HFO Vault Toilet Cleaning

Questions and Answers

1. How many trash cans are there at each location and what size are they?

a. None, we do not have trash cans in the facilities. Current contactor ties a trash bag onto the ADA grab bar.

2. What is volume of trash being collected from each location currently?

a. 3-4 55 gallon trash bags per week

3. Do you have any photos of the inside of the restrooms which can be shared with me?

a. Attached- all the facilities have very similar interiors.

4. What size toilet paper roll is being used today?

a. Standard household style. Current holder does not accommodate larger commercial style rolls.

5. Please confirm all locations are accessible by vehicle - ie located within parking lots. If not, what is the walking distance to the restrooms?

a. Yes, all accessible by vehicle and located in dirt parking lots.

6. Please confirm that the scope does not include pumping out waste vaults and disposal ? Vault pumping and disposal is not included in this contract.

a. Correct, not part of scope.

7. Could you please confirm whether the buildings are located within the parking lot area or along the trail?

a. Parking areas and accessible by vehicle.

8. Could you also provide an estimate of the weekly waste volume (e.g., approximately 40 gallons per week or higher)?

a. 3-4 55 gallon trash bags per week.

9. Does the BLM have historical records of monthly/annual quantity usage for consumables (toilet paper and trash bags) or projected public/visitor counts for these eight sites? This data is critical for accurate bid preparation, given the contractor's responsibility to provide all supplies.

a. Approximately 1000 rolls of TP and 200 trash bags. There is no estimated visitation available for these facilities.

10. Section C of the SOW specifies that the Contractor must supply all consumables (toilet paper, trash bags, cleaners, water, etc.). Should these costs be priced as separate line items, or should they be included within the "Unit Price" and "Total" on the provided Bid Schedule (Attachment 5)?

a. All costs, including consumables, should be included in the unit price and total price.

11. Given the lack of running water, please clarify if the facilities include waterless urinal commodes. If so, is the contractor responsible for supplying and changing the cartridges?

a. No urinal maintenance is required.

12. Does "legal disposal" permit the use of BLM-managed dumpsters at the District O ice, or must all waste be hauled to a commercial landfill at the contractor's expense?

a. No, trash cannot be dumped in BLM-managed dumpsters. Trash will need to be disposed of o site at the contractor’s expense.

13. Is there a BLM-approved location within the Phoenix District for drafting technical water, or must the contractor source all water from o -site municipal sources?

a. No BLM water source available, all water will need to be sourced o -site.

14. Will the government provide master keys for the padlocked toilet paper holders, or is the contractor expected to supply and manage their own padlocks/locking hardware for these dispensers?

a. Hardware will either be a combo pad lock or keyed padlock provided by the

BLM.

15. Who is the current vendor performing these services, and how long have they held the contract?

a. Fortazo Corp, 2 years.

16. What is the established budget?

a. The current option year cost is $43,156.00.

17. How does the current Statement of Work di er from the scope currently being performed?

a. No changes.

18. In Attachment 5, should the "Unit Price" represent the cost per individual service visit, or the total monthly cost?

a. The unit price should represent the cost per daily service. For example, line item 00010 estimates that cleaning services will occur 69 times between October 2026 – May 2027, and 18 times between June 2027 – September 2027.

19. Additionally, do you have the daily number of sta and the projected public/visitors for the sites?

a. No.

20. What is the square footage of the restrooms included in the SOW across all facilities?

a. 5 double vaults = 1,500 sq ft, 3 single vaults = 900 sq ft.

21. What is the total square footage of all buildings covered under this contract?

a. 2,400 sq ft.
