About this file

This document is a Single Source Justification (SSJ) for the U.S. Department of State's U.S. Embassy in Islamabad, Pakistan, seeking to procure four brand-new Toyota vehicles through a sole-source procurement. The specific vehicles required are three Toyota Hilux Revo Rocco AT and one Toyota Hiace Standard Roof (Model Year 2025), with a total estimated acquisition value of $249,020.00. The procurement includes door-to-door delivery, with the contractor responsible for all logistics including shipping, handling, insurance, customs clearance, and associated risks.

The justification emphasizes the necessity of sourcing these specific Toyota vehicles due to the Embassy's existing Motor Pool standardization, local parts availability, and maintenance capabilities. The vehicles must be sourced from a manufacturer-authorized vendor located outside Pakistan and imported under Ministry of Foreign Affairs tax exemption procedures. The vendor must also operate or have access to a certified service center in Islamabad capable of providing warranty services and Original Equipment Manufacturer (OEM) parts. Market research confirmed that alternative vehicle makes and models would introduce compatibility issues, increased training costs, and reduced operational reliability, making Toyota the only brand meeting the Embassy's technical and logistical requirements.

SINGLE SOURCE JUSTIFICATION NOT EXCEEDING THE SIMPLIFIED ACQUISTION

THRESHOLD

SECTION 1: IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY

Department of State Contracting Activity ☒ Overseas Post: U.S. Embassy, Islamabad

Requiring Activity Procurement of four (4) soft-skin vehicles

SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

This action is to approve the purchase of the specific brand and types of Toyota vehicles described in Section 3 below. The vehicles will be provided to Embassy Islamabad GSO as replenishment of the GSO Motor Pool fleet. These vehicles are soft-skin (i.e., non-armored) and will be used primarily as self-driving vehicles by mission personnel. The acquisition will support and enhance the implementation of Mission Pakistan’s operational goals and objectives.

The procurement is limited to specific Toyota vehicle types, including required aftermarket accessories, for reasons detailed in Section 5 of this justification. This acquisition will result in the award of a new firm-fixed-price purchase order.

SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

The requirement is to provide four (4) brand-new Toyota vehicles—three Toyota Hilux Revo Rocco AT and one Toyota Hiace Standard Roof, Model Year 2025—for use by the U.S. Embassy in Islamabad, Pakistan. The estimated value for the entire acquisition is $249,020.00.

This acquisition includes door-to-door delivery, with the contractor responsible for all logistics, including shipping, handling, insurance, storage, demurrage, customs clearance, and assumption of all associated risks.

The U.S. Embassy Islamabad will assist with obtaining the necessary tax/duty exemption documents through the Ministry of Foreign Affairs (MFA) upon receipt of original shipping documentation.

Additional Requirements:

The vehicles must be sourced from a manufacturer-authorized vendor located outside of Pakistan and imported into Pakistan under MFA-approved tax exemption procedures.

The authorized vendor must operate, or have access to, a certified service center network located in or near Islamabad that is capable of:

• Honoring all applicable warranty services

• Providing and installing OEM (Original Equipment Manufacturer) parts for the specified vehicles

This procurement directly supports the GSO Motor Pool fleet replenishment and the operational mobility of Embassy personnel, which is critical to fulfilling the mission objectives of U.S. Mission Pakistan.

This justification applies only to the brand-name portion of the acquisition, which requires that the vehicles be Toyota brand, specifically the Hilux Revo Rocco AT and Hiace Standard Roof, in order to meet operational and interoperability standards.

SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN

FULL AND OPEN COMPETITION

In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer has deemed only one source reasonably available based on the following:

☒ Brand-name

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

CITED

The Embassy’s Motor Pool is standardized around Toyota vehicles, and the proposed vehicles must be sourced from a manufacturer-authorized vendor located outside of Pakistan and imported under MFA-approved tax exemption procedures (see Section 3). Only vendors meeting this requirement and capable of post-sale warranty support via a certified service center in Islamabad will be considered.

Toyota vehicles are among the most reliable and widely supported vehicles in Pakistan, with the Toyota Corolla being the most popular vehicle sold globally. This results in excellent availability of spare parts throughout the country, complementing the Embassy’s existing in-stock parts. The Embassy Motor Pool already has Toyota parts on hand and trained mechanics experienced in Toyota vehicle repair and maintenance. In addition to in-house capabilities, training support from Toyota Pakistan is also available to help Embassy mechanics maintain up-to-date skillsets for long-term fleet sustainability.

Alternative makes and models would introduce:

• Compatibility issues with parts and maintenance procedures

• Increased training costs and vehicle downtime

• Reduced reliability and logistical inefficiencies for field operations

Market research confirmed that while similar vehicle types exist, none met the full combination of technical, operational, and local support criteria required for the Embassy’s mission. Therefore, Toyota is the only brand that satisfies all essential technical and logistical requirements for this acquisition.

SECTION 6. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST

TO THE GOVERNMENT IS FAIR AND REASONABLE

By signing this justification, the Contracting Officer makes a determination that the anticipated cost to the Government is fair and reasonable, based on market pricing, historical purchase data, and the nature of the requirement.
