GENERAL REQUIREMENTS
PART 1 - GENERAL
1.1 SAFETY REQUIREMENTS
A. Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.
1.2 GENERAL INTENTION
A. Data Center/Main Computer Room (MCR) – The main Data Center in Building
37 will be relocated into a new Building 100 meeting the OIT standards for a Medium Campus Support Center (CSC).
B. Facility Fiber Infrastructure – The new CSC serves as the centralized location and distribution point for new single mode and multimode fiber optic backbone cabling to all modified and new Telecommunications
Rooms.
C. Telecommunication Room (TR) – Upgrade new TRs in multiple buildings throughout the campus. new equipment racks, power and lighting, telecommunications bonding, and climate control.
D. Upgrade the existing horizontal cabling from the TRs to the WAOs with
Category 6A.
E. Upgrades of supporting electrical/mechanical systems.
F. Physical Security upgrade of the data center and TRs access control and video surveillance systems are to comply with the Physical Security and
Resiliency Design Manual (PSRDM).
G. Visits to the site by Bidders are scheduled per solicitation only.
H. Offices of AE Works, 418 Beaver Street, Sewickley Pa. as
Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the
Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting
Officer or his duly authorized representative.
I. Before placement and installation of work subject to tests by testing laboratory retained by Department of Veterans Affairs, the Contractor shall notify the COR in sufficient time to enable testing laboratory

01 00 00 -2 personnel to be present at the site in time for proper taking and testing of specimens and field inspection. Such prior notice shall be not less than three workdays unless otherwise designated by the COR.
J. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.
1.3 STATEMENT OF BID ITEM(S)
A. ITEM I, GENERAL CONSTRUCTION: BASE BID: Work includes general construction, demolition, sitework, necessary removal of existing structures and construction.
1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR
A. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at Contractor's expense.
1.5 CONSTRUCTION SECURITY REQUIREMENTS
A. Security Plan:
1. The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project.
2. The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations.
B. Security Procedures:
1. General Contractor’s employees shall not enter the project site without appropriate badge. Photo ID equivalent to state issued driver’s license. They may also be subject to inspection of their personal effects when entering or leaving the project site.
2. Before starting work the General Contractor shall give one week’s notice to the Contracting Officer so that security escort arrangements can be provided for the employees. This notice is

01 00 00 -3 separate from any notices required for utility shutdown described later in this section.
3. No photography of VA premises and outside of project area is allowed without written permission of the Contracting Officer. Patients and staff are not to be photographed at any time.
4. VA reserves the right to close down or shut down the project site and order General Contractor’s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer.
5. VA Police have the right to inspect contractor vehicles, toolboxes, trailers, and storage at any times.
C. Key Control:
1. The General Contractor shall provide duplicate keys and lock combinations to the Contracting officers representative (COR) for the purpose of security inspections of every area of project including toolboxes and parked machines and take any emergency action.
2. The General Contractor shall provide all permanent cores at completion of the work turn over lock cylinders to the VA locksmith for permanent installation. See Section 08 71 00, DOOR HARDWARE and coordinate.
D. Document Control:
1. Before starting any work, the General Contractor/Sub Contractors shall submit an electronic security memorandum describing the approach to following goals and maintaining confidentiality of
“sensitive information”.
2. The General Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need to accomplish the project.
3. Certain documents, sketches, videos or photographs and drawings may be marked “Law Enforcement Sensitive” or “Sensitive Unclassified”.
Secure such information in separate containers and limit the access to only those who will need it for the project. Return the information to the Contracting Officer upon request.

4. These security documents shall not be removed or transmitted from the project site without the written approval of Contracting
Officer.
5. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA.
6. Notify Contracting Officer and Site Security Officer immediately when there is a loss or compromise of “sensitive information”.
E. Motor Vehicle Restrictions
1. Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitted 24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies.
2. A limited number of (2 to 5) permits shall be issued for General
Contractor and its employees for parking in designated areas only.
Contractor to coordinate with VA Medical Center Facility Manager.
1.6 OPERATIONS AND STORAGE AREAS (FAR 52.236-10)
A. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the
Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.
B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the approval of the
Contracting Officer and shall be built with labor and materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the
Contractor and shall be removed by the Contractor at its expense upon completion of the work. With the written consent of the Contracting
Officer, the buildings and utilities may be abandoned and need not be removed.
C. The Contractor shall, under regulations prescribed by the Contracting
Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the Contracting
Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by

01 00 00 -5 the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The
Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
D. Working space and space available for storing materials shall be as determined by the COR.
E. Workers are subject to rules of Medical Center applicable to their conduct.
F. Execute work in such a manner as to interfere as little as possible with work being done by others. Keep roads clear of construction materials, debris, standing construction equipment and vehicles at all times.
G. Execute work to interfere as little as possible with normal functioning of Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by COR where required by limited working space.
1. Do not store materials and equipment in other than assigned areas.
2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by Department of
Veterans Affairs in quantities sufficient for not more than two workdays. Provide unobstructed access to Medical Center areas required to remain in operation.
3. Where access by Medical Center personnel to vacated portions of buildings is not required, storage of Contractor's materials and equipment will be permitted subject to fire and safety requirements.
H. Utilities Services: Where necessary to cut existing pipes, electrical wires, conduits, cables, etc., of utility services, or of fire protection systems or communications systems (except telephone), they shall be cut and capped at suitable places where shown; or, in absence

01 00 00 -6 of such indication, where directed by COR. All such actions shall be coordinated with the COR or Utility Company involved:
1. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.
I. Phasing:
1. The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks. The work to be outlined shall include, but not be limited to:

To ensure such executions, Contractor shall furnish the COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the COR two weeks in advance of the proposed date of starting work in each specific area of site, building or portion thereof. Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to COR and Contractor, as follows:
Phase One: Data Center Planning
Phase one primarily consists of the full construction and completion of the new data center including but not limited to, site work, utilities, structural, and finishes. Site work under Phase one shall be to provide utilities and new structure. Site work not directly required for building operations may occur at any time including but not limited to sidewalks, restoration, etc. when best suits the work. Phases one, two, and three may run concurrently if sufficient labor and supervision is provided.

1. Coordinate with system vendors and Service Providers and complete equipment migrations to new equipment cabinets as they become ready for use (rolling cutover) and remove emptied legacy cabinets.
B. Architectural Tasks:
1. Establish and maintain infection control, risk management, and safety measures in compliance with VA guidelines prior to initiating work.
a. ICRA: Contractor to study and follow strictly the template set forth in the VHA Infection Control Risk Assessment for Construction, Renovation and Maintenance guidelines regarding the protocol and procedures required to do work on Data Center. This includes filling out all forms including in the template and obtaining approval prior to starting work.
b. PCRA: Compliance with the ICRA shall be done in conjunction with PCRA (Pre- construction Risk Assessment, for the activity which addresses other activity- related safety concerns (e.g. vibrations, noise) outside of the ICRA.
2. Construct new Data Center building shell, interior partitions, exterior canopies, louver and doors.
3. Complete ceiling finishes, wall finishes, flooring, doors, windows, signage, physical security features, door hardware installation etc. as well as carry out careful protection of completed surfaces before handing project over.
4. Remove infection control, risk management, and safety measures when construction is complete.
C. Mechanical Tasks:
1. Provide water protection and leak detection measures to control water-related risks during construction.
2. Install new computer room air conditioning (CRAC) unit(s).
Prioritize two fully operational CRACs and associated condensing units sized at N. Install remaining cooling unit(s) to satisfy the Data Center cooling requirements (N+1 design).
3. Install ductwork to the return section of the CRAC units, which must remain open to the environment until all telecommunications and electrical infrastructure equipment is installed. Protect new ductwork from dust/debris until

4. Install horizontal ductwork to server cabinet chimneys as units become available.
5. Install leak detection devices to new equipment cabinets.
D. Electrical Tasks:
1. Install new uninterruptible power supply (UPS) units, standalone power distribution units (PDUs), battery cabinets, and maintenance bypass cabinets. Bring units online one at a time (2N design).
2. Install new panelboards, circuits, and overhead busways to new PDU units.
3. Install power distribution to equipment cabinets and mechanical equipment as they become available.
4. Install new lighting, exit signage, and receptacle devices.
5. Establish emergency power off (EPO) system, fire alarm system/devices, and connect new clean agent system to fire alarm system.
6. Establish ground ring and lightning protection system.
7. Upon completion of commissioning of the new Data Center, remove existing UPS supporting the existing Data Center in Room 76-G113A. Coordinate timing of this work with VA COR and demolish equipment in place as necessary for complete removal.
E. Telecommunications & Electronic Security Tasks:
1. Install new Main Distribution Area (MDA), Horizontal Distribution Area (HDA), and in-row Equipment Distribution (ED) cabinets as floor space becomes available. Prioritize “A” series MDA and HDA cabinets supporting backbone cabling, followed by redundant “B” series cabinets.
2. Install new permanent link backbone cabling between new equipment cabinets. Prioritize “A” series cabling segments, followed by redundant “B” series segments.
3. Install new cameras, card readers, and other electronic security devices.
4. Remove remaining unnecessary legacy outlets/devices, horizontal/backbone cabling, and pathway infrastructure in their entirety from existing Data Center.
F. Civil Tasks:
1. Install construction fencing, roads, related signage and erosion & sediment control measures as shown on the plans for new Data Center area of construction.

2. Verify and document existing underground utility service lines, duct banks and structures for the new Data Center area of construction.
3. Initiate earthworks preparation for new Data Center.
4. Establish proposed grade for the new Data Center and coordinate underground service lines proposed for the Data Center
5. Construct site improvements and underground utility service lines shown on the plan in coordination with building construction.
6. Coordinate mechanical and electrical unit pads and mounting with ground utility locations.
7. Complete sanitary and stormwater systems and tie ins to existing mains as shown on the plans.
G. Structural Tasks:
1. Construct new standalone Data Center per structural drawings, coordinate with other discipline drawings where required. Specific phasing of structural activities for standalone Data Center to be determined by general contractors.
H. Fire Suppression Tasks:
1. Install piping and discharge nozzles in Data Center to provide clean agent protection.
2. Locate and mount clean agent storage tanks and ensure they are secured.
3. Route electrical cabling for clean agent control systems to the fire alarm control panel (FACP).
4. Provide dedicated 120VAC, 20-amp power circuit to serve
RFCP.
5. Provide addressable releasing fire control panel to serve the inert gas suppression within the Data Center. Provide four (4) addressable input modules off the building fire alarm system to transmit releasing system alarm, discharge, supervisory and trouble signals to building fire alarm system.
6. Provide addressable output module to shut down CRAC unit upon releasing of inert gas.
7. Provide maintenance disconnect switch for the inert gas solenoid valve. Provide addressable input module for monitoring of the maintenance disconnect switch.
8. Provide addressable output module to activate emergency power off functions of the Data Center electrical equipment.

9. Install the new sprinkler mains and risers in alignment with the Data Center infrastructure.
10. Install branch piping in ceilings of the Data Center.
11. Install standard response fusible link upright sprinklers with guards within the Data Center.
12. The existing sprinkler system will be decommissioned and removed following the successful installation and commissioning of the new clean agent system, ensuring uninterrupted fire protection coverage during the transition.

Phase Two: Telecommunications Room Planning
Phase two primarily consists of select demolition and construction of new telecommunication rooms throughout the facility including but not limited to, utilities, finishes, and racks. Phases one, two, and three may run concurrently. Phase Two may not occupy more than five active work areas at one time without prior approval from the COR. Telecom Room buildouts include existing spaces being modified, some requiring expansion, and new construction. Work in existing and operational work areas may require escorts from the VA to ensure proper security.
A. Client Tasks:
1. Remove unnecessary network equipment, patch cords, cabinets/racks, inventory, workstations, etc., from each Telecom Room work area to create clear working space.
2. Initiate network equipment migration to new equipment racks and prepare for work area outlet cutover.
B. Architectural Tasks:
1. Establish infection control, risk management, and safety measures in compliance with VA guidelines prior to initiating work in each Telecom Room work area. Maintain infection control, risk management, and safety measures as work progresses.
a. ICRA: Contractor to study and follow strictly the template set forth in the VHA Infection Control Risk Assessment for Construction, Renovation and Maintenance guidelines regarding the protocol and

c. Contractor to also coordinate with VA COR on mobile temporary ICRA barriers and extent of the occupation of any agreed upon work areas. All offices, exits, utility and MEP spaces, restrooms shall be always kept accessible unless proper approvals were obtained from VA COR. Approvals are to be obtained by the following entities: VA Police, VA Fire Department or others as directed by VA COR.
2. As required, remove Telecom space partitions, ceiling finishes, wall finishes, flooring, doors, windows, signage, physical security features, etc. This work also includes abatement of Asbestos-Containing Material (ACM) and other selective demolition as detailed in the construction documents.
3. Construct partitions, TRs floor finishes and install plywood backer board as required.
4. Construct new Telecommunications Room shells and/or modify existing room partitions as indicated on drawings.
5. Install ceiling finishes, wall finishes, flooring, doors, signage, physical security features, door hardware, etc.
C. Mechanical Tasks:
1. Provide water protection and leak detection measures to control water-related risks during construction.
2. As required, remove designated HVAC and plumbing systems.
Domestic water piping being demolished shall be removed back to the main and capped at the main. Contractor to confirm abandoned in place capping and piping “dead leg” exceptions with the Client due to access restrictions.
3. Prepare designated space for the mini-split indoor unit in the Telecommunications Room.
4. Install mini-split indoor unit, associated exterior condensing unit, and refrigerant piping connections.

E. Telecommunications & Electronic Security Tasks:
1. Remove unnecessary legacy outlets/devices, horizontal/backbone cabling, and pathway infrastructure in their entirety. Seal empty work area outlets with blank cover plates and ensure remaining infrastructure is properly supported.
2. Prioritize one new rack, followed by redundant racks as floor space becomes available.
3. Initiate new cameras, card readers, and other electronic security devices.
F. Fire Suppression Tasks:
1. Install sprinkler system components, including branch piping and sprinkler heads in completed ceilings.
G. Systems Testing and Commissioning Tasks:
1. Conduct infrastructure testing and labeling as new subsystem installations are completed and ensure ready for use. Conduct commissioning tasks as specified.
Fiber Backbone Pathways
Phase three primarily consists of conduit, duct bank, and other primary pathways between Telecommunications Spaces. Phases one, two, and three may run concurrently. Phase three may not restrict corridors or passage of food carts, patients, cleaning equipment, egress, or access to offices without prior coordination. Some work

Fiber Backbone (A) Cabling
Phase four primarily consists of fiber optic backbone cabling segment “A” between Telecommunications Spaces and the new Data Center. Phase four may only commence post completion of prior phases.
Proper coordination may allow Phase seven to occur with Phase four.
A. Telecommunications Tasks:
1. Install new permanent link backbone cabling between the new and existing Datacenter MDA locations, and between the new MDA and Demarc locations.
2. Install new permanent link backbone cabling from new and modified Telecommunications Rooms to the new Data Center.
B. Systems Testing and Commissioning Tasks:
1. Conduct infrastructure testing and labeling as new subsystem installations are completed and ensure ready for use. Conduct commissioning tasks as specified.
Phase Five: Data Center Core (A) Relocation
Phase five primarily consists of relocation and activation of network Core “A” equipment by others. The Contractor shall allow 90 days for Phase five activities.
Phase Six: Telecom Room Cutover
Phase six primarily consists of Telecommunications Room activation and work area outlet cabling cutover. Phase Six may only commence post completion of Phase five and shall include detailed time and location documents, prepared by the contractor, for access to offices and spaces to perform the work. The contractors may be restricted in some areas of the facility to limit impacts to services. Some work may be required to be performed outside normal facility hours to reduce impacts. Phase seven may run concurrently with Phase six in preparation of Phase eight.
A. Client Tasks:
1. Coordinate with end users to facilitate the work in their area.
2. Migrate users to new cabling infrastructure as work area outlets are ready for use.

Phase Eight: Data Center Core (B) Relocation
Phase eight primarily consists of relocation and activation of network Core “B” equipment by others. The Contractor shall allow 90 days for Phase eight activities. All prior phases must be completed prior to Phase eight. Non-descript work that does not relay on systems operations may occur concurrently to Phase eight if not completed which may include but not limited to, site restoration, punch-list of non-critical items, submission, and review of as-builts, etc.
Phase Nine: Removal of Nonfunctional Legacy Infrastructure
As new infrastructure is installed and ready for use, remove unnecessary legacy outlets/devices, horizontal/backbone cabling, and pathway infrastructure in their entirety. Phase nine also includes any work to be performed in the existing data center including removal of entry ramp, elevated floor, new stairs to exit, etc. If

01 00 00 -17 not previously completed, all remaining work shall be completed during phase nine such as civil work to restore the site, punch list items, etc.
J. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Contractor shall permit access to Department of Veterans
Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. These routes whether access or egress shall be isolated from the construction area by temporary partitions and have walking surfaces, lighting etc.
to facilitate patient and staff access. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations will continue during the construction period.
K. Construction Fence: Before construction operations begin, Contractor shall provide a chain link construction fence, 2.1m (seven feet) minimum height, around the construction area indicated on the drawings.
Provide gates as required for access with necessary hardware, including hasps and padlocks. Fasten fence fabric to terminal posts with tension bands and to line posts and top and bottom rails with tie wires spaced at maximum 375mm (15 inches). Bottom of fences shall extend to 25mm
(one inch) above grade. Remove the fence when directed by COR.
L. When a building and/or construction site is turned over to Contractor, Contractor shall accept entire responsibility including upkeep and maintenance therefore:
1. Contractor shall maintain a minimum temperature of 4 degrees C (40 degrees F) at all times, except as otherwise specified.
2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, Contractor shall make arrangements for pre-inspection of site with Fire Department or Company (Department of Veterans Affairs or municipal) whichever will be required to respond to an alarm from
Contractor's employee or watchman.

M. Utilities Services: Always Maintain existing utility services for
Medical Center. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services.
Where necessary to cut existing water, steam, gases, sewer or air pipes, or conduits, wires, cables, etc. of utility services or of fire protection systems and communications systems (including telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by COR.
1. No utility service such as water, gas, steam, sewers or electricity, or fire protection systems and communications systems may be interrupted without prior approval of COR. Electrical work shall be accomplished with all affected circuits or equipment de-energized.
When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without a detailed work plan, the Medical Center Director’s prior knowledge and written approval. Refer to specification Sections 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS, 28 05 00, COMMON WORK
RESULTS FOR ELECTRONIC SAFETY AND SECURITY for additional requirements.
2. Contractor shall submit a request to interrupt any such services to
COR, in writing, 14 days in advance of proposed interruption.
Request shall state reason, date, exact time of, and approximate duration of such interruption.
3. Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of Medical Center. Interruption time approved by Medical Center may occur at other than Contractor's normal working hours.
4. Major interruptions of any system must be requested, in writing, at least 15 calendar days prior to the desired time and shall be performed as directed by the COR.
5. In case of a contract construction emergency, service will be interrupted on approval of COR. Such approval will be confirmed in writing as soon as practical.

6. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.
N. Abandoned Lines: All service lines such as wires, cables, conduits, ducts, pipes and the like, and their hangers or supports, shall be removed back to their source. Those which are indicated to be abandoned but are not required to be entirely removed, shall be sealed, capped or plugged at the main, branch or panel they originate from. The lines shall not be capped in finished areas, but shall be removed and sealed, capped or plugged in ceilings, within furred spaces, in unfinished areas, or within walls or partitions; so that they are completely behind the finished surfaces.
O. To minimize interference of construction activities with flow of
Medical Center traffic, comply with the following:
1. Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. Wherever excavation for new utility lines cross existing roads, at least one lane must be open to traffic at all times with approval.
2. Method and scheduling of required cutting, altering and removal of existing roads, walks and entrances must be approved by the COR.
P. Coordinate the work for this contract with other construction operations as directed by COR. This includes the scheduling of traffic and the use of roadways, as specified in Article, USE OF ROADWAYS.
1.7 ALTERATIONS
A. Survey: Before any work is started, the Contractor shall make a thorough survey with the COR and a representative of VA Supply Service, of buildings areas of buildings in which alterations occur and areas which are anticipated routes of access, and furnish a report, signed by both, to the Contracting Officer. This report shall list by rooms and spaces:

1. Existing condition and types of resilient flooring, doors, windows, walls and other surfaces not required to be altered throughout affected areas of buildings.
2. Existence and conditions of items such as plumbing fixtures and accessories, electrical fixtures, equipment, venetian blinds, shades, etc., required by drawings to be either reused or relocated, or both.
3. Shall note any discrepancies between drawings and existing conditions at site.
4. Shall designate areas for working space, materials storage and routes of access to areas within buildings where alterations occur, and which have been agreed upon by Contractor and COR.
B. Any items required by drawings to be either reused or relocated or both, found during this survey to be nonexistent, or in opinion of COR and/or Supply Representative, to be in such condition that their use is impossible or impractical, shall be furnished and/or replaced by
Contractor with new items in accordance with specifications which will be furnished by Government. Provided the contract work is changed by reason of this subparagraph B, the contract will be modified accordingly, under provisions of clause entitled "DIFFERING SITE
CONDITIONS" (FAR 52.236-2) and "CHANGES" (FAR 52.243-4).
C. Re-Survey: Thirty days before expected partial or final inspection date, the Contractor and COR together shall make a thorough re-survey of the areas of buildings involved. They shall furnish a report on conditions then existing, of resilient flooring, doors, windows, walls and other surfaces as compared with conditions of same as noted in first condition survey report:
1. Re-survey report shall also list any damage caused by Contractor to such flooring and other surfaces, despite protection measures; and will form basis for determining extent of repair work required of
Contractor to restore damage caused by Contractor's workers in executing work of this contract.
D. Protection: Provide the following protective measures:

1. Wherever existing roof surfaces are disturbed they shall be protected against water infiltration. In case of leaks, they shall be repaired immediately upon discovery.
2. Temporary protection against damage for portions of existing structures and grounds where work is to be done, materials handled, and equipment moved and/or relocated.
3. Protection of interior of existing structures at all times, from damage, dust and weather inclemency. Wherever work is performed, floor surfaces that are to remain in place shall be adequately protected prior to starting work, and this protection shall be maintained intact until all work in the area is completed.
1.8 DISPOSAL AND RETENTION
A. Materials and equipment accruing from work removed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:
1. Reserved items which are to remain property of the Government are identified by attached tags as items to be stored as indicated on drawings. Items that remain property of the Government shall be removed or dislodged from present locations in such a manner as to prevent damage which would be detrimental to re-installation and reuse. Store such items where directed by COR.
2. Items not reserved shall become property of the Contractor and be removed by Contractor from Medical Center.
3. Items of portable equipment and furnishings located in rooms and spaces in which work is to be done under this contract shall remain the property of the Government.
