CHAPTER 3 – SITE CONSIDERATIONS
Scope
This project will be classified as a Mission‐Critical project for PSRDM purposes.
CPTED
1. Natural Surveillance
The project site is enclosed within a larger campus and the possibility of good natural surveillance from the neighboring buildings and roadways is very good. The project site does rest in at a lower grade from the road, it is surrounded on most sides by Building 1, with its may windows.
2. Natural Access Control
There will be no public entrances to this facility, so access control is strong.
3. Natural Territorial Reinforcement
There is no vehicle access up to this building. However, there is an inviting, grand stairway leading down to it. Since it does not lead to public entrance, it is recommended that signage be placed to indicate that it is for authorized personnel only.
4. Target Hardening
This is not an issue for this project.
Standoff Distance
This building addition does not violate the 50’ standoff requirement, as measured to the nearest curb line.
Perimeter Barrier
This building expansion does not affect and is not affected by the campus perimeter.
Vehicle and Pedestrian Screening
These requirements are not within the scope of this design project.

Chapter 5 ‐ Functional Areas
High Risk Areas
High Risk areas are defined as “A location where a threat/hazard may occur or be introduced.” Many of the listed functional areas prohibit location near “high risk” areas. High risk areas include, but are not limited to, public entrances, mailrooms, loading docks, and emergency department.
Functional Areas
There are no functional areas listed in PSRDM chapter 5 within this project that have security requirements specific to that function.
Chapter 6 ‐ Building Envelope
Non‐Load Bearing Exterior Walls
The non‐load bearing exterior backup wall for this project will be a ductile steel stud wall system.
Design to mitigate blast loads is required.
Design Level Threat: W1 at 50’, but not greater than GP2. Effects of rebound are to be considered.
The anchorage and connection of walls into the supporting structure must also be designed to transfer the calculated blast loads. Flexural elements and their connections must be designed and detailed such that no brittle failure mode limits the capacity of the section.
Acceptable performance is defined by the blast load deformation limits in Table 6‐2, per Blast Protection of Buildings, ASCE/SEI 59‐11, or latest edition.
Blast Load Deformation Limits: ‐ Moderate Damage Balanced Load Deformation Limits – Heavy Damage
1. Tributary Loads from Fenestration
Walls must be designed to accept a blast load equal to the maximum capacity of the weakest lite of supported glass (balanced design), but no less than the calculated blast loads (as limited by the GP values) while sustaining deformations no greater than the specified deformation limits.
100% Bid Documents 36 VA Boston Jamaica Plains ‐ 523‐417
2. Supporting Structure
Non‐load bearing exterior walls must span from slab to slab and must not be attached directly to gravity load bearing elements (such as columns and shear walls).

Fenestration and Doors
1. Façade Fenestration
Glass Performance level under chapter 6 loads: Glass may crack but must remain in the frame (GSA condition 2).
All glazing must be laminated annealed glass. For insulated units, the interior lite must be laminated.
Glass performance is to be evaluated using a failure probability of 500 breaks per 1000.
Glass must be restrained within the mullions/frames with a minimum 1/2” bite and a minimum 3/8” wide continuous bead of structural silicone adhesive attaching the inner lite of glass to the frame.
Mullions/frames must be aluminum or steel construction. The mullions/frames must be designed to accept a calculated blast load equal to the peak pressures and impulses applied over their tributary area calculated blast loading for the wall. The mullions/frames must also be designed to accept a blast load equal to strength of the weakest lite of supported glass (balanced load). The mullions/frames must sustain deformations no greater than the following.
Blast Load Deformation Limits – L/40 (end rotation = 3) Balanced Load Deformation Limits – L/8 (end rotation = 6 degrees)
Flexural elements and their connections must be designed and detailed such that no brittle failure mode limits the capacity of the section.
2. Existing facility fenestration
3. Doors
The operable portions of exterior swing doors must be laminated glass or heavy gauge metal (14‐ gauge minimum). Swinging doors must open towards the detonation. The stationary portions of all exterior swing doors must be designed using heavy duty frames and anchorages that are capable of
100% Bid Documents 37 VA Boston Jamaica Plains ‐ 523‐417 resisting the blast load specified for the walls. The frames must sustain deformations no greater than the following.
Blast Load Deformation Limits – L/20 (end rotation = 6) Balanced Load Deformation Limits – L/14 (end rotation = 8 degrees)
Sliding doors are explicitly allowed. However, clarification from the government on blast design is required.

Design for Global Stability
The structural framing for this project will rely on the adjacent existing building for the lateral force resisting system. The addition will not provide a lateral force resisting system. The analysis will be based on the rigidity of a typical building of this height. PSRDM 7.3.3 advises that existing buildings do not need to be evaluated under 7.3, unless a seismic upgrade is being performed. Since the lateral system for this addition is an existing building and no seismic upgrade is being performed, the PSRDM
7.3.3 exception applies.
Prevention of Progressive Collapse
The height of this building (less than 3 stories tall) exempts it from the requirement to design to mitigate progressive collapse.
Anti‐ram Resistance
These requirements are not within the scope of this design project, as there is no public entrance.
Chapter 8 ‐ Utility and Building Services
These requirements are not within the scope of this design project. The project does not have distributed utilities within the project scope.
