About this file
This document provides details for a federal contract opportunity to replace locking mechanisms in dormitory buildings at Joint Base San Antonio - Fort Sam Houston. The Department of the Air Force Air Education and Training Command intends to award a firm fixed price contract to a small business vendor for the purchase and installation of 1200 electronic door strikes and card readers integrated with the Medical Center of Excellence Electronic Security System managed by Open Options. Installation requires the contractor be an authorized Open Options vendor to interface the new hardware with the proprietary Open Options software and existing access control infrastructure. The contractor must be licensed to perform the installation and provide all labor, equipment, tools, supplies, transportation, and project management to fulfill the requirements outlined in the Statement of Work.

This action is a "Brand Name Only" justification that will be used to limit competition to those vendors who can offer Open Options products. The intent is to award a firm fixed price contract to a single, small business vendor. The award will be made for the acquisition of electronic door strikes and card readers for 1200 dorm rooms. The door hardware will be purchased as a commodity with incidental installation and integration into the existing electronic security system (ESS).
Per confirmation by MEDCoE's Assistant Chief of Staff for Intelligence and Security, non-authorized vendors may supply similar products; however, these products will not readily work on the Open Options ESS.
Moreover, an unauthorized vendor will have little to no knowledge of the proprietary software application, nor will they have access to Open Options technical support. An unauthorized vendor's attempt to integrate

Integration of the electronic door strikes and readers into the Open Options ESS requires access to proprietary data and/or software that is exclusive to Open Options authorized vendors.
