About this file
This is a Price Proposal Spreadsheet for aerial release and air transportation services supporting New World Screwworm (NWS) eradication efforts. Contractors must propose pricing across five contract years for three main service categories: dispersal hourly flight rates, pupae transportation hourly rates, and fuel and airport charges on a time-and-materials basis with a not-to-exceed amount. The dispersal flight rate must cover scheduled maintenance, data plans, pilots, co-pilots, personnel and equipment transportation, certifications, insurance, licenses, permits, and general administrative expenses for sterile screwworm aerial release operations. The pupae transportation hourly rate covers similar overhead costs for transporting pupae from production facilities in Pacora, Panama to the dispersal base in Edinburg, Texas. A one-time mobilization fee is required for Year 1 operations in Edinburg, Texas, with an optional mobilization fee for Arizona operations that may be exercised anytime during the contract period.
Contractors must also propose their maximum available capacity in flight hours for both dispersal and transportation services, as the government estimates will use contractor-proposed maximum hours to potentially distribute work among multiple awardees under this hybrid time-and-materials and fixed-price IDIQ contract. Government estimated quantities range from 24,336 dispersal flight hours and 7,600 transportation hours in Year 1, increasing to 65,520 dispersal hours and 13,104 transportation hours by Year 3 and remaining constant through Year 5. The pricing schedule includes production capability growth estimates, ranging from 100 million sterile flies currently available to 500 million by December 2028. Fuel costs are calculated based on a standard 100-gallon-per-hour burn rate, with the actual not-to-exceed amount to be determined prior to contract award.

| Price Schedule Notes | |
| Mobilization Fee | One time payment fee associated with mobilization to the designated base of operation. This include mobilization of aircraft, crews, and equipment for performance under the contract for Aerial Release Services only. This also includes installation of government furnished special purpose equipment to dispersal aircrafts. Only allowed for new contractors or for contractors that do not already have an existing operation in/near the specific base of operations identified in the contract line item. |
| Dispersal Hourly Flight Rate: | A rate that covers scheduled maintenance cost, data plans, pilots, co-pilot (dispersal persona), transporting all personnel and equipment to the work site and release areas, providing certifications, insurance, licenses, permits, fees, general and administrative expenses, and other such costs normally required to perform aerial dispersal of sterile screwworm. Rate must include all cost associated with performing dispersal flights excluding fuel costs. |
| Pupae Transportation Hourly Rate: | A rate that covers scheduled maintenance cost, data plans, equipment, pilots/co-pilots, certifications, insurance, licenses, permits, general and administrative expenses, and other such costs associated with transportation services of pupae. |
| Fuel & Airport charges | This is a T&M reimbursement line item with a not to exceed amount. The line item will cover fuel & Airport Charges. Will be based on contractors proposed flight hours, average cost of fuel per gallon, and average fuel burn rate of 100gal/hr. TBD prior to contract award. |
| Estimated Quantities: | The line item quantities specified in the Price Schedule are estimates only and are not guaranteed, nor are they to be construed as a guarantee of the volume of work that may be placed on the contract. The quantities specified in the Price Schedule represent the Government's best estimate for the contract period at the time of issuance of this solicitation. When mulitple award IDIQ is anticipated the government reserves the right to partially award the CLINS between awardees based on contractor poposed maximum flight hours. |
| Contractor Proposed Max Quantity | Offeror's proposed hours represent the contractor’s maximum available capacity. Actual task orders will use the Government-directed flight hours as mentioned in Attachment 1 and Attachment 2 PWS section 3.4 Task Orders. |
