About this file

This is a Budget Proposal Attachment for the Oregon Unemployment Insurance Navigator Grant Program issued by the Oregon Employment Department (OED) under RFGP #S-47100-00007425 (OED #23-151). The grant program operates during a 21-month budget period from September 1, 2023, through June 30, 2025, and requires proposers to submit comprehensive budget documentation detailing all personnel and operational costs associated with supporting the program. Personnel expenses must include the names and titles of all staff directly assigned to the project, with explanations for time-tracking procedures for part-time employees. Travel expenses are limited to current state rates for non-represented employees and local travel only, with out-of-town travel requiring pre-approval for OED-sponsored workshops or training. The budget proposal requires proposers to itemize costs across multiple categories including personnel, facilities and equipment, IT systems, software licenses, supplies, marketing and outreach, and contracted services, with a maximum of 12% of the total budget allocated to indirect and administrative costs.

Proposers must structure their budgets to ensure no single month's expenses exceed 9% of the total award amount to maintain continued grant activity throughout the funding period. Office space and furniture are expected to be provided in-kind by the proposer, as OED will not fund these costs directly. OED will provide flyers and outreach materials in multiple languages with customizable versions for organizational use. Administrative support or oversight positions are capped at 10% of total requested full-time equivalents, and expenses for legal counsel, accounting, and similar services are excluded from personnel costs. The budget proposal template requires documentation of funding allocations and separate itemization of all projected expenses, with OED retaining the right to request supporting documentation at any time during grant negotiations with successful proposers.
