About this file

This is a Task Order 1 Statement of Work (SOW) for Research, Development, Test & Evaluation (RDT&E) Support for the Center for Corrosion Science and Engineering (CCSE) under the Department of the Navy, Office of Naval Research.

The SOW outlines the contractor's responsibilities to provide technical support and research services to advance CCSE's mission in corrosion science and engineering. Key deliverables and performance objectives focus on conducting research activities, providing engineering analysis, supporting test and evaluation efforts, and delivering technical documentation and reports. The contractor is expected to work collaboratively with Navy personnel and other stakeholders at the CCSE facility, maintaining compliance with all applicable security requirements and Navy regulations. The work encompasses support across multiple technical areas related to corrosion prevention, materials science, and naval asset protection. Specific performance metrics, reporting requirements, and task schedules should be detailed within the complete SOW document to establish clear expectations for contractor performance, quality standards, and milestone completion dates throughout the task order period.

Attachment No.: 01 – Task Order Statement of Work

SUPPORTING READINESS OF WARFIGHTING PLATFORMS

1. INTRODUCTION:

The US Naval Research Laboratory (NRL) supports the existing and future warfighting platforms—including aircraft, surface ships, submarines, and autonomous air- and watercraft—through research, development, test, and evaluation (RDT&E) on materials, structures, and equipment. The Scope of Work aims to extend service life, reduce maintenance costs, and provide decision-makers with reliable, high-quality data related to design, material selection, and operational constraints. As the Navy’s corporate research laboratory, NRL aims to transition technologies and capabilities into the fleet while establishing robust Objective Quality Evidence (OQE) to mitigate integration risks. Routine work involves test design and execution of full-sized or scaled components in a seawater environment, though NRL’s support to the military includes simulation and numerical modeling, bench-scale science, as well as on-site fieldwork along the waterfront, on ships and submarines, and other Navy-relevant locations.

2. REQUIREMENT:

The Contractor shall provide engineering and scientific research expertise in support of ongoing work related to mission needs and readiness of warfighting platforms.

Key duties will include:

· Developing or testing corrosion prevention and control technologies;

· Identifying and testing new materials, coatings, and non-metallics, and reducing the risk of stress and fatigue failures through testing and modeling;

· Supporting the development of data-based guidance documents, performance specifications, ship design criteria, and technical manuals.

Work performed and findings shall be concisely documented in written reports, computer software or code, engineering drawings, design files, or other formats following the requirements and timeline established by NRL and its Program Sponsors. Program milestones and deliveries aim to achieve outcomes such as improved functionality, extended service life, reduced maintenance costs, etc. for military materials, structures, and platforms.

3. TASK OBJECTIVES:

The Contractor will be engaged in administrative, programmatic, as well as S&T aspects of NRL’s Sponsored Programs supporting military ships and submarines:

Administrative work includes efficient procurement of materials, supplies, and services needed as well as scheduling travel for Contractor technical staff. Administrative activities shall be primarily executed offsite by non-technical staff to minimize the burden on technical personnel.

Information Technology (IT) support includes assuring contract personnel have access to computing, networking, and communication platforms needed to execute their mission. IT support must adhere to organizational requirements for cybersecurity and information security. They will support NRL’s requirements to assure the Center for Corrosion Science and Engineering (CCSE) maintains its accreditations and certifications for IT infrastructure and networks.

Programmatic work includes tracking labor and costs expended by subtask, documenting technical progress and risks, tracking assigned actions, and maintaining project plans. The Contractor will participate in and document notes and actions during periodic progress meetings and program reviews. For instance, the Contractor will attend and participate in quarterly Integrated Product Team (IPT) meetings to provide subject matter expertise to the DON and DOW on implementation of best practices in corrosion protection for new acquisition programs. The IPT includes technical and program personnel from NRL, NAVSEA, and the military industrial base.

S&T work includes all aspects of RDT&E, and the Contractor will be responsible for developing and executing test plans, experimental design, design, procurement, and construction of experimental platforms, as well as data collection, management, and analysis, among other technical tasks. All S&T work is performed under approved test, quality assurance, and data management plans. The Contractor shall use analytical software, numerical modeling, and common office programs to produce reports and presentations. S&T work generally occurs within the following realms:

1. Corrosion Science and Engineering: The Contractor shall design, construct, and test cathodic protection systems to protect maritime assets. The Contractor will develop and vet test plans for Physical Scale Modeling (PSM) and participate in PSM test execution, data analysis, and reporting. Prior to and during the intense test weeks, the Contractor will work to validate instrumentation, stress-test the control system, and other actions to assure test integrity.

2. Marine Coatings S&T: The Contractor shall develop, refine, and test marine coatings and surface treatments. Work includes formulating coatings, developing and testing surface treatments (e.g., thermal spray), and improving autonomy in the application and removal of hull treatments.

3. Mechanical Testing: The Contractor shall conduct structural integrity tests on materials (e.g., metal alloys and non-metallics) and components (e.g., bearings) to measure durability, fatigue, static/dynamic stiffness, among other properties. The Contractor shall develop test plans to incorporate environmental parameters (e.g., exposure to seawater or periodic sea spray) and variables (e.g., temperature, load, cycling).

4. PERIOD OF PERFORMANCE:

12 Months from Date of Task Order Award plus four 12 month options.

5. PLACE OF PERFORMANCE:

Technical work will be performed at NRL locations in Washington, DC and Key West, FL. Administrative work will be primarily performed offsite (at remote locations or the Contractor’s facilities). Occasional travel and temporary duty are possible as required by the Sponsored Programs. All contractor travel must receive prior written approval from the Contracting Officer’s Representative (COR) and will be reimbursed in accordance with the Joint Travel Regulations (JTR).

6. SECURITY:

Contractor personnel performing work under this Task Order must possess SECRET security clearance.

7. DELIVERABLES:

1. The Contractor shall provide a monthly report detailing program progress, issues, and plans for the next reporting period.

2. The Contractor shall provide a report and record of meeting activities and actions within 1 week and update status of actions and progress prior to subsequent meetings.
