About this file
This document is an Addendum to 52.212-1 for an API 653 Fuel Tank Inspection solicitation at Scott Air Force Base. The U.S. Army Corps of Engineers is seeking qualified contractors to perform fuel tank inspection and maintenance services, with specific requirements including draining fuel, disposing of unacceptable fuel, and cleaning the tank. Offerors must submit a 5-page proposal electronically to Tony Manna and MAJ Minhthu Vu, including the inspector's certification number, a one-page resume, and three previous project references completed within the past five years.
The government will evaluate quotations based on three primary factors: technical capability (inspector expertise and certifications), experience (comparison of previous projects to current scope), and price. Quotes will be assessed on their ability to meet performance objectives, with higher ratings given to offers demonstrating strong project similarity. The contract will be awarded to the responsible quoter providing the best value to the government, with the understanding that funds are not currently available and no award will be made until funding is secured.
