Wage Determination Summary

This is a Service Contract Act Wage Determination (WD 05-2055, Revision 19) issued by the U.S. Department of Labor Employment Standards Administration for California counties including Alpine, Amador, Butte, Colusa, Del Norte, El Dorado, Glenn, Humboldt, Lake, Mendocino, Modoc, Nevada, Placer, Plumas, Sacramento, Shasta, Sierra, Siskiyou, Sutter, Tehama, Trinity, Yolo, and Yuba. The determination applies to all contracts subject to the Service Contract Act for which solicitations were issued on or after January 1, 2015, with a federal minimum wage of $10.15 per hour for calendar year 2016, adjusted annually thereafter. Under Executive Order 13658, contractors must pay all workers in any classification listed at least the higher of $10.15 per hour or the applicable wage rate specified in this determination.

The determination specifies hourly wage rates for 189 occupational classifications organized by job family codes, ranging from administrative support positions (e.g., Accounting Clerk I at $16.44/hour) to technical and skilled trades (e.g., Registered Nurse IV at $60.45/hour). All occupations listed receive fringe benefits of $4.27 per hour or $170.80 per week ($740.13 per month) covering health and welfare, plus vacation accrual (2-4 weeks based on tenure), and a minimum of ten paid holidays annually. Computer-related positions marked with footnote 1 are subject to exemption requirements for bona fide executive, administrative, or professional employees earning not less than $27.63 per hour. Air traffic controllers and weather observers noted with footnote 2 receive additional night pay differentials (10% for night hours, 25% Sunday premium) and hazardous duty pay differentials (8% for high-hazard positions, 4% for lower-hazard ordnance work). The determination requires contractors to furnish uniforms at no cost or reimburse employees for cleaning at $3.35 per week, and establishes a conformance process via Standard Form 1444 for unlisted occupational classifications.
