About this file

This is a Price Proposal Spreadsheet for a hybrid Time & Materials (T&M) and Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract to support New World Screwworm (NWS) eradication and prevention efforts. The contract requires aircraft and crew services for aerial release of sterilized NWS pupae and transportation of pupae from production facilities in Pacora, Panama to the dispersal base in Edinburg, Texas. The pricing structure includes: (1) a one-time Mobilization Fee for Year 1 only, covering aircraft, crews, equipment, and installation of government-furnished special purpose equipment; (2) a Dispersal Hourly Flight Rate covering all costs except fuel, including scheduled maintenance, pilots, co-pilots, personnel transportation, certifications, insurance, and administrative expenses; (3) a Pupae Transportation Hourly Rate for transportation services; and (4) a Fuel & Airport Charges line item with a not-to-exceed amount based on proposed maximum flight hours and estimated fuel consumption of 100 gallons per hour.

The government estimates increasing flight hour requirements across the five-contract years, ranging from 24,336 dispersal flight hours and 7,600 transportation flight hours in Year 1 to 65,520 dispersal flight hours and 13,104 transportation flight hours in Years 3-5. Contractors must propose their maximum available capacity for both dispersal and transportation flights with corresponding hourly rates; actual task orders will be issued based on government-directed flight hours. The pricing schedule includes optional mobilization fees for additional dispersal base locations, to be negotiated at the task order level. The spreadsheet also provides a production capability timeline showing estimated weekly fly production capacity increasing from 100 million (current) to 500 million by December 2028, representing the government's production estimates only.
