About this file

This is a calculation template for demonstrating self-performed work requirements for specialty trade contractors bidding on federal construction projects. The template is specifically designed for offerors with NAICS code 23xxxxx (specialty trade contractors) and requires that at least 25 percent of the contract performance cost for personnel be performed by the prime contractor's own employees rather than subcontractors.

The template provides a structured format for breaking down costs by specification division, distinguishing between prime contractor and subcontractor work while identifying whether vendors are small businesses. Offerors must populate personnel costs and material/equipment costs in designated gray areas, then calculate subtotals before adding home office overhead, profit/fee, and bond costs to arrive at a grand total. The calculation of self-performed personnel costs requires offerors to subtract all subcontractor personnel costs from total personnel costs to determine the percentage of work being self-performed; this percentage must meet or exceed the 25 percent minimum threshold. Personnel costs are defined to include laborers, mechanics, tradesmen, and office personnel directly charged to the project, including project managers, superintendents, administrative staff, and estimators. The template concludes with a certification statement requiring an authorized representative's signature, typed name, title, and date to attest to the accuracy of the representations provided.
