Statement of Work Summary: Law Enforcement Vehicle Decommissioning and Upfitting

A CustomCage prisoner quarter-cage, FabFour Matrix front bumper, Rigid Industries lighting, Warn Zeon XD-S winch, Real Truck running boards, truck vault, and tonneau cover will be installed. The contractor must supply key electrical components including the Federal Signal Valor Bar, siren/light controller, headlight flashers, LED light heads, console storage tray, DC outlet box with USB ports, cell booster system, and PA system. The contractor must be Motorola-certified, possess metal fabrication and woodworking capabilities, and follow proper wiring standards with soldering, shrink-wrapping, and quick-disconnect connections. Upon successful inspection and vehicle release, the contractor submits a final invoice through the Invoice Processing Platform detailing all parts removed and installed with make, model, description, quantity, warranty information, and clear work documentation.

Statement of Work (SOW)
Law Enforcement Vehicle Decommissioning and Upfitting
Nature of work:
Equipment removal and decommissioning of a 2019 Dodge 2500 4-door, 4wd truck. Remove all emergency lights, truck vault, aftermarket parts, radios and electrical components as necessary.
Plug holes and reinstall OEM equipment back to factory condition. Remove all law enforcement stripes, badges and agency markings.
Equipment installation for new 2026 Ford F250 Tremor 4-door, 4wd truck. Install and outfit emergency equipment including but not limited to; prisoner cage, console, wiring for radios and communications equipment, ground positioning system (GPS), emergency lighting providing 360-degree output, storage racks, boxes or vaults and any other equipment and/or electronic systems necessary for the vehicle to be fully operational and functional for law enforcement purposes.
The Contractor shall inspect, adjust, repair, remove, and replace equipment as specified. The Contractor is responsible for consulting BLM for clarification when needed and must provide recommendations for additional equipment not identified in the Statement of Work, as well as notify BLM of any excess or unnecessary equipment. All modifications to the scope of work require prior approval from the Contracting Officer.
The Bureau of Land Management will be responsible for vehicle delivery to and from the Contractor. Contractor facility must be within 200-mile radius of BLM’s Colorado River District Officer, 1785 Kiowa Ave, Lake Havasu City, AZ 86403. Upon successful inspection and release of both vehicles, the Contractor may submit a final invoice through the Invoice Processing Platform (IPP). The invoice shall include:

The following applies to all vehicles:
The contractor will inspect, adjust, repair, replace, or consult with BLM on equipment items. If there is other equipment or supplies needed for installation, the contractor will consult BLM for guidance. If items supplied with the vehicle are determined not to be needed, the Contractor will advise BLM. Any modification to the SOW must be approved by a BLM representative.
Decommission and/or Vehicle build timelines are subject to change if authorized by a BLM representative.
Work Standards and Qualifications:
1. Vehicles shall be securely stored while in the Contractor’s possession.
2. Unless required by the manufacturer, all equipment modification, adaptation, troubleshooting, diagnostics, and repair should be completed by the Contractor.
3. The Contractor shall have metal fabrication capabilities, and the ability to design, build, modify, reinforce, and repair parts such as weapons racks, mounts, brackets, partitions, and consoles.
4. The contractor shall be able to retain woodworking skills to design, build, modify and repair wood products such as command centers, cargo boxes, mounting platforms and consoles.
5. The Contractor shall be certified by Motorola and be authorized to sell, service, repair, install and remove all Motorola public safety products.
6. The Contractor shall solder and shrink wrap all power connections, provide power protection for all devices, protect wire bundles with loom, utilize quick disconnect plugs and sockets to shorten service time, and use proper hardware, terminals, and fasteners. Minimize connections to OEM wiring to eliminate OEM vehicle warranty issues. OEM wiring connections shall be done in accordance with the manufacturer's vehicle upfitters guides.

2. All non-OEM equipment shall be uninstalled and replaced with OEM equipment provided by BLM.
3. Any equipment not being utilized in the 2019 Dodge 2500 will be returned to the BLM and/or disposed of by contractor as determined by a BLM representative.
4. Plug all exterior holes and remove all decals.

g) Install LED head, 12 LED, dual color1 R/W, 1 B/W white function wired to switch to serve as high power reverse lights mounted on tailgate.
h) Install siren/light controller 1-piece single AMP. Siren wired to horn. Siren Park kill.
i) Install wiring for two-way radio system 1 piece.
j) Install radio coax NMO, RF con, Unity antenna.
k) Install LED flashlight and DC charger.
l) Install high power cell booster system.
m) Install red/white tactical LED dome light with dual switch over console.
n) Install AR-15 lock/mount with 2 button release. 8 second delay. Location TBD.
o) Install shotgun lock/mount with 2 button release. 8 second delay. Location TBD.
p) Install power panel, wire harness, misc. hardware and supplies.
q) Wire additional small rocker switches on console. Wire front off-road LED white lights, rear side/rear facing LED white lights, additional as necessary.
r) Install Protection system / timer / relay, siren control siren, park kill, flasher system for headlights and backup lights integrated into electrical components.
s) Triple DC outlet box with 4 USB ports.
t) SAT Rad prewiring kit.
3. Console:
a) Install radio and emergency lights console.
i. Storage tray, dual cup holders and padded arm rest.
ii. Install siren/light controller.
b) Install and wire additional small rocker switches on console. Wire for front IR Light, front off-road LED white lights, rear side/rear facing LED white lights, additional as necessary.
c) Gun Lock release/power, Master Power button (may be hidden) for all electrical components to keep battery from draining, extra aux. for add-on items.
4. Emergency Light Activation: TBD
a) CODE 1: Rear Lightbar red-blue flashing only
b) CODE 2: Code One features; plus red-blue flashing forward from light bar, tailgate LEDs flashing red and blue, Grill lights flashing red and blue, side marker LED lights flashing R/B/W.
c) CODE 3: Code One and Two features; Entire Light Bar and lower rocker panel Red, White and Blue lights, front and rear wig-wags.
d) OVERRIDE LIGHT SWITCH OPTION: intergraded with Take Down Lights; All forward-facing white lights.
5. Prisoner Cage
Install CustomCage prisoner quarter-cage (provided by BLM).
6. Front Bumper
a) Mount FabFour Matrix front bumper (BLM supplied).
b) Mount forward facing white Rigid Industries SR Series Pro 30” spot/flood combo light (BLM supplied).
c) Mount two (2) Rigid Industries D-Series Spot Amber Lens lights to front bumper (BLM supplied with brackets).
d) Mount Warn Zeon XD-S Winch (BLM supplied with relocation kit).
7. Body
a) Install side facing LED lights on front driver and passenger side fenders.
b) Install rear facing LED lights on tailgate.
c) Install Real Truck Amp Running Boards (BLM provided)
8. Bed

b) Install Real Truck Tonneau Cover (BLM provided)
