Questions and Answers
Question: Is all borrow material (including clay fill material) intended to come from on-site locations?
Response: Yes
Question: Are excavation numbers based on compacted in place? Any adjustments, or how will additional excavated material be accounted for?
Response: Excavation for earthfill borrow is subsidiary to the payment for earthfill.
Measurement and payment for additional excavation under Bid Items 5 and 6 is specified in CS 21, Section 10.
All earthfill quantities are based on compacted, in-place volume to design elevation with no adjustment factors. See amended language under CS 23, Section 10 for measurement and payment of additional earthfill for foundation consolidation and variations in CAD surfaces.
If the contractor feels that 24 settlement plates are not adequate to quantify foundation consolidation, a modification request for additional plates can be submitted to the Contracting Officer prior to the commencement of earthfill operations.
Question: Is the contractor required to warranty the height of the dikes after completion?
Answer: After dike construction is completed to design elevations, approved by the Engineer, and seeded and mulched, the contractor does not have to warranty height.
Question: Could you please elaborate on moisture content?
Answer: Moisture content is an empirical field test. It is required to readily make a ball without release of free water.
Question: Please clarify the discrepancy between quality control tests mentioned in the CS 23 base spec and the Class C compaction requirements in Section 10: Items of Work and Construction Detail?
Response: An amendment will remove Section 7 Testing in CS 23.
Question: Is there a specific size requirement for the field office? Can it be located on Kincaid property, outside the work limits?
Response: There is no minimum size. It must be large enough to contain the provisions specified CS 96.
Field office can be located on Kincaid Lane and on Kincaid property as an alternative to the staging area. Power can be obtained from Kincaid’s existing buildings/infrastructure.
Contractor would be responsible for a private agreement with Cody Kincaid (estimated utility rent $250/month), and all costs associated with power routing and hookup.
Question: Will the bid closing date or deadline for questions be extended?
Response: No
Question: Please elaborate on pump removal and salvaging?
Response: Pumps will be salvaged and placed in staging area. The contractor will dispose of all other associated piping and appurtenances off-site as specified in the plan drawings and specs.
Question: On the artesian well what has to be removed/disposed?
Response: WE Energies will disconnect power and remove the transformers. Contractor shall notify WDNR (Rachel Barker) 30 days prior to well decommissioning and well works removal. WDNR will contact WE Energies. Contractor shall excavate, remove, and dispose off-site, all piping and appurtenances associated with the artesian well as specified in CS 3.
Question: What gate requirements will there be and who is responsible for those?
Response: Contractor shall furnish and install gates and combination locks at both entrances (Kincaid Lane and Hwy106) under an amendment to CS 1. Gates shall be wide enough for all construction and agricultural equipment access.
Question: Is the contractor required to use the entire staging area?
Response: No. Contractor only needs to use staging space required for their mobilization and demobilization of construction equipment and pump storage.
Question: Will cover crops be taken care of prior to construction?
Response: Yes, cover crops will be mowed down by DNR or operator prior and close to construction. A map of cover crop vs. soybean areas will be provided in amendment.
Question: Who is responsible for permits?
Response: Contractor responsible for utility locates. All other permits will be made available to the awarded contractor. The contractor is responsible for understanding and following those the permit general provisions and conditions.
