About this file
This document includes figures and specifications for a security fence construction project at the Scull Shoals Historic Mill Village. The project involves removing existing wooden wheel stops and perimeter fencing around a warehouse feature, and installing new galvanized steel tube wheel stops, fencing, and a 12-foot farm gate. Key details include removing 35 T-posts and 43 existing wooden wheel stops totaling 462.9 linear feet around the parking lot, and installing 554.9 linear feet of continuous 4-inch galvanized steel tube wheel stops with concrete-encased posts. The document also specifies 291.7 linear feet of new perimeter fencing around the warehouse feature, using pressure treated timber and protective post caps. The solicitation number for this project through the USDA Forest Service is 12441923Q0087.

Solicitation No: 12441923Q0087 ORD Scull Shoals Security Fence Construction
Figure 1: The Scull Shoals Historic Mill Village with parking lot and warehouse feature (“Company Store”, “#5” on the sketch) and the location of the wheel-stop and fence removal and replacements (green lines).
Parking Lot Wheel-Stops
There is a total of 35 T-posts to remove around the parking lot (refer to Figure 2).
Existing wood beam wheel-stops footprint:
• A total of 462.9 linear feet.
• There are 43 existing wheel-stops with 86 associated posts and post holes.
These wheel-stops shall be removed along with the T-posts concurrently with installation of the new steel wheel-stops to not leave a gap through which a vehicle could access the site area beyond the parking lot or Forest Service Road 1231.
Existing wheel-stops are 96-inch-long beams that are 5.5 inches by 3.5 inches. These crossbeams are seated in a 5.5-inch by 3.5-inch cutout of an 8-inch by 8-inch post that’s embedded in the ground. Posts on average are 60 inches apart. The average height of the wheel-stops is 12 inches (refer to Figure 3).
Figure 2: T-posts, as installed around the parking lot. Note, the removed and damaged wooden wheel-stops.
Figure 3: Sketch of current wood beam wheel-stops, at 12 inches above ground, around the parking lot that shall be removed.
Proposed 4-inch galvanized steel tube wheel-stops welded together in a continuous footprint (except for a gap at the walkway and agriculture/farm gate):
• A total footprint of 554.9 linear feet.
• 554.9 feet minus 4.2 foot (walkway) minus 12 foot (gate) equals 538.7 linear feet of new steel wheel stops.
The proposed wheel-stop replacements are to be 4-inch galvanized steel tubes that shall be welded together in a continuous length over the footprint of the former wooden wheel-stops, except for the new footprint locations. There are three locations where the new wheel-stop footprint will not follow the old wheel-stop footprint: the north side and east side wheel-stop extensions, and the 67.5 ft length south of FSR 1231 running between trees. The north and east end points are marked on the ground with double orange pin flags. Ideally, work should start at the southwest corner of the parking lot, near the survey marker (refer to Scull Shoals Parking Lot Sketch).
The continuous crossbar rail shall be welded to 4-inch steel tube posts. The posts shall be 5 foot long, installed 3 feet below the surface and encased in concrete footers, with the remaining 2 feet above ground level. Where possible and practical, the new posts shall be installed at the post hole locations of the previous wooden posts to minimize additional ground disturbance. The new wheel-stops will be at least 2 feet high and painted the standard Forest Service brown. The Sherwin-Williams paint store, off Highway 44, over by Lake Oconee, 1093 Greensboro Road, has the correct Forest Service brown color palette (refer to Figure 4).
Figure 4: Concept drawing of the proposed 4-inch steel tube post and continuous rail, at 2 feet above ground replacement wheel-stops using the post holes of the previous wood posts.
Metal caps shall be placed on the ends of the rails where they terminate at the north and east ends, and at the walkway and gate openings. Wheel-stop termination points shall be with a post and rail, not an overhanging rail (refer to Scull Shoals Parking Lot Sketch and Figure 4). The new wheel-stops should not be separated by trees as with the old wheel-stop footprint near FSR 1231. The 67.5 ft length of new wheel-stops needs to go between the trees and not follow the existing wheel-stop footprint at the following area (refer to Figures 5-6).
Figure 5: The new, steel tube wheel-stops need to follow the green line in the photo. The new wheel-stops need to run between the trees and not be separated and non-continuous as with the old wood wheel-stops (refer to Scull Shoals Parking Lot Sketch).
Figure 6: Another angle showing outline the new steel tube wheel-stops need to follow (refer to Scull Shoals Parking Lot Sketch).
Proposed 12-foot-long agriculture / farm gate in the new steel tube wheel-stops (Figure 5):
The gate shall be installed in a specific location (refer to Scull Shoals Parking Lot Sketch). The 4-inch pipe wheel-stop posts adjacent to the gate shall also be installed 3 foot below the surface and encased in concrete footers, with 4 feet above ground level, and have metal caps on the tops. These posts at the 4-foot height shall accommodate hinges welded to the post. The hinges shall be installed so the gate cannot simply be lifted off the post. The gate shall be left in its stock paint, it shall not be painted the Forest Service Brown color (refer to Figures 7-8).
Figure 7: Photo of the requested 12 foot long agricultural or farm gate, to allow equipment access beyond the new wheel-stops.
Figure 8: Concept drawing of the proposed 12-foot-wide gate with adjacent 4-inch steel tube posts, 4 feet above ground.
Existing Warehouse Feature Fence Footprint:
North side: 58.6 ft West side: 86.8 ft South side: 60.3 ft East site: 86 ft
291.7 linear ft of new fence needed (refer to Figure 9)
Figure 9: Aerial image for the warehouse feature with the noted measurements of the fence.
There are 44 wooden posts, which are 52 inches above ground. These posts have 132, (3 on each side) fence rails that are around 77-79 inches in length. The posts are 5 inches in diameter, with rails ranging from 2.5 inches – 3.16 inches in diameter (refer to Figure 10).
Figure 10: The existing perimeter fence around the warehouse feature, view of the northwest corner of the feature.
The old fence shall be removed. New posts shall be installed at the post hole locations of the previous wooden posts to minimize additional ground disturbance. Pressure treated timber and protective caps for the tops of the posts are needed for the new fence. This shall be a continuous perimeter fence with no opening or gate.
Other Considerations:
Do not disturb the survey marker that is on the southwest corner of the parking lot. Do not disturb the historic well near FSR 1231 and the east end point or the brick structure remnants of the warehouse feature.
This area is an Historic Property. Auguring holes to embed the wheel-stops and fence posts into the ground may bring up archaeological artifacts. PLEASE DO NOT COLLECT the artifacts. The Oconee Ranger District archaeologist will be available to recover any artifacts that come to the surface.
