiography
1. Radiography operations at the 911th AW shall be performed in accord-ance with Title 25 of the Pennsylvania Code, Chapter 225: Radiation Safety Requirements for Industrial Radiographic Operations.
2. Prior to commencement of operations, the contractor shall provide the Con-tracting Officer with proof of current certification for each radiographer and radiographer’s assistant employed on the project.
3. Most recent swipe/leak test of the radioactive material or equipment with the radioactive material.

4. Each contractor-operated field radiography site shall maintain and make the following available for inspection by the IRSO:
i. Operating and emergency procedures.
ii. Certification records for radiographers and radiographer’s assistants.
iii. Survey records for the period of operation at the site.
iv. Daily direct reading/dosimeter records for the period of operation at the site.
v. The current radiation survey meter calibration records for meters in use at the site. Acceptable records include tags or labels that are af-fixed to the survey meter.
5. At the completion of radiography operations, the contractor will provide the contracting officer with:
i. Copies of all survey notes, survey reports, logs, drawings, sketches or other documents verifying sources used, exposure duration, estab-lishment of critical boundaries and a narrative of work performed.
ii. Logs, records, notes or other documents, positively accounting for the removal of all sources from 911 AW property.
3.10 LASERS AND RF EMITTERS
A. Contractors that bring Laser, and RF Emitters onto Air Force installations shall comply with, ANSI, Pennsylvania Department of Labor, FAA and OSHA require-ments.
B. The Contractor shall notify the Base Bioenvironmental Engineering and Safety
Offices in writing, through the Contracting Officer at least thirty (30) calendar days in advance of bringing lasers or RF Emitters onto 911 AW property.
1. Notification of Laser use(s) shall include:
a. A list of all equipment to be used by Manufacturer, Model and Se-rial Number, Laser ANSI Class, Laser Medium, Mode of Opera-tion, and Operating Location.
b. The Emission Characteristics to include; Time (seconds) & Wave-length (expressed in nm), Energy/Pulse (jules0 or CW Power (W), Pulse Repetition Frequency (PRF) (expressed in Hz), Pulse Width (expressed in seconds), Beam Diameter (expressed in cm), Beam Divergence (expressed in rad), Max Permissible Exposure (MPE), Safe Exposure Distances, and Optical Densities.

c. All laser operations at the 911th AW shall be in compliance with Chapter 29 of FAA Orders 7400.2H. Obtaining FAA approval for laser operations is the responsibility of the contractor.
2. Notification of RF Emitters use(s) shall include:
a. A list of all equipment to be used by Manufacturer, Model and Se-rial Number, Quantity, and Operating Location.
b. The following information shall; Frequency (expressed in MHZ), Pulse Width (expressed in micro-seconds), Pulse Repetition (ex-pressed in Pule Per Second (PPS), Peak Power (expressed in KW), Antenna Code (ex. Flush mount, Portable or Stationary), An-tenna Size, Antenna Gain (expressed in dB), and Estimated Haz-ard Distance (expressed in feet).
3.12 SOLID WASTE
A. The Contractor shall be responsible for researching and complying with all appli-cable federal, state, and local solid waste laws and regulations.
1. Should improper disposal be reported by the receiving waste facility, the transport contractor shall be responsible for identification and remediation, to the satisfaction of the receiving facility and/or state regulatory agencies.
B. The Contractor shall participate in the base Qualified Recycling Program (QRP) to the greatest extent possible. All recyclable materials under the base QRP that are produced by the Contractor shall be recycled by using the designated collec-tion containers on base.
C. The Contractor (including all sub-contractors) shall collect, segregate and recycle
Construction and Demolition (C&D) waste and other recyclable wastes. Current AF goals require projects to recycle at least 50 percent of all C&D waste. Exam-ples of C&D waste include, but are not limited to ballasts, brick, cardboard, car-pet, ceiling tiles, glass, insulation, metals (pipes, rebar, flashing, steel, aluminum, brass, etc.,) roofing (shingles,) rubble (asphalt, concrete, cinder blocks,) and wood.
D. Prior to the Notice to Proceed (NTP), the Contractor shall determine the location of recycling and disposal facilities (within a 100 mile radius of the Installation) to be used for the project as well as their method of transport. All recycled C&D will be tracked separately from C&D waste disposed. If recycling markets are not within the specified radius or unavailable, the Contractor shall notify the Contract-ing Officer.
E The Contractor shall transport recyclable materials, including C&D waste that cannot be reused onsite, to a valid recycling facility that recycles or reclaims
01 41 00 - 12 Repair Siding B-418 these materials. The Contractor shall submit the name, address, and phone number for each facility and transporter PRIOR to beginning work.
F. The Contractor shall collect all solid wastes generated during the performance of the contract in containers provided by the Contractor and approved by the Con-tracting Officer. At no time shall the Contractor use base dumpsters or other waste receptacles for the disposal of any solid wastes. All wastes will be recy-cled, reclaimed, or disposed of upon completion of work.
G. All PCB ballasts, exit signs, fluorescent and high intensity discharge (HID) lamps containing mercury, thermostats containing mercury and used batteries, such as those removed from emergency and exiting light fixtures, and other items classi-fied as Universal Waste, shall be recycled.
