Summary of Federal Contract Solicitation FA452826QSP03

This document is a compilation of clauses incorporated by reference and clauses in full text for a federal contract solicitation (FA452826QSP03) issued by the U.S. Air Force. The solicitation pertains to the procurement of commercial products and commercial services under a small business set-aside. The NAICS code for this acquisition is 332420 with a small business size standard of 750 employees. The contracting activity is located at FA4528 with inspection and acceptance at FC3EC. Quotations must be submitted using the attached Quote Sheet, and technical compliance is demonstrated through product literature and clear photographs for each unique item. The evaluation will be based on three factors: Technical Capability (pass/fail), Price (comparative evaluation), and Past Performance (non-price factor for best value determination). Bids must be accepted within 60 calendar days from the solicitation receipt date, with acceptance by October 1, 2026.

The contract incorporates numerous mandatory clauses addressing small business programs, security prohibitions, whistleblower protections, buy American preferences, export controls, payment procedures via Wide Area WorkFlow (WAWF), and compliance with various federal regulations including those related to covered defense telecommunications equipment, Xinjiang sourcing prohibitions, and contractor responsibility requirements. Payment will be processed electronically through WAWF with specific routing data to DoDAAC codes F87700 (Pay Official), FA4528 (Issue/Admin), and FC3EC (Inspection/Ship To/Service Approver/Acceptor). The contract includes a one-year parts and labor warranty for supplies of a noncomplex nature and permits time-and-materials pricing with a ceiling price limitation requiring contractor notification when costs approach 85 percent of the ceiling.

52.212-2 Evaluation-Commercial Products and Commercial Services.

(Deviation 2026-O0038) 2026-02

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

[Insert evaluation factors in the relative order of importance. For requests for proposals, state:

Evaluation factors other than price when combined are [significantly more important than price /approximately equal to price/significantly less important] than price. For invitations for bids, list only price and price-related factors.]

Technical Capability: A Quoter’s quotation will be considered technically acceptable if it meets all the specifications in Attached - SOW. To demonstrate technical compliance, Quoters must submit product literature and clear photographs for each unique item. For clarity, the literature/photography requirement applies to each distinct product type, not to the total quantity being procured. The Government will use this information to validate the technical requirements. Quotations that do not meet all technical requirements will be considered unacceptable and will not be considered for award.

Price: Price will be evaluated on a comparative basis amongst all the quotations received and the Government’s estimate. Pricing must be submitted on Attached – Quote Sheet. Quotes that do not use the attached quote sheet may be considered unacceptable and may be ineligible for award.

Past Performance: The Government will conduct a comparative evaluation of Quoters past performance to assess the quality of their prior work. This past performance evaluation is a non-price factor and will be used in the best value determination for award. The Government will evaluate past performance based on information from a wide variety of sources, both inside and outside the Government. This may include but is not limited to the Contractor Performance Assessment Reporting System (CPARS), the Contracting Officer’s knowledge of previous experience with the item or service, commercial market experience, and consideration of performance as a subcontractor. A Quoter with no relevant past performance history, or for whom information is not available, will not be evaluated favorably or unfavorably on this factor and will receive a "Neutral" rating. Please note, the Past Performance evaluation conducted for the best value determination is separate from the responsibility determination required by RFO 9.104. The Government will make a separate determination of contractor responsibility for the apparently successful Quoter, which may also consider elements of past performance. Quoters may submit past performance information, including for work performed as a subcontractor using Attached – Past Performance Information Form (PPIF). Detailed instructions for this submission are included in the attachment.

N/A

(b) . The Government will evaluate offers for award purposes by adding the Options (if applicable) total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) . A written notice of award or acceptance of an offer furnished to the successful Notice of award Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
