The contract will be awarded as a Firm Fixed Price contract to the responsible prospective contractor offering the best value based on four evaluation factors: Technical Approach, Past Experience, Past Performance, and Total Price. Each non-price factor will receive a confidence rating (High, Some, Low, or Neutral as applicable) based on submitted documentation, with the final award determined through comparative analysis where all non-cost factors combined are approximately equal to price. Instructions to Offerors Project Description: Janitorial Maintenance services at eight (8) recreational sites located within Maricopa and Yavapai Counties in Arizona.

Location: See Statement of Work.

Instruction to Offerors:

All quotes must include all data and information requested and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package may be considered nonresponsive. All quotes are expected to conform to the solicitation provisions and be prepared in accordance with this section.

Return the following items with your response:

a. Technical Statement – provide a detailed statement about how you intend to satisfy the requirements in Section C of the Statement of Work.

i. Include a schedule with estimated labor hours for each site.

ii. If you require water or electricity, detail how you intend to supply those utilities at each site.

b. Submit three references for jobs completed within the last three years, which are similar in size and scope to the subject project. Include a brief description of each project, approximate period of performance, and a point of contact for the reference. A project will be considered similar in size if there are three or more sites included in the scope of work. A project will be considered similar in scope if it includes cleaning, disinfecting, trash removal, and restocking consumables.

Experience providing janitorial services at remote locations without access to water and electricity may receive a higher rating.

c. Submit a quote utilizing Attachment 4 - Bid Schedule.

Interested contractors must be registered in SAM (System for Award Management, www.sam.gov) and complete online representations and certifications before the solicitation response due date.

Response Due Date: 12:00 PM MDT on Friday, May 29, 2026. Email quotes to the Contracting Officer, Rachel Henriques, at rhenriques@ios.doi.gov, and the BLM Arizona procurement inbox at blm_az_procurement@blm.gov.

Basis for Award:

This contract will be awarded in accordance with FAR 13 and consider the following factors: Technical Approach, Past Experience, Past Performance, and Price. The Government will complete a comparative analysis to determine best-value determination, in which all non-cost evaluation factors are equal, and when combined, are approximately equal to price.

a. Factor 1 – Technical Approach: The Technical Approach Factor will receive a confidence rating, defined below, based on information submitted in the Technical Statement. Technical Statements that detail how the requirements in Section C of the Statement of Work will be met, propose a reasonable schedule, and describe how they intend to overcome challenges presented by servicing an area without utilities will receive the highest rating.

High Confidence The Government has high confidence in the Offeror’s technical approach, and their ability to execute the contract successfully with little or no Government intervention.

Some Confidence The Government has some confidence in the Offeror’s technical approach, and their ability to execute the contract successfully with some Government intervention.

Low Confidence The Government has low confidence in the Offeror’s technical approach, and their ability to execute the contract successfully even with Government intervention.

b. Factor 2 – Past Experience: The Past Experience Factor will receive a confidence rating, defined below, based on the Offeror’s demonstrated ability to provide the requisite experience to successfully complete the project.

High Confidence The Government has high confidence that the Offeror has the experience, capacity, and expertise to successfully perform the contract with little or no Government intervention.

Some Confidence The Government has some confidence that the Offeror has the experience, capacity, and expertise to successfully perform the contract with little or no Government intervention.

Low Confidence The Government has low confidence that the Offeror has the experience, capacity, and expertise to successfully perform the contract with little or no Government intervention.

c. Factor 3 – Past Performance: Past performance will be rated based on submitted references, and any other information deemed relevant by the Contracting Officer (e.g. prior work for the Department of the Interior, Contractor Performance Assessment Reporting System). Past performance projects deemed not relevant will not be considered. Projects deemed not current (greater than three years) will be disregarded. Offeror’s who lack recent or relevant past performance will be assigned an Unknown Confidence rating.

High Confidence Based on the offeror’s performance record, the Government has high confidence that the offeror will successfully perform the required effort.

Some Confidence Based on the offeror’s performance record, the Government has an Some confidence that the offeror will successfully perform the required effort.

Low Confidence Based on the offeror’s performance record, the Government has low confidence that the offeror will be able to successfully perform the required effort.

Neutral Confidence No performance record is identifiable, or the offeror’s performance record is so sparse that no confidence assessment rating can be reasonably assigned.

d. Factor 4 – Total Price: Price will be evaluated for reasonableness IAW FAR 13.

A Firm Fixed Price Contract will be awarded to the Offeror whose quote conforms to the solicitation requirements and represents the best value to the Government, in accordance with the evaluation factors defined below. Offerors must be deemed a responsible prospective contractor in accordance with (IAW)

FAR 9.1.
