About this file
This file is Amendment 003 to solicitation 2031ZA25Q00086, which includes two new Questions and Answers related to drug testing services for the Bureau of Engraving and Printing (BEP). The amendment maintains the original proposal due date of February 18, 2025 at 12:00 PM CST.
The Q&A clarifies two key requirements: 1) The laboratory must be SAMHSA certified to meet Drug Free Federal workplace program requirements, and CLIA certification alone is not sufficient; 2) The contractor must provide both male and female collectors for random testing, which typically occurs monthly on each shift at the Fort Worth facility. The contractor will serve as backup/contingency for Washington D.C. testing. All offerors must acknowledge receipt of this amendment according to the instructions provided on the Standard Form 30.

Questions/Answers Solicitation: 2031ZA25Q00086, Amendment 003
Question 1) I am one of the owners of a Drug Testing lab based out of central Arkansas. It wasn't clear on the proposal online, is a SAMHSA lab required for your testing? We are a CLIA Certified High Complexity Toxicology lab, but we are not SAMHSA certified. The last I checked there were only about 16 in the US.
Answer: Yes, due to the requirements in the Drug Free Federal workplace program, all labs used for testing must be SAMSHA certified.
Question 2) I was looking over this solicitation and saw on page 2 (1.4.1) of the Attachment 1 - Performance Work Statement that the BEP would provide employees for collection at both the Fort Worth and DC facilities but then saw on page 4 (1.6.8) that the collector should be SAMHSA certified so I just wanted to confirm if we would be providing staffing for these locations or the BEP?
Answer: Yes, all contractors bidding must provide one male and one female collector for the random testing. Normally BEP tests on each shift once a month. Fort Worth is the facility where the testing will take place. The contactor will only be used as a backup/contingency for Washington D.C. testing.
