About this file
This document is an Addendum to 52.212-2 Evaluation for Commercial Products and Commercial Services, outlining the evaluation criteria for a federal contract opportunity. The Government will use a Lowest Price Technically Acceptable (LPTA) procedure to award the contract, with price being more important than technical factors. The evaluation will involve two primary factors: Price and Technical.
For the Price factor, the Government will determine the Total Evaluated Price (TEP) by multiplying quantities by proposed unit prices, and will conduct price reasonableness and price realism analyses using methods like comparative analysis or commercial price lists. The Technical factor requires offerors to submit a Capability Statement demonstrating understanding and ability to meet requirements in the attachments, with quotes receiving either an Acceptable or Unacceptable rating based on compliance with the Minimum Salient Characteristics and Statement of Work. Quotes will be evaluated on their ability to clearly meet the solicitation's minimum requirements, with the lowest technically acceptable offer receiving the contract award.

Evaluation Criteria
The Government will utilize lowest price technically acceptable (LPTA) procedures. The Government will award a contract resulting from this solicitation to the responsible offeror conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The price is more important than technical. The Government will first establish a competitive range based on price and then evaluate the lowest offer within that range for technical acceptability. If the lowest offer is not technically acceptable, the Government will proceed to evaluate the next lowest offer, and so on, until a technically acceptable offer is identified.
The following three factors shall be used to evaluate offerors:
Factor 1: Price
An offeror’s Total Evaluated Price (TEP) will be determined by multiplying the quantities identified by the proposed unit price for each Contract Line Item Number (CLIN) to confirm the extended amount for each. The Government will first conduct a review of the overall quoted pricing and place the offerors in order from lowest to highest based on price. The government will conduct both price reasonableness and price realism to establish a competitive range. Generally, adequate price competition will satisfy the criteria of price reasonableness;
other methods include, but are not limited to, historical prices paid and comparison to the Independent Government Cost Estimate. In addition, the Government will conduct a price realism analysis to ensure that the proposed price is realistic for the work to be performed, reflects a clear understanding of the requirements, and is consistent with the offeror's technical proposal.
This analysis will include one of the following:
• Comparative Analysis: Comparing proposed prices with the Government estimate, historical prices, or prices submitted by other offerors.
• Commercial Price Lists or Industry Catalogs: Using commercial price lists or industry catalogs to verify that proposed prices are in line with industry standards for similar goods or services.
Factor 2: Technical
Technical proposals shall include the Offeror’s Capability Statement that includes a statement of understanding and capability in meeting the requirements within Attachment 1 – Minimum Salient Characteristics and Attachment 2 - SOW. Each quote will receive an acceptable or unacceptable rating indicating whether the quote is technically acceptable.
Technical Acceptable / Unacceptable Ratings
Acceptable Quote clearly meets the minimum requirements of the solicitation.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
At a minimum, the quote must comply with Attachment 1 – Minimum Salient Characteristics and Attachment 2
– SOW.
