About this file
This document is a Blanket Purchase Agreement (BPA) Terms and Conditions attachment for drug testing services at the Bureau of Engraving and Printing (BEP). The BPA covers the vendor's coordination and collection of specimens for BEP's Drug-Free Federal Workplace Program under E.O. 12564, in compliance with Department of Health and Human Services and Office of Personnel Management guidelines.
The agreement has an estimated value of $629,757 over a 5-year ordering period, though this amount is not guaranteed. Only duly appointed Contracting Officers from BEP's Office of Acquisition are authorized to issue purchases under the BPA, with individual purchases not to exceed the simplified acquisition threshold. The vendor must provide detailed delivery tickets with each shipment and submit itemized invoices at least monthly, with the BPA terms taking precedence over any conflicting terms on vendor invoices. The period of performance is twelve months from award or until written notification of completion from the contracting officer, whichever comes first.
