About this file

This is a comprehensive specifications document for the Upgrade Exterior Security System project at VA Puget Sound Health Care System in Seattle, Washington (Project #663-21-100). The specifications detail all materials, installation methods, testing requirements, and quality standards for upgrading the facility's exterior security infrastructure.

The project encompasses multiple construction divisions including civil work, electrical systems, communications infrastructure, electronic safety and security systems, and specialized installations. Key components include exterior security system upgrades to provide improved safeguarding of veterans and staff through installation of four access gates in parking lots, adequate emergency blue light telephone stations across South Parking Lot and Parking Lot B, and security cameras for visual monitoring. The specifications mandate compliance with the latest National Electrical Code (NFPA 70), industry standards from NEMA, UL, IEEE, and BICSI, and federal requirements including OSHA regulations and Americans with Disabilities Act standards. Contractor responsibilities include comprehensive construction quality control with dedicated quality control personnel, contractor-prepared activity hazard analyses for all hazardous work, detailed commissioning procedures with pre-functional checklists and systems functional performance testing, development of critical path method schedules, preparation of as-built drawings, warranty management plans, and operator training programs. The document specifies detailed requirements for electrical installations, grounding and bonding, underground electrical construction, low-voltage transformers, panelboards, wiring devices, surge protective devices, communications installations, and electronic safety and security systems, with extensive submittal requirements for shop drawings, product data, test reports, and operational manuals before authorization to proceed with each construction phase.

They shall furnish a report on conditions then existing, of resilient flooring, doors, windows, walls and other surfaces as compared with conditions of same as noted in first condition survey report:

1. Re-survey report shall also list any damage caused by Contractor to such flooring and other surfaces, despite protection measures; and, will form basis for determining extent of repair work required of Contractor to restore damage caused by Contractor's workers in executing work of this contract.
