7.1 Supplementary Statement of Work (SOW)
The contractor must provide all materials and services for work required to complete the installation of a new communications shelter at the Fiddler Mountain. The site is located on the Wild Rivers Ranger District, Rogue River-Siskiyou National Forest at the following coordinates:
Lat 42N 14’ 24.94” Long 123W 48’ 2.75”. The contractor will be required to obtain construction bonding and requisite insurance sufficient to support the construction and/or demolition, as applicable. The work provided by the contractor shall satisfy the following:
7.1.1 Shelter Design Requirements
A. The manufacture of the shelter shall comply with applicable nationally recognized building and electrical codes.
B. Shelter shall be 8’x8’x8’ with an integrated 52’ mast. The mast shall articulate to allow access to the antennas while in the horizontal position.
C. The shelter shall include the following equipment:
a. (3) 19”x84” equipment racks
b. Overhead cable ladder rack to allow for the distribution of power and RF cables from their respective entry points to the equipment racks
c. (2) DC light fixtures with LED bulbs, connected to a 1hour rotary timer switch installed near the shelter entrance
d. (2) Rack mounted battery trays, each capable of supporting (4) North star Blue
AGM batteries
e. (2) Rack mounted bus bars
f. (1) Main Ground Bus bar (MGB) install below the RF entry panel
g. (2) Filtered DC entry ports tied to faraday cage
h. (2) Surge protection devices (SPD) for solar array connection, SPDs shall be rated for 24VDC solar array
i. (2) Passive ventilation ports that include hoods, louvers, and screens to prevent insects from entering the shelter
j. Previsions to mount solar panels to both the roof and south face of the shelter
k. Solar panel mounts designed to work with the building attachment points
l. The door shall be installed on the North face of the shelter
m. The integrated mast shall be attached to the East side of the shelter and shall articulate to the West over the top of the shelter.
n. The manufacturer shall provide 18” mounts to attach (3) Commander 150-5N antennas to the mast with one at each of the following heights: 50’, 45’, and 40’.
D. The shelter design shall include a faraday cage to protect the equipment from transient voltage spikes.
E. The shelter shall include an RF entry panel with 6 ports, the appropriate quantity of boots and cushion inserts to support (5) 1/2” Heliax and (2) future feedlines. The RF entry port, boots, and cushion inserts shall be integrated into the faraday cage.
F. The shelter design shall be such that it can be deployed on bare unimproved land without the need for excavation or foundation construction.
G. The shelter shall be grounded through Ufer pads placed on the native surface; due to the no ground disturbance a traditional ground system cannot be part of the solution.
H. The shelter shall be anchored to the land without the use of guy wires or stakes.
I. The shelter and mast system shall be designed on a site-specific basis and must comply with the current version of TIA-222. The mast system shall be designed to support the following antennas and feedlines:
a. Commander 150-5N, 50’, feedline LDF4-50, 18” standoff, USFS
b. Commander 150-5N, 45’, feedline LDF4-50, 18” standoff, USFS
c. Commander 150-5N, 40’, feedline LDF4-50, 18” standoff, USFS
d. Commander 150-5N, 35’, feedline LDF4-50, 18” standoff, Cooperator
e. Commander 150-5N, 30’, feedline LDF4-50, 18” standoff, Cooperator
J. The roof of the shelter shall include an integrated anchor point that meets OSHA standard 29 CFR 1926.502(d)(15) capable of sustaining 5,000lbs. (22.2KN) of force.
K. The contractor shall also reference the provided PWS, BOM, Shelter Request Form, and this document for design details.
L. The proposed shelter shall come with a 20-year warranty covering defects in material and workmanship and will conform to the manufacturer's specifications for the aforementioned 20 year period.
7.1.2 Shelter Delivery and Installation
A. Prior to installation the shelter shall be delivered to:

B. The shelter shall be delivered at a minimum of 4 weeks prior to installation.
C. The contractor shall schedule and provide the means to safely offload the shelter at the delivery location.
D. The contractor shall schedule, coordinate, and install the new shelter at the Fiddler
Mountain communication site.
E. The road system used to access the Fiddler Mountain communications site is in good condition. However, the use of a lowboy to transport to and from the site may be a challenge due to tight switch backs.
F. The shelter shall be installed in the location marked out on the ground by the Forest Service Land Mobile Radio staff.
G. If required by the shelter manufacturer to maintain the warranty. The contractor and/or installers shall be factory certified to ensure the warranty of the shelter is honored by the manufacturer.
H. If factory certified installers are required to maintain the manufacturer’s warranty the contractor shall provide a copy of their certification at the time of response to the solicitation.
7.1.3 Demolition of Existing Shelter
A. The contractor shall demolish and dispose of (1) 8’x8’x8’ shelter, the approximate weight of shelter is 3000lbs.
B. The contractor shall have the existing shelter tested for asbestos prior to backhaul and disposal. The test results shall be provided to the Forest Service as a contract deliverable.
The contractor will need to present the test results at the local landfill to prove the shelter does not contain asbestos.
C. The removal of the existing telecommunications shelter will be done in a way that no damage will occur to remaining structures/equipment.
D. Any damage caused by the removal of the structure will be the responsibility of the contractor to repair.
E. Disposal of all demolition debris is the responsibility of the contractor and shall be discarded in accordance with state, federal environmental regulations as applicable.
