About this file

This document is a project overview for the Prince's Point Construction Project, a wetland restoration effort being conducted by the USDA Natural Resources Conservation Service (NRCS) in partnership with the Wisconsin Department of Natural Resources (WDNR).

The project will restore 1,750 acres of wetlands near Palmyra, Wisconsin and will include the construction of four wetland management basins, shallow scrapes and islands for habitat and wave protection, water control structures such as sheet piling and pump stations, and access road and bridge improvements. The work will be completed under a fixed-price Federal contract using sealed bid procedures. NRCS will provide technical and administrative oversight, with support from Ducks Unlimited staff for quality assurance. The contractor will be responsible for dewatering the site and complying with all permit requirements. NRCS has provided geotechnical data and other site information to assist contractors. The project site was formerly used for muck farming and has organic soils and existing drainage infrastructure. Legal access is available from two locations. A designated staging and storage area is identified on adjacent DNR-owned property.

Prince's Point Construction Project Overview

The Natural Resources Conservaon Service (NRCS) is assisng the Wisconsin Department of Natural Resources (WDNR) with the wetland restoraon of 1,750 acres through the Agricultural Conservaon Easement Program (ACEP-WRE). The project site is located near Palmyra in Jefferson County, Wisconsin, Sec. 17, T. 5N 16E. NE ¼ of NE ¼ (42.896625N, -88.622669E). Restoraon of the project site will include the following measures:

• Four wetland management basins defined by exisng and constructed dikes.

• Shallow scrapes and islands for habitat and wave protecon.

• Water control structures (sheet piling, pipes, gates, pump staons) for water level management.

• Access road and bridge improvements for operaon and maintenance of the wetland management basins.

The restoraon will be completed under a fixed price, Federal contract using sealed bid procedures. Plan drawings and specificaons are stamped by the NRCS State Conservaon Engineer. The NRCS Contracng Officer’s Representave (COR) will monitor technical and administrave aspects of contractor performance and provide quality assurance. Ducks Unlimited staffs will assist the COR with quality assurance acvies to ensure the work complies with the plan drawings and specificaons. Among other provisions of a Federal contract, the Contractor will comply with requirements in the NRCS Supplement to OSHA Parts 1910 and 1926 to secure the construcon site and conduct a safety program commensurate with the work.

The property was formerly owned by Kincaid Farms for the purpose of muck farming root vegetables and herbs.

Farm fields are situated between the Mud Creek, Scuppernong River, Spring Creek and Steel Brook. Fields were protected from flooding with about 7 miles of dikes. Saturated soils were drained with patern le (at two different depths), ditches, and three pump staons. When the pumps are turned off, water table depths range from 1 to 5 feet.

The project site consists of organic soils ranging in depth from 0-21 feet and underlain with Marl sediments. Dikes and islands will be constructed from organic soils borrowed from shallow scrapes within the basins. Site condions require a contractor with earth-moving equipment that exerts low ground pressure. Contractor is responsible for dewatering the project site through the performance period with the exisng pump staons and drainage network, using auxiliary pump capacity and drainage system maintenance as needed.

Two sheet pile structures will be constructed to facilitate ingress and egress of floodwater into the wetland basins.

Driven Z-piles will require a paint coang in the upper third of each secon and a welded cap. Two water level control structures will be fabricated and installed with 24” diameter, corrugated metal pipe under a dike and access road. Two concrete pump staons will be installed on a pile foundaon to prevent setlement. The exisng bridge will require a new mber deck, and web reinforcement between the main W-beams. The access road will be elevated with silty clay material, reinforced with geotexle, and capped with gravel.

NRCS will provide data from a geotechnical invesgaon completed in July 2022. Data includes logging, classificaon, and sampling of soil in 24 holes ranging from 12 to 40 feet. Drilling was completed through the exisng dikes, under the proposed sheet pile structures and pump staons, and each side of the bridge crossing.

NRCS will also provide data from a soils invesgaon completed in May 2023. Data includes logging and classificaon of soils and water table depths in 80 holes ranging from 0-6 feet. Topographic survey is available to correlate the construcon lines and grades to the test hole elevaons.

Water surface elevaons in the Scuppernong River were monitored over a 2-year me period to establish trends in baseflow condion throughout the year. Flood hazard data is also available from the Jefferson County Flood Insurance Study which provides stage-discharge rang tables for the 2 through 100-year frequency storms of various duraons at the project site.

The contractor shall comply in all ways with the requirements of all obtained permits, including:

• WDNR General WPDES Permit for Storm Water Discharge from a construcon site.

Prince's Point Construction Project Overview

• WDNR Chapter 30 Water Quality Cerficaon.

• Jefferson County Planning and Zoning Floodplain Permit.

Legal access to the site from 2 locaons is available and shown on the provided map. The first access on the southeast end of the easement off Kincaid Lane and Highway 59 is the legal easement access point. There is also legal access by DNR ownership off Highway 106 on the northeast corner of the site through the gravel driveway that spans the enre site. There is also a designated staging and storage area for contractors in the DNR owned field off the Kincaid Lane access point.
