About this file

This document is a Blanket Purchase Agreement (BPA) Ordering Instructions file for a museum exhibition production contract with the Virginia National Guard (VANG). The solicitation is a 100% small business set-aside under NAICS code 712110 with a small business size standard of $34,000,000. The VANG intends to award multiple firm-fixed price BPAs with up to a five-year ordering period and a maximum ceiling of $150,000 per BPA. Individual call orders will range from $1.00 to $15,000, with calls below $10,000 potentially placed without competitive procedures.

Contractors must submit a comprehensive proposal by July 7, 2025, including a detailed pricing schedule covering services such as printing, fabricating, and installing museum exhibition materials like artifact labels, frames, display cases, dioramas, lighting solutions, and audiovisual components. Award will be based on the contractor's capability to meet required tasks, demonstrate relevant past performance, and offer fair and reasonable pricing. Authorized purchasers are limited to VANG Purchasing and Contracting Office and Base Contracting Office, with orders potentially competed among BPA holders to select the lowest-priced vendor meeting requirements.
