About this file
This document is a Technical Proposal Submission Requirements attachment that specifies evaluation criteria and submittal instructions for offerors responding to the New World Screwworm (NWS) Aerial Release & Air Transportation Services RFP (Solicitation 12639526R0007). Offerors must organize their technical proposals by four evaluation factors with corresponding subfactors and provide clearly labeled sections addressing each criterion.
The Technical Capability factor requires offerors to address Aircraft Availability & Safety, Licenses & Permits, Key Personnel, and Specialized Experience. Under Aircraft Availability & Safety, offerors must specify whether they will provide release operations services, transportation operations services, or both; confirm operational readiness at Moore Air Base, Texas and potentially Douglas, Arizona for dispersal; provide a list of available aircraft distinguishing between release and transportation operations; address modification timelines and FAA approval for insect release equipment; confirm aircraft can accommodate 48 pupae coolers per trip; detail annual flight hours and availability for base year and option years; describe fleet expansion plans; outline aircraft maintenance plans; and provide safety records for the past two years. The Licenses & Permits subfactor requires confirmation of current licenses or anticipated acquisition by December 15, 2026, including international flight permits. Key Personnel requirements include naming a contract program manager with resume, identifying available aircraft crews for each operation type, and describing crew recruitment and retention plans. The Specialized Experience subfactor requires submission of three to five completed Specialized Experience Questionnaires (Attachment 7) for projects performed within the past five years that are at least 75% complete, with a minimum of one questionnaire per major subcontractor (defined as performing 25% or more of effort). The Aircraft & Equipment Maintenance Plan factor requires detailed description of maintenance facilities and personnel at Moore Air Base and plans ensuring no service delays during aircraft servicing. The Past Performance factor will assess offerors' reputation and performance quality over the past five years using proposal submissions, client references, and government sources including CPARS databases, with no separate submittal required beyond specialized experience references.

Attachment 5 – Revision 1 Technical Proposal Submission Requirements
Offerors shall submit a Technical Proposal that fully addresses each evaluation factor and subfactor described in this attachment. The information must be complete, accurate, and sufficiently detailed to allow the Government to evaluate the proposal in accordance with FAR 52.212-2, Evaluation—Commercial Products and Commercial Services.
Offerors shall organize and clearly label their Technical Proposal by factor and subfactor, using the exact titles and numbering provided in this attachment. Each section of the proposal shall begin with a heading identifying the Factor and Subfactor being addressed.
1. Evaluation Factor 1: Technical Capability Submittal Requirements: Technical Approach includes the following significant subfactors: Aircraft Availability & Safety, License & Permits, Key Personnel, and Specialized Experience.
Evaluation: Technical Capability factor will receive an overall adjectival rating based on its entirety. The rating will take into account the relative strengths, deficiencies, significant weaknesses, and risks identified for each significant subfactor and rating for each subfactor.
a. Subfactor #1: Aircraft Availability & Safety
· State whether Offeror is interested in providing release operations services or transportation operations services or both.
· Release operation services: Confirm offerors operational readiness at or near base of dispersal operations (Moore Air Base, TX and potentially Douglas, Arizona)
· Transportation operation services: Confirm offerors operational readiness for transportation services for possible transportation flight routes as stated in the performance work statement (Attachment 2 - PWS section 4.1)
· Offers shall provide a list of available aircraft for release operations and/or transportation operations. Be sure to distinguish aircraft for dispersal operations and aircraft for transportation operations.
· Release operation services: Address the timeframe during which the offeror plans to modify aircraft, if necessary, to accommodate the installation of the insect release machine and related equipment and obtain FAA approval to begin release operations only under this contract.
· Transportation operation services: confirm that that aircraft proposed can fit at least 48 pupae coolers per trip (Attachment 2 - PWS section 4.1)
· Provide details on contractors proposed annual flight hours and aircraft availability to support the proposed flight hours in base year and options years (see Attachment 4 - Price Proposal Spreadsheet).
· Provide whether the offerors have plans to expand fleet to support program needs in option years.
· Describe offeror’s plan to maintain aircraft fleet so that there are no interruptions in services when there are increases in flight hours.
· The Offeror shall provide information on their aircraft safety records including aircraft accidents in the past 2 years and summarize how offeror maintains safety.
b. Subfactor #2: Licenses & Permits
· The Offeror shall identify if they currently have the license(s), and necessary permits to begin operations soon after contract award, by 12/15/2026, or describe when contractor anticipate having the license(s) and permits to begin operations by 12/15/2026.
· If the offeror cannot start operations by the above date, please provide proposed start date.
· This includes necessary licenses and permits to fly outside of the US for dispersal and transportation operations.
· Provide the status of applications that is currently in progress or that the offeror plans to begin.
c. Subfactor #3: Key Personnels Describe how the Offeror plans to provide Key Personnel per the performance work statement.
· Provide name and resume of the proposed contract program manager (Attachment 1 and 2 - PWS, section 5.01). Can have one contract manager for both release operations and transportation operations.
· Clearly identify the current number of available aircraft crews for release operations and/or transportation operations. Be sure to distinguish the number of crews for dispersal operations and aircraft for transportation operations.
· Describe in detail offeror’s plans to recruit and maintain crews throughout the term of the contract to meet potential government increasing needs for dispersal operations and/or transportation operations.
d. Subfactor #4: Specialized Experience The Government will assess the extent to which the offeror and any major subcontractors demonstrate experience performing similar sterile insect aerial dispersal services and transportation services. Work that involves pesticide/insecticide spraying is not considered specialized experience for dispersal operations. For transportation services, specialized services means any work involving international and domestic air transportation of temperature sensitive biological cargo.
Offerors shall provide information to demonstrate the specialized project experience of the offeror and major subcontractors that will perform dispersal operations and/or transportation operations. Offerors major subcontractors are defined as members of an offeror’s overall team who are expected to perform 25 percent or more of the proposed effort.
The Specialized Experience Questionnaire (Attachment 7) included in the solicitation is provided for the offeror to submit to the client for each specialized project the offeror includes in its proposal for this subfactor.
The offeror shall submit a completed Questionnaire (Attachment 7) for each project submitted as an example of specialized experience. The Prime contractor shall submit a minimum of three (3) and a maximum of five (5) projects totals for itself and a minimum of one (1) Specialized Experience Questionnaire for each major subcontractor being used. The Specialized Experience Questionnaire shall be submitted with the proposal for work performed within the last five (5) years from the release date of this solicitation. Projects must be at least 75% complete.
All points of contact, phone numbers, and email addresses should be verified by the Offeror prior to submission. Points of contact must have first-hand knowledge of the project from a contractual, managerial, and technical perspective. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the offeror is unable to obtain a completed Specialized Experience Questionnaire form from a client for a project(s) before the proposal closing date, the offeror should complete and submit with the proposal the first page of the Questionnaire, which will provide contract and client information for the respective project(s).
2. Evaluation Factor 2: Aircraft & Equipment Maintenance Plan
· Describe the maintenance facility and skilled personnel onsite and nearby the main base of dispersal operations (Moore Air Base) to perform regular maintenance and periodical inspections of equipment and aircraft for release operations.
· Provide information on offeror’s maintenance facility and where it is located.
· Provide in detail with the offerors’ plan for conducting maintenance to ensure there is no delay in services while the aircraft are being serviced.
3. Evaluation Factor 3: Past Performance
State, and local laws and regulations. Past performance information is one indicator of an Offeror’s ability to perform the contract successfully.
The Government’s assessment of past performance will focus mainly on the quality of the Offeror’s and major subcontractors’ past performance, considering reputations with customers and other sources. The Government may use information provided by the offeror in its proposal and information obtained from other sources for projects performed within the past five (5) years. Past performance does not determine whether experience is specialized as that determination occurs under the Technical Capability subfactor for Specialized Experience.
There are no separate submittal requirements for this evaluation factor.
The Government will consider the currency of past performance information, source of the information, context of the data as a basis for evaluating performance quality, and general trends in the contractor’s and major subcontractors’ performance. The Government may contact any or all of the past performance references provided by the Offeror in response to this solicitation, including those provided on the Specialized Experience Forms, and may also use information obtained from any other sources, including Government files and Contractor Performance Assessment Reporting System (CPARS). While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance rests with the Offeror.
In the case of an offeror without a record of past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably provided the offeror certifies that past performance information is not available and provides an acceptable explanation as to why past performance is not available.
