About this file

Attachment 4 is an Instructions to Offerors document for a United States Coast Guard solicitation (70Z03825QK0000022) for an Abrasive Cutting Waterjet System. The solicitation is a 100% small business set-aside for a brand name or equal waterjet system from Flow International Corporation, with a total of three line items: one (1) Abrasive Cutting Waterjet System (FLOW MACH M200-3020), associated rigging services, and training, all with a required delivery of 16 weeks after receipt of order.

The evaluation will use two factors - Technical Acceptability (pass/fail) and Price - with only the lowest-priced offer being evaluated for technical acceptability. Offerors must provide clear OEM traceability, a Certificate of Conformance, and detailed specifications if offering an "equal to" product. The solicitation requires submission of quotations by 28 May 2025 at 11:30 a.m. Eastern Time, with an anticipated award date of 11 June 2025. Quotations are preferred via email to designated Coast Guard contacts, with a subject line referencing the solicitation number.

Salient Characteristics

See Attachment 3

If offering the products of the listed OEM, all parts must have clear traceability to the OEM including the OEM’s Certificate of Conformance (COC) IAW FAR 52.246-15. Traceability is defined as a clear, complete, documented, and auditable paper trail which traces each step from an OEM or distributor to its current location.

Contractors providing “equal to” items shall clearly indicate so in their offer and include the OEM of each item.

“Equal to” offers shall include a product description along with detailed specifications, product characteristics, processing/handling guidance, illustrations, pictures, and other information sufficient to enable the Contracting Officer to determine that the quoted product is “equal to” the brand-name product. Specific website addresses containing this information may be provided in lieu of product literature. The offeror must clearly demonstrate that the quoted product is “equal to”; or the offeror’s assertion is insufficient. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.

Factor 2 – Price The offeror shall provide pricing as requested in the Schedule. Any quantity price discounts and discounts for prompt payment should be included in this section. The offeror’s quotation will be evaluated using one or more of the techniques defined in FAR 13.106-3, in order to determine if pricing is fair and reasonable.

Evaluation Method:

Only the lowest priced offer will be evaluated for Technical Acceptability. Should the lowest priced offer not receive an acceptable technical or past performance rating, the process will continue in order of lowest priced offer only until the lowest priced, technically acceptable offer is identified.
