1.0 EXECUTIVE SUMMARY
At the request of NUWC Division Newport, GLE Associates, Inc. (GLE) conducted an assessment of the AUTEC West Palm Beach - Roof, located at 801 Clematis Street in West Palm Beach, Florida on June 17, 2025. Specifically, the scope of services included the following:
Limited Asbestos-Containing Material (ACM) Survey Limited Lead-Containing Paint Screening Limited Poly-Chlorinated Biphenyls (PCB) survey
Consequently, this report is limited to the specified scope of services. While additional comments may be provided, the additional comments are submitted as a courtesy and are not intended to expand the original scope of this investigation. The scope of this survey did not include demolition of any building components, evaluation of architectural plans, or the quantification of materials for abatement purposes, or removal cost estimating. This report outlines the background information, our procedures and methodology, sample results, findings, conclusions, and recommendations.
Mr. Brandon Christensen (GLE) conducted the assessment activities. The asbestos survey was conducted pursuant to National Emission Standards for Hazardous Air Pollutants (NESHAP, 40 CFR 61) requirements. The lead-based paint survey was conducted using a modified version of the Department of Housing and Urban Development (HUD) survey methodology and in general accordance with Environmental Protection Agency (EPA) guidelines.
2.0 METHODOLOGY
2.1 ASBESTOS SURVEY
The survey was performed by visually observing accessible areas within the scope of work. An EPA/AHERA accredited inspector performed the visual observations (refer to Appendix A for personnel qualifications).
After the overall visual survey was completed, representative sampling areas were determined.
The surveyor delineated homogeneous areas of suspect materials and samples of each material were obtained, in general accordance with regulations as established by the Occupational Safety and Health Administration (OSHA) and NESHAP. The field surveyor determined sample locations based on previous experience.
After completion of the fieldwork, the asbestos samples were delivered Arrowhead Technologies, Inc. National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory, for analysis. The samples were analyzed by Polarized Light Microscopy (PLM) coupled with dispersion staining, in general accordance with EPA-600/R-93/116. Utilizing this procedure, the various asbestos minerals (chrysotile, amosite, crocidolite, actinolite, tremolite, and anthophyllite) can be determined. The percentages of asbestos minerals in the samples were visually determined by the microscopist. Please note that the EPA designates all materials containing greater than one percent asbestos as an “asbestos-containing material”.
Regulated Asbestos-Containing Material (RACM) is defined as (a) Friable asbestos materials, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations regulated by this subpart.
Category I and Category II non-friable ACM, as defined by the EPA:
Category I non-friable ACM means asbestos-containing packings, gaskets, resilient floor covering, asphalt roofing products, and pliable sealants and mastics that are in good condition and not friable, containing more than one percent asbestos, as determined using the method specified in Appendix E, Subpart E, 40 CFR Part 763, Section 1, PLM.
Category II non-friable ACM means any material, excluding Category I non-friable ACM, containing more than 1 percent asbestos as determined using the methods specified in Appendix E, Subpart E, 40 CFR Part 763 Section 1, PLM that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.
2.2 LEAD-CONTAINING PAINT SCREENING
It is GLE’s understanding that the survey was conducted to provide information needed to comply with 29 CFR Part 1926 “Lead Exposure in Construction; Interim Final Rule” for future demolition and/or renovation activities. The Scope of the “Lead Exposure in Construction; Interim Final Rule” “…applies to all occupational exposure to lead in all construction work in which lead, in any amount, is present in an occupationally related context.” Due to the lack of a firm correlation between lead levels in paint and airborne lead levels during construction activities, OSHA has developed task-related triggers that require the implementation of the provisions required in 29 CFR Part 1926. Demolition and/or renovation activities involve tasks covered under this standard.
The limited survey was performed by observing and testing accessible painted component surfaces of the building. The sampling protocol used in this lead paint survey is a modified version of the survey methodology established by HUD. The protocol was modified to conform to the specific parameters of this project.
After the overall visual survey was completed, an inventory of painted surfaces was developed. The surveyor then subdivided the areas into homogeneous areas of apparent similar paint history.
Sampling of the paint surfaces was performed by collecting representative paint chips. All samples were submitted to EMSL Analytical, Inc., (EMSL) an accredited laboratory recognized under EPA’s National Lead Laboratory Accreditation Program (NLLAP), located in Cinnaminson, New Jersey.
These samples were analyzed by EPA Method SW 846 3050B/7000B and the results are reported in percentage of lead by weight of the paint sample (% Wt). Laboratory Certification is provided in Appendix A. The results of the laboratory analysis are included in Appendix C.
2.3 PCB-CONTAINING CAULK SURVEY
GLE assessed immediately accessible areas of the subject location for visual evidence of suspect PCB-containing materials, such as caulking and/or sealants. Collected samples were submitted to EMSL, an accredited laboratory recognized under the National Environmental Laboratory Accreditation Program (NELAP), located in Cinnaminson, New Jersey. The samples were analyzed via EPA Method SW846 8082A for nine common Aroclors.
3.0 SAMPLING
Personnel and laboratory certifications are presented in Appendix A. Representative Photographs are presented in Appendix B.
3.1 ASBESTOS SURVEY
A total of nine samples of suspect building materials were collected from the facility during the survey, representing three different identified homogeneous areas. The asbestos laboratory analytical reports and chain of custody are presented in Appendix C.
A summary of the asbestos sampling analytical results and homogenous areas of suspect ACM determined to be present is outlined in the following table.

3.2 LEAD-CONTAINING PAINT SCREENING
The lead-containing paint survey was performed by visually observing accessible painted component surfaces associated with the scope of work. The protocol used in this lead paint survey is a modified version of the survey methodology established by HUD. The protocol was modified to conform to the specific parameters of this project. An EPA Risk Assessor performed the visual observations.
Testing of the painted surfaces was performed by collecting representative paint chips. All samples were submitted to EMSL Analytical, Inc., an accredited laboratory recognized under EPA’s National Lead Laboratory Accreditation Program (NLLAP). These samples were analyzed by EPA Method 3050B/7000B and the results are reported in percentage of lead by weight of the paint sample (% Wt). Please note that any detectable concentration of lead in the paint is designated by OSHA as “lead-containing.”
3.3 PCB-CONTAINING CAULK SURVEY
One suspect black rubber wrap was observed and sampled associated with the A/C Unit. Analytical results indicate that the wrap sample tested from the A/C Unit did not contain detectable concentrations of PCBs. The PCB laboratory analytical report and chain of custody are presented in Appendix D.
4.0 CONCLUSIONS AND RECOMMENDATIONS
4.1 ASBESTOS SURVEY
No asbestos-containing materials were identified in the scope of this survey.
4.2 LEAD-CONTAINING PAINT SCREENING
No lead-containing paint (LCP) was identified in the scope of this survey.
4.3 PCB-CONTAINING CAULK SURVEY
As previously stated, analytical results indicate that the A/C Wrap sample tested from the A/C condenser line did not contain detectable concentrations of PCBs. Therefore, this product is not defined as a PCB bulk product waste.
5.0 LIMITATIONS
GLE performed the scope of services as presented in our proposal. Reasonable effort has been made by GLE personnel to assess representative locations within the facility. Destructive sampling was not utilized as part of this assessment. GLE assumes no liability for existing conditions or damage within the subject facility or for any consequential effects that may result from our services and collection of field samples and measurements.
The information contained in this report was prepared based upon specific parameters requested by the Client. If additional information is available or becomes available, it should be forwarded for our review to determine if changes to our conclusions and recommendations are necessary. The data and evaluation in the report reflects conditions identified at the time of our site visit, and should not be construed as being representative of the site at a later date. GLE assumes no liability for any perceived or documented health effects of tenants, visitors, contractors, or any other individual that has or may come in contact with the building that may be attributable to the conditions present within the building.
The information contained in this report was prepared based upon specific parameters and regulations in force at the time of this report, and is only for the specific use of the Client and GLE.
GLE accepts no responsibility for the use, interpretation, or reliance by other parties on the information contained herein, unless written authorization has been obtained from GLE. This report is not intended to be used as a document to render health related opinions.
Because of the hidden nature of many building components (i.e. within mechanical chases), it may be impossible to determine if all of the suspect building materials have been located and subsequently tested. Destructive testing in some instances is not a viable option. We cannot, therefore, guarantee that all potential ACM, mold, PCBs or lead-containing paint has been located.
For the same reasons, estimates of quantities and/or conditions are subject to readily apparent situations, and our findings reflect this condition. We do warrant, however, that the investigations and methodology reflect our best efforts based upon the prevailing standard of care in the environmental industry.
Any materials found during construction activities, either not addressed in this survey report, or similar to the materials identified in this survey report, should be assumed to be hazardous until sampling and analysis documents otherwise.

SCOPE OF THIS REPORT
These samples were obtained as a part of a building survey; this report is only intended to be used as a part of the survey report issued by the surveyor. This report explains the laboratory analysis and results. The surveyor's report explains the sampling protocol used, when the samples were obtained, the location(s) of the samples, where the materials were observed in the building, quantities of materials observed, condition of the materials and the extent of his/her survey. Sample locations and material descriptions are given by the surveyor on the chain of custody but included here (possibly abbreviated)only as a convenience for the reader.
This report may not be reproduced without written permission of Arrowhead Technologies, LLC and must be reproduced in full.
STATEMENT OF LABORATORY ACCREDITATION
The samples were analyzed in general accordance with the procedures outlined in the Method for the Determinationof Asbestos in Bulk Building Materials, EPA/600/R-93/116,and the Interim Method for the Determinationof Asbestos in Bulk Insulation Samples, EPA 600/M4-82-020. The results of each bulk sample relate only to the material tested as received and the results shall not be used to claim product endorsement by NVLAP or any agency of the U.S. Government.
Floor tile and other resinously bound materials, when analyzed by the EPA method, may yield false negative results because of limitations in separating closely bound fibers and in detecting fibers of small length and diameter. When a definitive result is required, Arrowhead recommendsutilizing alternative methods of identification, including Transmission Electron Microscopy.
Specific questions concerning bulk sample results shall be directed to the Laboratory Director.
