Questions must be submitted in writing to Rachel Henriques at rhenriques@blm.gov by 12:00 p.m. MDT on March 6, 2026. All quotes must be submitted electronically to Rachel Henriques and the BLM Arizona Procurement Inbox at blm_az_procurement@blm.gov by 12:00 p.m. MDT on March 13, 2026. Contract award will be based on four evaluation factors: Technical Approach, Past Experience, Past Performance, and Total Price, with non-cost factors combined being more important than price. Technical Approach, Past Experience, and Past Performance will each receive confidence ratings (High, Some, Low, or Neutral), while price will be evaluated for reasonableness only, not scored.

Addendum to FAR 52.212-1 – Instructions to Offerors – Commercial Items

This acquisition will be solicited and awarded in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.

A Firm Fixed Price Contract will be awarded to the Offeror whose quote conforms to the solicitation requirements and represents the best value to the Government, in accordance with the evaluation factors defined below. Offerors must be deemed a responsible prospective contractor in accordance with (IAW)

FAR 9.1.

This acquisition is being solicited as a total small business set-aside.

INSTRUCTIONS TO OFFERORS: All quotes must include all data and information requested and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package may be considered nonresponsive. All quotes are expected to conform to the solicitation provisions and be prepared in accordance with this section.

Return the following items with your response:

a. Technical Statement: Offerors are required to demonstrate full understanding of the requirement, to include the processes of decommissioning and outfitting the vehicles identified in the SOW. Include the following in your Technical Statement:

a. A schedule detailing project milestones. All work must be completed within 45 working days of complete vehicle and equipment delivery to awardee.

b. List all equipment to be removed, and what will be done with removed components.

c. List equipment to be installed, to include manufacturer, item description, and quantity. Include details of any special features or expected life span that exceed that of comparable products.

d. Warranty information (should include at least a one-year warranty for workmanship and parts).

e. Availability for maintenance completed under warranty (e.g., warranty work will be completed within one week of vehicle delivery to repair shop).

b. References: Submit three references for jobs for similar services completed within the last three years. Include type of service, approximate date, and point of contact for reference.

c. Price: Quote should include total price, as well as the rate and quantity of labor hours, and cost of parts.

QUESTIONS: All questions shall be submitted in writing via email to Rachel Henriques at rhenriques@blm.gov by 12:00pm MDT on March 6, 2026.

Addendum to FAR 52.212-2 – Evaluation – Commercial Products and Commercial Services

BASIS FOR CONTRACT AWARD: This contract will be awarded in accordance with FAR 13 and consider the following factors: Technical Approach, Past Experience, Past Performance, and Price. The Government will make a comparative best-value determination, in which all non-cost evaluation factors, when combined, are more important than price.

a. Factor 1 - Technical Approach: The Technical Approach Factor will receive a confidence rating, defined below, based on information submitted in the Technical Statement.

High Confidence The Government has high confidence in the Offeror’s technical approach, and their ability to execute the contract successfully with little or no need for Government intervention.

Some Confidence The Government has some confidence in the Offeror’s technical approach, and their ability to execute the contract successfully with some Government intervention.

Low Confidence The Government has low confidence in the Offeror’s technical approach, and their ability to execute the contract successfully even with Government intervention.

b. Factor 2 – Past Experience: The Past Experience Factor will receive a confidence rating, defined below, based on the Offeror’s demonstrated ability to provide the requisite experience to successfully complete the project.

High Confidence The Government has high confidence that the Offeror has the experience, capacity, and expertise to successfully perform the contract with little or no Government intervention.

Some Confidence The Government has some confidence that the Offeror has the experience, capacity, and expertise to successfully perform the contract with little or no Government intervention.

Low Confidence The Government has low confidence that the Offeror has the experience, capacity, and expertise to successfully perform the contract with little or no Government intervention.

c. Factor 3 – Past Performance: Past performance will be rated based on submitted references, and any other information deemed relevant by the Contracting Officer (e.g. prior work for the Department of the Interior, Contractor Performance Assessment Reporting System). Past performance projects deemed not relevant will not be considered. Projects deemed not current (greater than three years) will be disregarded. Offeror’s who lack recent or relevant past performance will be assigned an Unknown Confidence rating.

High Confidence Based on the offeror’s performance record, the Government has high confidence that the offeror will successfully perform the required effort.

Some Confidence Based on the offeror’s performance record, the Government has an Some confidence that the offeror will successfully perform the required effort.

Low Confidence Based on the offeror’s performance record, the Government has low confidence that the offeror will be able to successfully perform the required effort.

Neutral Confidence No performance record is identifiable, or the offeror’s performance record is so sparse that no confidence assessment rating can be reasonably assigned.

d. Factor 4 - Total Price: Price will not be scored or rated but will be evaluated for reasonableness in

IAW FAR 13.
