About this file
This document is a Salient Characteristics specification for a Fluid Storage & Dispensing System (updated July 27, 2026, Version 3), establishing mandatory requirements for an Oil/Coolant Storage and Dispenser system.
The system must consist of four 120-gallon aluminized steel rectangular containers with sloped bottoms and drain ports, configured in either one row of four or two rows of two using a stackable, modular, or racked design with securing brackets. The total system capacity is 480 gallons: 360 gallons for oil (up to 15W-40 viscosity) and ES Compleat PG diluted 50/50, and 120 gallons for coolant. Containers must be color-coded with three black tanks and one blue tank, featuring top-mounted desiccant breathers with color-change indicators and sight gauges with printed volume demarcations. The system must fit within a 12-foot width by 9-foot depth by 10-foot height maximum footprint and operate on compressed air power. Installation includes equipment delivery only; contractors are not required to perform physical assembly or anchoring. The pumping system requires two pneumatic, self-priming pumps: one Gear/Piston Pump for oil dispensing drawn from a manifold connected to three oil tanks, and one Double-Diaphragm (AODD) Pump dedicated to the coolant tank. Two 50-foot hose reels (one for oil, one for coolant) must be supported by the pumps, with purge/flush lines or return valves matching the hose diameter. Isolation ball valves must include one 2-way valve for the coolant system (directly after the tank outlet before the pump) and three 2-way valves for the oil tanks. The system must feature lockable dispensing ball valves and independent 10-micron inline filters on both oil and coolant lines with isolation valves before filters for shutoff during filter changes. Safety and spill containment requirements include a spill pallet holding a minimum of 130 gallons (25% of total liquid stored), drip pans, and isolation valves on all sight gauges to prevent leaks if gauge glass breaks. The suggested brand is Lubrisource (Model HDL4-FS-0064-3W-2E-1F-1SP); however, "equal" products meeting all essential physical, functional, and performance characteristics will be evaluated and accepted.

Salient Characteristics: Fluid Storage & Dispensing System (Brand Name or Equal)
UPDATED: 27 July 2026 V3
Name: Oil/Coolant Storage and Dispenser
Make: NOT A BRAND NAME SET-ASIDE Lubrisource or equal
Model: HDL4-FS-0064-3W-2E-1F-1SP or equal
The suggested brand name is Lubrisource; however, quotes for "equal" products will be evaluated and accepted provided they meet all the essential physical, functional, and performance characteristics
System Configuration & Facility Requirements
Feature Mandatory Requirement Footprint Must fit within a maximum space of 12ft W x 9ft D x 10ft H. (Dimensions may be adjusted if the design safely maximizes vertical space).
System Architecture
Stackable, modular, or racked design. Must include brackets to hold the containers securely in 1 row of 4 or 2 rows of 2.
Power Supply Compressed Air Installation Equipment delivery only. Contractors are NOT required to perform physical assembly, anchoring, or setup.
Storage Tank Specifications
Feature Mandatory Requirement Container Build
Four (4) 120-Gallon aluminized steel, rectangular containers. Tanks must feature sloped bottoms and drain ports for easy cleaning.
Fluid Capacities & Coding
The system will feature four containers with a minimum capacity of 120 Gallons each, providing a total system capacity of at least 480 Gallons to accommodate three different types of oil. The required 360 Gallons of Oil (up to 15W-40 viscosity) and ES Compleat PG diluted 50/50 and 120 Gallons of Coolant. Tanks must be color-coded to clearly identify different fluids. Brands of each lubricant: Multiple sources, and Fleet Guard.
Container Color
(3) Black (1) Blue
Breathers Top-mounted desiccant breathers featuring visual "Color-Change" indicators.
Level Indicators
Sight gauges for visual monitoring of liquid levels. Gauges must include printed volume demarcations.
Pumping, Dispensing, & Filtration
Pumps Two (2) Pneumatic (Air-Operated), self-priming pumps. One Gear/Piston
Pump shall be used for the oil dispensing system, drawn from a manifold connected to the three oil tanks. One Double-Diaphragm (AODD) Pump shall be dedicated to the coolant tank.
Hose Reels
Two (2) 50ft Hose Reels (one for Oil, one for Coolant). Pumps must be strong enough to support the 50ft reels and intake/refill. Must have a purge/flush line or a return valve near the reel the same size diameter as the hose reel. One 2-way isolation valve (standard full-port ball valve) for the coolant system. Place it directly after the coolant tank outlet (before the pump) so you can isolate the tank for maintenance or pump swaps. Three 2-way ball valves (one per tank) for oils.
Dispensing Valves
Must include lockable dispensing ball valves.
Filtration It must feature 10-micron inline filters dedicated; independent 10-micron inline filters must be installed on both the oil and coolant lines.
Filter Isolation
Must include isolation valves installed before the filters for both coolant and oil to allow fluid shutoff during filter changes.
Safety & Spill Containment
Spill Pallet Spill containment must hold a minimum of 130 Gallons (which satisfies the 25% of total liquid stored requirement).
Drip Pans Drip pans must be included. (Drain valves on drip pans are not required).
Gauge Safety
All sight gauges must have isolation valves installed to prevent leaks if the gauge glass is broken.
Figure 1 For Reference only: NOTE: The attached graphic is a conceptual reference for build quality and general layout only. The contractor must strictly adhere to the physical tank counts and capacities specified in the text.
