About this file
This is a Justification and Approval (J&A) for Other Than Full and Open Competition issued by the Department of Veterans Affairs for the EHRM Infrastructure Upgrades Construction project at Bath VA Medical Center. The procurement (Acquisition ID 36C776-26-AP-0521, Project No. 528A6-22-700) will be awarded as a firm-fixed price contract with a total VAAR construction magnitude between $20,000,000 and $50,000,000. The justification authorizes procurement of two brand-name construction materials that cannot be substituted with equal or alternate items: (1) Lenel OnGuard security camera and monitoring system with physical security access control system components, managed by M3T Corporation, for complete installation, programming, and licensing of digital video capture and recording equipment; and (2) Honeywell Notifier fire alarm system, managed by Johnson Control, for complete installation and programming of fire alarm initiating and notification appliances. Both items are specified to match existing facility systems to ensure proper operation and maintain system integrity.
The statutory authority for other than full and open competition is cited as "Only One Responsible Source and No Other Supplies or Services Will Satisfy" under 41 USC §3304(a)(1). The J&A emphasizes that standardization throughout the Bath VAMC facility is critical because different manufacturers' equipment would create significant duplication costs and incompatibility issues that could compromise safety-critical operations, patient care, and facility security. Market research was conducted by the Contracting Officer's Representative and Architect/Engineer, confirming both items comply with the Buy American Act—Lenel OnGuard components are designed and manufactured in the United States primarily in Pittsford, New York, and are GSA-approved for federal government use; Honeywell Notifier components are manufactured in the United States, primarily in Northford, Connecticut. The overall procurement will be competed as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with the J&A posted to Contract Opportunities. The document is certified by Ryan Bergman (COR/Engineer, Bath VAMC) and approved by Donald A. Marsh III (Contracting Officer, Program Contracting Activity Central).
