About this file
This document contains a sole source justification and description of a federal contract opportunity for upgrading the Integrated Base Defense Security System at Kadena Air Base in Okinawa, Japan. The contract calls for replacing three network switches, installing 52 Vindicator 1500 panel boards and 104 DSL modems along with required wiring and programming. The justification cites the need to use the same brand and model equipment currently installed for compatibility and to avoid unnecessary costs of replacing components not yet at end of life. The opportunity is limited to offers from contractors that can provide the specific equipment listed, including AES-1500 field panels, Cisco switches and SFPs, and Westermo Ethernet extenders, along with installation and integration services.

I. Contracting Activity.
18CONS/PKA, Kadena Air Base
II. Nature and/or description of the action being processed.
The Integrated Base Defense Security System is past the IMSC life cycle of 10 years. The IBDSS field equipment in the MSA is required to be replaced. The IDS is failing across the base due to antiquated software, firmware, hardware, and infrastructure. The specific items being purchased are governed by the CMD listing. Additionally, the equipment being purchased must coincide with the currently installed brand, make, and model for proper operational functionality.
Denying the request will result in additional unnecessary costs for the 18th Wing to replace existing components that are not past life cycle due to interconnectivity with third party hardware and software.
