About this file
This is a Basis of Design document for the Upgrade Exterior Security System project at VA Puget Sound Health Care System in Seattle, Washington (Project #663-21-100). The document provides the 100% construction design narrative and specifications for security upgrades across five parking lots (B, C, D, and E) at the facility.
The project encompasses five primary components: exterior lighting system upgrades, security camera surveillance systems, emergency blue light telephone call stations, vehicle access control gates, and associated civil/site infrastructure work. The design includes 15 emergency blue light call stations with handsfree speaker telephone functionality featuring single-button operation, programmable up to 10 emergency numbers, stainless steel construction with Braille-compliant ADA plates, and remote programming capability via touch-tone telephone. Security cameras will be mounted on existing light poles, new emergency call station towers, or dedicated camera poles, providing pan/tilt/zoom (PTZ) and 360-degree multi-sensor capabilities with infrared illumination for day/night operation, integrated with existing Avigilon Control Center video management software with minimum 60-day recording capability. Vehicle access gates incorporate HID card access systems, siren-operated sensor (S.O.S.) emergency vehicle gate openers, and IP-based Stentofon intercom systems, with less robust access-control-rated gates specified instead of crash-rated alternatives per the deductive alternate approach. The project requires installation of new underground conduit systems for power and fiber-optic telecommunications using PVC schedule 40 conduit, CAT 6A ethernet cabling, and power distribution from existing panelboards at Buildings 7, 33, 34, and 104, with all work coordinated to minimize disruption to facility operations during normal VA working hours across five construction phases.

EXECUTIVE SUMMARY
Spees Design Build has been contracted to provide upgrades to the Seattle VA Security System.
The Upgraded Exterior Security System will:
1. Provide an improved exterior security system in the interest of safeguarding veterans and staff.
2. Provide emergency blue light telephone stations across the South Parking Lot and Parking Lot B.
3. Provide security cameras for visual monitoring of the parking lots as identified.
4. Install four access gates in the subject parking lots to limit access to employees and contractors.
Access gates are a deductive alternate.
The design considers necessary work within both vertical and horizontal adjacencies (i.e. below grade), to configure the spaces for secure use including efficient traffic and access flow. This is a fully functional medical facility, and the design must minimize disruption of traffic (vehicular and pedestrian) flow in the parking lots as well as the surrounding areas during construction.
The A/E shall provide all required professional engineering consultants to include, but not limited to architectural, civil, electrical, and telecommunications.
Spees work towards the 100% Construction Documents includes further deductive alternate coordination with the VA and design, responses to 95% DD2 review comments, cost analysis, coordination with VA engineering staff and review of as-built drawings.
A traffic study was performed by professional engineers under Spees’ supervision. The study highlights modifications to the gate systems at each of the four locations specified in the scope of work.
The 100% design reflects detailed designs for demolition, new construction, devices and power and data typology.

ELECTRICAL NARRATIVE PAGE 10
ELECTRICAL NARRATIVE
The intent of this project is to increase the security of the existing exterior parking lots by providing a video camera security surveillance system, emergency blue light telephone stations, and vehicle entry gates with access control. The project will be designed with all the systems required including the following:
• Surveillance cameras will be provided to cover the complete view of the parking lots. The cameras will be mounted on existing light poles and on new emergency blue light telephone stations. Where an existing light pole does not exist and a blue light call box will not be present, a new dedicated camera pole will be provided.
• Emergency blue light telephone stations and entry gates will be provided and placed per our coordination effort with the VA.
• Power and telecommunications for all new systems will be provided via existing infrastructure;
existing systems will be upgraded as required.
EXISTING CONDITIONS
The existing parking lots are lighted but do not have an existing video camera surveillance system, emergency blue light telephone stations, or vehicle entry gates. Existing underground handholes and vaults are being evaluated for use for new underground power and telecommunications conduits.
Buildings 7, 33, 34, and 104 are the nearest buildings to the area of work; the building’s electrical rooms and telecommunications rooms have been evaluated to see if they are acceptable tie-in locations for power and telecommunications; these locations are acceptable. Reference the drawings for the exact rooms proposed to be used.
PROJECT UPGRADES
Power – Emergency power will be provided to the security camera systems, blue light call boxes, and access-controlled entry gates utilizing existing panelboards where available. All circuits have been analyzed for voltage drop and short circuit values as required. All panelboards receiving added load were metered for 30-days to verify panel capacity per NEC; the metered data can be viewed on the drawings.
Lighting – Where a light pole is removed for demolition it will be replaced at the nearest feasible location.
ELECTRICAL NARRATIVE PAGE 11
Conduits - Conduits shall be rigid where used in damp or exposed locations, or where specifically required by the NEC. PVC schedule 40 conduits shall be used where routed underground. Conduit shall not be used as a ground path; all electrical circuits shall contain a green insulated ground wire.
For all pole mounted equipment, the conduit will be surface mounted on the pole; for cameras, the pole is used as a raceway.
Where physical constraints do not allow separate conduits, communication cabling and power may be routed in the same conduit. Conduits which will support the installation of power and fiber optic communications will be sized to accommodate power conductors as well as dielectric fiber optic cable so that both power and fiber optic cable may share one (1) conduit. Each equipment enclosure will receive (1) dedicated 1.25” minimum conduit between the building servicing power and fiber optics.
Additional conduits will be installed to support low voltage power and communications between equipment enclosures and individual device locations. Where multiple devices are utilizing the same pathway it may be required to enlarge the conduit size for appropriate fill ratio. Where conduits are installed to support one device and continue to additional devices, a Quazite pull box shall be installed. Pull boxes shall be rated for the appropriate traffic rating determined by the installation location. Pull box lids shall have
“Security” stamped on them and be capable of bolting to the base with stainless steel hardware.
The security upgrades will require new underground infrastructure systems, including new power and communications utilities to service the new systems proposed.
Underground infrastructure systems will require trenching and/or directional boring (refer to civil) and other means necessary to install new conduit systems between existing buildings and security device locations. Underground conduits will be designed to provide efficiency to mitigate massive disturbances to existing surfaces.
Conductors – Copper conductors with 600-volt insulation for low voltage distribution has been provided.
Conductors No. 12 and larger shall be stranded, type THWN. Smaller conductors shall be a solid type
THHN/THWN. Aluminum conductors will not be permitted. Conductors for use in high temperature locations shall be insulated as required by the NEC. The minimum size of power conductors shall be
No. 12.
ELECTRICAL NARRATIVE PAGE 12
Telecommunications – All ethernet cabling shall be CAT 6A. Fiber-optic cable type shall be coordinated with local VA to adhere to facility’s requirements.
The new security systems will consist of various types of CCTV cameras, emergency blue light telephone stations, and access control gates. These systems will provide the
VA Police the necessary tools to monitor the campus for the safety of patients, guests and staff members.
Stainless Steel NEMA 4X equipment enclosures will support the termination of fiber optic cables and power to support the new systems. Each enclosure supporting CCTV and emergency blue light telephone station will be provided with a duplex receptacle, fiber optic distribution panel, PoE+ network switch, camera power injectors as required, and
24VAC power supplies. Enclosures will have a continuous hinge on one side with a lockable lever handle. Keys for all enclosures will be alike.
Equipment enclosures have been placed throughout the campus to support as many devices within 275’ of the enclosure to maintain cable distance standards.
The CCTV camera system will consist of pan/tilt/zoom (PTZ) cameras, 360-degree multi-sensor cameras, and new video recorders. Cameras will be supported with Cat 6A cabling between the camera and assigned equipment enclosures. Cameras will be installed approximately 12’ above the ground on either existing light poles, new camera support poles or utilizing an emergency blue light call station with camera arm.
Cameras will be installed to capture high quality video in day or night conditions utilizing
IR Illuminators. Cameras will be programmed to record on motion and provide PTZ camera call ups upon an initiated analytic event. Users will be able to control PTZ cameras utilizing a joystick.
The new video recorder will be sized to integrate the new cameras with the existing
Avigilon Control Center video management software and recording solution. The new servers will fully integrate with existing to provide minimum 60 days. New servers will be provided with appropriate ACC7 licenses and minimum 1-year Smart Assurance. NVR’s will be configured so that one NIC is configured for the CCTV network and the other configured for connection to the VA Network. Both networks shall always be air-gapped.
The emergency blue light call stations will be installed throughout the campus parking areas to provide push button access to emergency services. Call boxes will be installed
ELECTRICAL NARRATIVE PAGE 13
on existing light poles or as stand-alone towers. Each call box will include LED lighting for night use as well as blue lights affixed to the top of the boxes or towers for visibility.
Call box towers will be blue in color and have “EMERGENCY” labeled on the sides.
Towers will be fitted with camera arms as required per placement to provide a collocated solution minimizing infrastructure needs. Call boxes mounted to light poles will also have blue lights for visibility.
Emergency blue light call stations will utilize a Voice over IP (VoIP) call station which will be integrated into the VA VoIP system. Call stations will be programmed to automatically ring VA Police Dispatch or other locations as determined by the VA.
DEDUCTIVE ALTERNATIVES PAGE 14
DEDUCTIVE ALTERNATIVES
Five deductive alternatives are proposed.
Deduct D-1. The first is removing one of the incoming lanes at the western gate entrance to parking lot E. The traffic engineer suggested two incoming lanes to handle peak traffic and the design currently has two incoming lanes.
Deduct D-2. Second, the government stated it wanted more emergency blue light telephone stations and the design currently reflects a layout accepted by the government.
However, there is no code or standard design for this layout and vendors suggest placing emergency blue light telephone stations at intervals no longer than 300 ft and a person in need should always be able to see one from any location in the design area. The second deductive alternate eliminates all emergency blue light telephone stations that don’t meet this minimum guideline.
Deduct D-3. Third, the M30 gate is rated for a vehicular crash at 30mph. The design intent for the gates is to limit access to the parking lot to badged/authorized individuals, not an anti-terrorism intent that would necessitate stopping a vehicle charging the gate.
The third deductive alternate suggests the use of less robust gate systems. This deduct was selected.
Deduct D-4. The fourth deductive alternate is to use lower tier cameras that don’t have infrared. The rationale for this alterative is that the parking lots are well lit and IR is not required to meet the design criteria.
Deduct D-5. Fifth, the government directed the gates and supporting equipment be a deductive alternative. For this deduct, the parking lot entrances and exits will be demolished and new lanes, curbs, markings, and signage will be installed, however the gate device, card reader stanchion, gate lane island curbs, conduit and cables to the gate and card reader will not be installed.

MR-Manufacturer Bird Barrier America, Inc. manufactures the patented Bird-Flite from high-grade stainless steel and ultra-violet stabilized polycarbonate.
PR-Product Presentation Bird-Flite is a low cost stainless steel and ultra-violet stabilized polycarbonate ledge product. It deters pigeons and larger birds from roosting and nesting on light to heavy pressure ledges, Ibeams, parapets, overhangs, pipes, signs, edges of roofs, chimneys, etc.
The long stainless steel rods protrude upwards and outwards in a manner which makes it impossible for pigeons to land, and because the rods are spaced 1.5” apart, and are not sharp, they do not gather debris and nesting materials like other spiked ledge products on the market.
With Bird-Flite’s durable, plastic base, installation is simple. Simply glue the base to your ledge with Bird Barrier Bond, and you’re done.
There are no clumsy clips or special attachments to worry about. The base also features pre-drilled holes so you can use screws or nails instead of glue if you prefer.
The flexible snap-off base permits installation on any architectural configuration, and makes it very easy to go around corners or adapt the product to small, hard to protect areas like lights, security cameras, drainage pipes, etc.
Bird-Flite narrow, wide and xtra wide can be used in combinations to protect any ledge width. Please refer to the diagrams below for examples.
Bird-Flite Narrow Rod Material : 302 Stainless Steel, 18 per foot Base Material: Ultra-violet stabilized polycarbonate Width: 2” (5.0 cm) Height: 4.5” (11.5 cm) Length: 36” (30.5 cm) per piece
Bird-Flite Wide Rod Material : 302 Stainless Steel, 18 per foot Base Material: Ultra-violet stabilized polycarbonate Width: 4.5” (20.5 cm) Height: 4.5” (12 cm) Length: 36” (30.5 cm) per piece
Bird-Flite Xtra Wide Rod Material : 302 Stainless Steel, 30 per foot Base Material: Ultra-violet stabilized polycarbonate Width: 8” (11.5 cm) Height: 4.5” (11.5 cm) Length: 36” (30.5 cm) per piece
UA-Uses, Applications Bird-Flite can be used to control a wide variety of architectural bird problems caused by pigeons and larger birds. Bird-Flite Narrow, Wide and Xtra wide can be used in combinations to protect any width ledge.
The tips of Bird-Flite can be spaced up to 2.5 inches apart from each other and up to 2 inches from the back wall of the ledge. Bird-Flite can withstand the heaviest bird pressure (see introduction) of any ledge product on the market, and therefore should be the first choice if there are nests on the ledge to be protected. Wider ledges (more than 24 inches wide) with heavy pressure bird problems should be protected with Bird Barrier’s StealthNet.
AI-Assembly, Installation Bird-Flite is provided in finished form and does not require any assembly. Simply glue the plastic base directly to the ledge using Bird Barrier Bond (2 hour set time) or Bird Barrier Super Bond (1 hour set time), or screw or nail the base directly to the ledge.
MF-Materials, Finishes Bird-Flite’s rods are made of 302 grade stainless steel. Bird-Flite’s base is made of ultra-violet stabilized polycarbonate.
TS-Technical Support Bird Barrier’s knowledgeable field representatives are available to assist in any aspect of evaluation, product recommendation and even local certified installation. Execution
3.1 Examination
3.1.1 Examine installation area. Notify architect of detrimental work conditions.
3.1.2 Do not proceed until conditions are corrected.
3.2 Surface Preparation
3.2.1 Ledges and mounting surfaces shall be cleaned with a
combination of Bird Barrier’s cleaning products, Dissolve-It, Disinfect-It or Absorb-It when applicable . The surface should then be dry and free of peeling paint, rust, bird droppings or other debris. Bird droppings shall be removed in a safe manner; large quantities shall be removed and disposed of by reputable waste removal companies.
3.2.2 Remove or repair articles that may damage the Bird-Flite after installation, such as tree limbs, brush, and loose parts of the building.
3.3 Installation
3.3.1 Installing Bird-Flite on surfaces not able to be drilled using Bird Barrier Bond. Apply 4-5 quarter sized dabs of Bird Barrier Bond to the base of the 3-foot piece of Bird-Flite and apply to surface to be protected. Follow recommended installation instructions, which are supplied by the manufacturer. The Bird-Flite shall overhang the ledge by 1/4”, and the tips can be up to 2.5” from the back wall of the ledge.
3.3.2 Bird-Flite shall cover the complete ledge, not just the outer perimeter. Bird-Flite shall extend to each corner. Bird-Flite is an anti-landing device, not a barrier. It is acceptable to leave 2.5” between rows (measured from the tip of the rods) of Bird-Flite narrow or wide.
3.3.3 Bird-Flite shall be installed straight, or must follow the contours of the architecture perfectly. Uneven spacing of Bird-Flite will result in an unattractive installation, and space left between ends of Bird-Flite will present a landing opportunity for the deterred birds. Refer to Bird- Flite installation literature for details.
3.4 Inspection
3.4.1 Visually inspect Bird-Flite for poor adherence to mounting surfaces, or other problems related to poor installation or surface preparation.
3.4.2 Repair as necessary immediately.
OM-Operation, Maintenance If the Bird-Flite is installed per our specifications, the product should be virtually maintenance free. Occasionally birds might drop debris in the Bird-Flite in an attempt to build a nest, but Bird-Flite is designed to release such debris. Debris which is not released by the product should be removed by maintenance people on a regular basis.
