About this file

This document is an attachment that provides information regarding Third Country Nationals (TCNs) covered under the resultant contract.

The attachment indicates that bidders/offerors must specify whether any of the following categories of employees will be employed: U.S. citizens/residents, individuals hired in the U.S. regardless of citizenship, or local nationals/TCNs. It states that for performance in Angola, worker's compensation laws do not exist to cover local nationals and TCNs. If the bidder/offeror indicates they will employ local nationals or TCNs where worker's compensation laws do not exist, they shall not purchase Defense Base Act insurance, but will assume liability for war-hazard injury, death, capture, or detention. The attachment also includes a certification that if the bidder/offeror lists TCNs, they will either provide accommodation for the TCNs or will not provide accommodation.
