About this file
This document is an Attachment 3 Tailored 52.212-2 Evaluation for Commercial Products and Commercial Services related to a Request for Quote (RFQ) for air balancing and testing services at the New Jersey VA Healthcare System. The solicitation (36C24225Q0581) outlines a comprehensive evaluation process with three primary factors: Technical Capability, Past Performance, and Price. Technical Capability requires contractors to demonstrate understanding of the Statement of Work, provide certifications (NEBB, AABC, or TABB), show key personnel experience, and include safety credentials like a 30-hour safety card. Past Performance will be evaluated on an Acceptable/Unacceptable basis using sources like customer surveys, Contractor Performance Assessment Reporting System (CPARS), and other available performance information.
The government will award a single contract to the responsible contractor providing the best value, with pricing evaluated by adding total line-item prices including options. The solicitation allows for comparative evaluation of quotes, reserving the right to select a quote that provides benefits exceeding minimum requirements. The contract includes potential option periods under FAR 52.217-8 and 52.217-9, with the government reserving the right to exercise options at prices effective at the time of exercise. The effective date is 04/18/2025, and this is Revision 02 of the document, indicating potential prior modifications to the solicitation terms.

(a) Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

■ Acceptable: Based on the contractor’s performance record, the Government has a reasonable expectation that the contractor will successfully perform the required effort, or the contractor’s performance record is unknown.
■ Unacceptable: Based on the contractor’s performance record, the Government does not have a reasonable expectation that the contractor will be able to successfully perform the required effort.
NOTE: In the case of a contractor without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the contractor shall be determined to have unknown (or “neutral”) past performance.
Factor III – Price: The Government will evaluate price for reasonableness and consistency with the work described in the SOW. The Government will evaluate the price by adding the total of all line-item prices, including all options. The Total Evaluated Price will be that sum.
(c) Evaluation Approach. The Government may evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations.
(d) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options under FAR 52.217-8 will be accomplished by adding six months of the quoter's price for the last potential period of performance under this http://www.cpars.gov/
Effective Date: 04/18/2025 Revision 02 contract to the quoter's total price. For example, if the contract includes option periods that are exercisable under FAR 52.217-9, the quoter's total price for the purpose of evaluation will include the base period, all option periods, and an additional six months of the last option period. Quoters must price only the base and option periods specified in the contract line-item numbers (CLINs), and shall not submit a price for the potential six-month extension of services under FAR 52.217-8. The Government reserves the right to exercise the option under FAR 52.217-8 before the end of any of the contractor's performance periods and will be exercised at the price and/or rates in effect at the time the clause is exercised. Evaluation of options shall not obligate the Government to exercise the option(s).
